As drivers avoid the M66, there is heavy traffic on the A56 through Bury.
Drivers are facing queues southbound on Whalley Road and in both directions on Manchester Road, between Ramsbottom and Walmersley.
Traffic is also slow southbound on Walmsersley Road, down to Clarence Park.
Elsewhere, there is heavy traffic on Stubbins Lane, Bolton Street and Bolton Road West in Ramsbottom, Brandlesholme Road and Tottington Road in Bury, and eastbound on Peel Way near the town centre.
The A680 Rochdale Road is also slow eastbound from Lodge Mill Lane to Ashworth Moor Reservoir.
