ALC said there would be a commitment to recruit and train a local workforce.
It also said two public consultation events would be held before planning permission was sought.
The meetings are to take place in Wellbank Village Hall on 27 April and 3 June.
ALC said the plan was to create a “world-class destination” on the site, which is west of Carnoustie.
Sales of the housing plots would be reinvested in the project.
A spokesperson said: “The development represents one of the most significant hospitality investments in Scotland in recent years, with a projected investment of approximately £480m while delivering considerable local employment opportunities in both its construction and operations on completion.”
