Mrs K Baxter put forward plans in 2022 to develop on a one-acre site at Greenway Lane.
This would have seen the existing house in the garden knocked down and up to eight homes being built.
However, it has been confirmed that North Norfolk District Council has “disposed” of the plans.
A planning authority can dispose of a planning application when the period for determination and appeal has expired, with no decision made.

The proposal included alterations to provide safer access off Greenway Lane along with parking and turning areas for each home.
A mixture of three-bed and four-bed detached and semi-detached properties were also expected on the site.
A planning statement said: “The initial layout allows for generous plots allowing for [future plans] to create a high-quality design in keeping with the surroundings.”
The statement added that the plans would help the council meet the region’s housing needs.
A number of objections were raised by neighbours, with concerns over highway safety and drainage issues.
One person said: “There are already bottlenecks during peak times at the junction of Jubilee Avenue. It is not difficult to envisage the resultant bottleneck from 2/3 cars stacking trying to access the subject site whilst a vehicle is trying to exit.”
“The narrow driveway design is insufficient to cope with the anticipated traffic flows.”
Another neighbour commented: “The development of the site would reduce the capacity for the ground on the site to soak up rainfall, leading to additional run-off which would exacerbate drainage issues.
“The additional eight dwellings would also place further strain on the sewage and drainage infrastructure.”
