The South Wootton local had been renovating her home and had already used a reputable skip company for the waste.

However, she was left with a van-load of excess rubbish and accepted an unsolicited offer from a man to take it away.

She later admitted that she did not check whether he was a registered waste carrier, ask where the waste would be taken or request any paperwork.

The waste was discovered dumped 10 miles from her home.

Councillor Sandra Squire said: “The householder had done the hardest part of the job of refurbishing her home and has used reputable waste skips for the builder’s waste but to believe that a person in a van who calls at your door and offers to take away waste for cash is folly.

“The SCRAP code is simple, it helps all residents avoid waste being fly-tipped and the householder being interviewed and fined.

“I congratulate the team on their good work on bringing this case to a conclusion and on the waste being cleared.”

The SCRAP code instructs people to suspect all waste carriers, refuse unexpected offers, ask what will happen to the waste, obtain a detailed invoice or receipt and report illegal waste services.

An investigation led by the council’s Waste Management Team resulted in the woman being interviewed and admitting to breaching her householder duty of care.

She was issued a fixed penalty notice of £200, which she paid.

Barry Brandford, waste and recycling manager, added: “The SCRAP code is there to protect residents from being the victim of fraudulent people who are only doing this crime to make a few hundred pounds in quick profit.

“They do not care for the resident or the environment, and their motives are entirely selfish.

“Please don’t be the next victim and follow the SCRAP code.”
