The proposals have been lodged with Eastleigh Borough Council for Unit H on George Curl Way, close to Southampton Airport and junction five of the M27.
The scheme, from Parclub Holdings Ltd, would see part of the existing Hampshire and Isle of Wight Air Ambulance building converted into a venue called the PAR Club.
It would boast indoor golf bays, a putting area, a retail store, bar and restaurant, plus a kitchen and members’ lounge on the ground floor.
Plans also detail a major wellness offer on the first floor.
This would include a gym, yoga studios, treatment and consulting rooms, massage space, a relaxation room, infrared saunas, flotation tanks, oxygen chambers and cryotherapy facilities.
The development would share a building currently occupied by Hampshire and Isle of Wight Air Ambulance, and 63 car parking spaces will be available.
The applicant said: “This application proposes to make efficient use of an under-utilised building by providing a use which supports the local economy through a unique visitor-based concept.
“It will provide a variety of employment opportunities which diversifies from the existing opportunities offered within Southampton International Business Park.
“The proposals maximise the potential of a site that could not otherwise be used for any other purposes.”
The main entrance and existing car parking arrangements would be retained, with users directed through the shared entrance lobby using signs.
The design and access statement explains that the ground floor would be arranged with the bar and restaurant at the front of the building, while golf bays and a shop would occupy the remaining space.
A members-only lounge is also proposed as part of the development.
On the first floor, the plans would retain office accommodation alongside the new gym and wellbeing facilities. A large balcony would connect parts of the proposed leisure offer and the club’s atrium.
New signage describing the venue as “The Premier Indoor Golf Club” is also outlined in the application.
A letter from the air ambulance service said that, if plans are approved, the charity would use the facilities for “staff wellbeing purposes” and to “potentially cater” their fundraising and hospitality events.
Residents can comment on the application until September 23.
Eastleigh Borough Council is expected to make a decision on the plans by October 28.
