The Norfolk and Waveney Integrated Care System (ICS) says it will object to the scheme in Links Road, Gorleston, unless the developer can pay £500,000 to support healthcare in the area.
Norfolk County Council’s company Repton Property Developments wants to build the properties in conjunction with Lovell Homes, including a 70-home extra care facility.

It is estimated this could grow the population in the area by 981 people.
There are already concerns surrounding the extra traffic it will bring to the town but now NHS officials are warning it will push already-stretched services to the brink.
In a report, the ICS said James Paget Hospital’s bed occupancy rate is already at 95pc while nearby East Coast Community Care is at 98pc.
It said: “If we are unable to secure these contributions and expand our estate infrastructure, then the impacts would be unsustainable and the ICS would have to object to the proposed planning application.”

Health bosses have requested Repton Property Developments pay £506,355 to help fund additional floorspace within the estate to manage the population growth and provide adequate access to healthcare services.
The scheme has already proved controversial with people living nearby.
Bradwell Parish Council has objected to the scheme, stating the “impact on the village is significant”.

Other objectors have called the plans “absolutely ridiculous” and said “there isn’t the infrastructure to cater for so many residents”.
But the developer says the scheme will deliver new homes “for which there is a recognised local need” and argues it can be built “with no adverse impacts”.
Councillors are expected to make a decision on the proposals in the Spring next year.
