It effectively restricts the death penalty to Palestinians alone, as the bill explicitly excludes Israeli settlers in the occupied territory.
In addition, Palestinians are tried in military courts by IDF whereas Israeli citizens are tried in civilian courts.

Military courts may impose capital punishment by a simple majority, even without a prosecutorial request. Sentences cannot be commuted or pardoned and must be carried out within 90 days.
Within Israel, civilian courts may impose the death penalty or life imprisonment for intentional killings, but law specifies it applies to those who “intentionally cause the death of a person with the aim of denying the existence of the State of Israel” which de facto excludes Israeli terror groups.

A group of activists from Mothers Against Genocide Scotland staged a silent protest today inside Kelvingrove Art Gallery and Museum in Glasgow, joining the Global Day of Action, called for by Palestinian activist Bisan Owda.
Protesters gathered on the balcony, where Palestinian keffiyehs were hung from nooses alongside a banner calling for an end to executions.

The action disrupted the organ playing and the performance was forced to pause.
On the ground floor other members stood blindfolded with their hands bound and mouths taped, representing the hostages, while others held placards highlighting the escalating human rights violations faced by Palestinians.
Glasgow Life prevented the public from entering the museum after the demonstration began, and police were called, though it’s understood no arrests were made.
Emma Gall, a mother of two and MAGs member, said: “We are asking the public to please take action now before it’s too late. These unlawful executions are immoral, indefensible, and set a hugely dangerous precedent worldwide that puts global democracy in danger.
“Our leaders are taking note of what human rights violations we are willing to ignore, and as we’ve seen increasingly in America, and in the deterioration of our right to protest in the UK, this is already having devastating consequences for citizens globally. Please take action in any way you can, and show Israel that they cannot act with impunity.”
