Mr Huang founded microchip company Nvidia in 1993. The AI boom has recently turned it into the world’s most valuable company, now worth $5.3tn (£4tn).
He said that the UK was “phenomenally well-positioned” and had many of the right ingredients to have successful tech companies. However, he said that founders tended to “overthink” problems.
“There’s a strange general behaviour in the UK,” he said. “From the outside looking in, you have superpowers in intellect. You have superpowers in some of the best universities in the world. You have superpowers in just a great culture.
“But for some reason, if there was a million ways to win, you find the one reason not to do it, and I think you overthink things.”
Mr Huang said he had told Andy Burnham, the Prime Minister, that Britain was at the start of a “new industrial revolution” with AI.
“He recognises this is such an extraordinary opportunity for the UK,” he added.
