A Coventry care home was found in breach of two legal regulations on safe care and treatment and must make major improvements. Grove House Residential Care Home was rated as requiring improvement by the Care Quality Commission (CQC).

Grove House in Keresley, which cares for 29 adults over the age of 65, was inspected last November. Issues identified during a previous inspection had been mostly addressed, it was found.

Conditions were placed on Ratan Care Homes Ltd for failing to meet regulations. It failed to ensure good governance and quality assurance oversight at Grove House Residential Care Home.

Inspectors previously identified major risks relating to fire safety and infection control, the CQC said. Some issues remained unaddressed, creating an ‘increased risk that people could be harmed.’

Staff did not work with residents to understand and manage risks, the CQC found. Although they aimed to provide supportive care that enabled people to do the things that mattered to them, this was not always demonstrated.

Risks were also not promptly detected and controlled. Managers did not always ensure that equipment and facilities were suitable and properly maintained.

Safe systems of care were established and maintained with the involvement of healthcare partners. However, it was not always clear that residents’ needs were consistently monitored.

Radiators without protective covers were also found, including one in the communal lounge behind where people were seated. Exposed hot water pipes were also identified, posing a burn risk and holes were found in areas of the ceiling.

However, the issues have since been resolved. Potential infection risks were not consistently assessed, and the spread of illness was not reliably detected, controlled, or reported to relevant agencies.

Although a range of quality assurance tools had been introduced, they were not fully embedded. Records were said to have lacked information and improvements to the environment were ongoing.

Despite these challenges, there were clear signs of progress. Managers reviewed incidents to identify trends and learning, while staffing levels were sufficient to support day-to-day needs. Systems to ensure safe medicine practices have also been significantly strengthened.

Residents reported feeling safe and supported, with staff members described as ‘friendly and helpful’ and always on hand when needed. Areas requiring immediate attention during the inspection were promptly addressed.

In a statement to CoventryLive, Grove House Residential Care Home said: “We are pleased that the CQC are satisfied with the actions taken to improve standards. Risks relating to fire safety and infection control have now been addressed.

“Whilst the CQC highlighted concerns in their report at the end of last year, improvements have been made, and the conditions on the registration have been removed.”
