In 2024, the Tripartite Alliance for Dispute Management (TADM)’s mediation-first approach remained effective, with more than 80% of employment claims resolved amicably through TADM’s mediation process. In addition, the majority of salary claims were concluded at TADM within 2 months, and more than 90% of employees fully recovered their salaries and payments.
These are the key findings of the Employment Standards Report 2024 released by the Ministry of Manpower (MOM) and TADM today. The full report can be found on MOM’s website at go.gov.sg/esr2024.

Key Highlights

90% of salary claims resolved at TADM

While the overall incidence of salary claims increased from 2.19 in 2023 to 2.63 per 1,000 employees in 2024, it remains slightly lower than pre-COVID period in 2019 (2.68 per 1,000 employees). The incidence of salary claims has remained higher for foreign employees compared to local employees. The increase in claims reflects higher job turnover (from retrenchments, dismissals and business closures) and failure or delays in salary payments due to financial difficulties in recent years, rather than a decline in employment standards.1
Employees and employers continued to resolve employment disputes amicably, with 90% of salary claims resolved at TADM. This is an increase from 88% in 2023. The remaining 10% were referred to the Employment Claims Tribunals (ECT) for adjudication. The proportion of salary claims that were concluded2 at TADM within 2 months in 2024 was 87%, slightly lower than 90% in 2023.

9 in 10 employees fully recovered their salaries with assistance from TADM and ECT

In 2024, TADM and ECT assisted 94% of the employees to fully recover their salaries, similar to 2023. Less than 1% of the salary claims lodged in 2024 involved wilful employers who did not make full payment for salary arrears despite having the means to do so. These employers were investigated by MOM for potential Employment Act offences.

7 in 10 cases of wrongful dismissal claims were resolved amicably at TADM

The overall incidence of wrongful dismissal claims increased from 0.32 in 2023 to 0.46 per 1,000 employees in 2024, and 71% of the cases were resolved at TADM. This is slightly higher than 2023, where 70% of the cases were resolved at TADM, and the remaining referred to ECT for adjudication. Of the cases that were resolved at TADM, majority involved cases where employers were found to have fulfilled their contractual or statutory obligations, or the cases were withdrawn after mediation.
In 2024, 86% of wrongful dismissal claims were concluded2 at TADM within 2 months, an increase from 79% in 2023.

Continued Efforts to Improve Employment Standards, and build Progressive and Harmonious Workplaces

TADM’s mediation-first approach continues to work well as shown by the high rates of resolution. MOM will continue to educate employees and employers on employment rights through sharing good employment practices and encouraging employees to approach TADM for assistance on employment disputes. Together with the Tripartite Alliance for Fair and Progressive Employment Practices (TAFEP), we remain committed to upholding employment standards through education, dispute resolution and enforcement actions. We will also continue to enhance our capabilities to resolve disputes in a fair, effective and amicable manner.
Besides managing employment disputes, MOM made significant steps in 2024 to advance employment standards by improving protections for workers while balancing business needs. MOM implemented legislated protections for Platform Workers and established guidelines on requesting flexible work arrangements. MOM will also legislate protections against workplace discrimination. With these initiatives and the close partnership with tripartite partners (the National Trades Union Congress and the Singapore National Employers Federation), we will build more progressive and harmonious workplaces for both workers and employers.
