The project would see Crowlands Heath Golf Course – which straddles land in both Havering and Barking and Dagenham – bulldozed and built on.
Homes4Life, led by director Marc Pennick, is the developer at the helm of this proposal.
Whilst the idea first came to light in October 2025, official plans were only lodged last week (w/c June 8).
A spokesperson from the firm told this paper: “The long-awaited planning application for Crowlands Heath has been lodged.
“H4Life will now let the planning process move forward.
“Marc Pennick says he is exceptionally proud, excited and committed to be delivering so many affordable homes for local people and the NHS.”

In October, this paper saw a letter addressed to residents living near the site detailing that Homes4Life had agreed to purchase the golf course and in March this year the decision to sell the land was reconfirmed in a Barking and Dagenham Council cabinet meeting.
Mr Pennick added: “My proposal delivers for people on waiting lists in need of housing and in particular three-four bed houses.
“I’ve done my bit so will let people decide – do we want:
“Balls or beds? Greens or gardens? Green fees or free open space? Fourballs or four-beds?
“I look forward to moving forward should planning be granted.”
Mr Pennick has previously revealed that as well as building houses, he plans to bring the lake on the site back into use for London Kayak School.
Running paths, paddle courts, multipurpose sports facilities, a community centre, retail space, kids play areas, and a new bus connectivity are all set to be included in the proposal, according to Mr Pennick’s previous comments.
