The incident took place at Llantarnam Industrial Estate in Cwmbran in October 2024, after the estate’s management company reported dumped rubbish to Torfaen council’s public protection service.
Items left at the scene included a large green plastic water butt, a plastic chair and other general waste.
Anthony Last, of Henllys Way in St Dials, Cwmbran, was identified after CCTV footage captured the offence and vehicle checks confirmed he was the registered owner of the car involved.
He was due to appear before magistrates on July 6, 2026, but failed to attend.
A warrant was issued for his arrest, and he was arrested three days later and brought before the court.
Mr Last was ordered to pay a total of £2,252, including a £180 fine, a £72 victim surcharge and £2,000 in costs to Torfaen council.
The council said the case demonstrates its tough stance on fly-tipping and warned that offenders could face significant penalties.
The council uses CCTV, vehicle checks and information from the public to identify offenders and secure convictions.
Residents and businesses are reminded that there are legal routes for disposing of waste, including licensed waste carriers and local recycling centres.
Torfaen council encourages the public to report fly-tipping by providing details such as vehicle registrations, descriptions and precise locations.
Reports can be made online, through the Torfaen council app or by phone.
The council warns that dumping rubbish illegally can ultimately cost far more than disposing of it properly.
