Mayor of Gloucester Ashley Bowkett, who is also a county councillor for Barnwood and Hucclecote, spoke strongly in favour of the proposals.
He said the current surgery has been under a lot of pressure for a long time.
Bowkett also said that this was “quite simply a long overdue improvement to health infrastructure for the east of Gloucester”.
Conservative councillor Stephen Davies (Hardwicke and Severn) said work had been done to improve the plans.
He said: “Having taken feedback on the design of the building and the layout and parking, I think some credit should be given to officers on the work done on that.”
The building was used by various council services in 2022 before closing.
