Rovers were amongst, if not the, lowest spenders in the division. Jayden Fevrier cost 500K whilst Gady Beyuku was recruited for a reported seven-figure sum.
Other teams, of similar size to Rovers, spent more and yet performances have been positive to start the season. The games that have been lost have largely been down to a lack of squad depth rather than a gulf between the two starting XIs.
After Balaji Rao attended Saturday’s match with Millwall, Mowbray spoke about the project he hopes the ownership will support.
“You sit and look at the numbers that teams are spending now,” Mowbray told BBC Radio Lancashire.
“Someone said Preston have spent £15m, never mind Wrexham or West Ham, that’s unbelievable. Clubs are spending and bringing players in.
“It has been frustrating. I respect the fans and their ability to protest but I have to try and build the team. I’ve told the ownership and Suhail (Pasha) what I think. I’ve spoken about how we grow this team but they need help.
“Atcheson and Montgomery are great players. Ryan Alebiosu, the goalkeeper, some amazing footballer but we must add players around them.
“Other teams are spending £20m but it wouldn’t matter because they’d want to buy our players for £10m, 15.
“I like to build teams. I tried to do it for five years last time and I hope we’re offered the time to do that.
“I know if you don’t win enough, you’re not in a job; that’s football. But I am trying to find a way which is more pleasing on the eye than what I saw last year, with total respect to those coaches.
“We’re creating more chances, we try to play through the opposition and we look like we can score. It’s more of a technical game, as all my teams try to play.
“I hope it’s an enjoyable journey. I don’t know how it finishes; it might be three months because we don’t win or another three years.”
Mowbray’s aim has always been to have Rovers fighting in the upper reaches of the table, despite their struggles last term.
He believes the style will endear the team to the fans and hopes for some time, patience and investment to sustain promotion pushes.
“I want us to be finishing in the top eight every year, if not getting through the play-offs,” he said.
“Then we’re looking at the top two battling against the parachute payments. It’s obviously difficult to finish above West Ham and their wage bill.
“Quality players win you matches. It is not a shock that Jarrod Bowen is scoring all those goals. He shouldn’t be in the Championship, it’s what we’re competing against.
“Yet against Wolves, we showed we can compete. I know it was early in the season but when we had the ball, we gave them problems.
“I love the challenge of making young players better. I want the fans to support the players and love the team. That’s difficult if you’re not always winning.
“I come here every day to try and make the team better and results like Millwall are why we do it. I think the ownership being here, didn’t hurt the team.
“Even though the chants were anti-ownership, it was noise and atmosphere. We want that down the line because the team are so good.”
