The proposal, submitted by Oxford Health NHS Foundation Trust, would see the Warneford Hospital site redeveloped into Warneford Park, a hub for patient care, scientific innovation, and education.
So far 25 people have submitted objections to Oxford City Council as well as three in support.
Oly Shipp, of Harold Hicks Place, said: “There is lots to commend in terms of patient care and research, with a new hospital and refurbished new college being a win-win.
“But the transport plan is really poor.
“This is particularly disappointing from a mental health trust, let alone one who is promoting research and teaching. As they should be aware, there is a solid evidence base correlating active travel with good mental health, and car travel (congestion, pollution, road danger, noise, obesity…) with poor mental as well as physical health outcomes.

“I strongly object to this, and feel the planning team need to come back with a serious plan for transport. Until such a time, sadly, this application should be rejected.”
Supporter Ian Bowler, of Staunton Road, Headington, said: “I am in favour of this development. The NHS, University of Oxford and Brooks University are strategic partners for the city. Healthcare and health research are great strengths of this city.
“The proposal will bring high quality jobs to Headington and Cowley, helping to regenerate these areas.
“The objections that I’ve read about impact on the environment and increase in road traffic are not credible when balanced against the benefits of the scheme.
“The common theme among objector’s is the planned parking provision.”
The project is a collaboration between the trust, the University of Oxford, and a benefactor.
It includes a new mental health hospital to replace the Grade II-listed Warneford Hospital, believed to be the oldest inpatient unit still in use across the NHS.
The new facility would offer modern inpatient care in a therapeutic setting designed to connect with nature.
The application, developed by Eric Parry Architects, also proposes a major research centre for the University of Oxford, as well as space for biotech, pharmaceutical, and start-up companies.

Professor Irene Tracey, vice-chancellor of the University of Oxford, said: “This is an exciting moment for our partnership with Oxford Health NHS Foundation Trust and our ambitious plans to transform the Warneford Park site into a major medical research campus with a focus on brain and mental health, alongside a brand new postgraduate college.”
