{"id":13674,"date":"2025-07-21T19:37:09","date_gmt":"2025-07-21T19:37:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/uk\/13674\/"},"modified":"2025-07-21T19:37:09","modified_gmt":"2025-07-21T19:37:09","slug":"racings-response-to-tax-harmonisation-bombshell-risks-disturbing-endgame-british-horseracing-authority","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/uk\/13674\/","title":{"rendered":"Racing\u2019s response to tax \u2018harmonisation\u2019 bombshell risks disturbing endgame | British Horseracing Authority"},"content":{"rendered":"<p class=\"dcr-16w5gq9\">The 12-week consultation on a Treasury proposal to \u201charmonise\u201d the rate of duty levied on online betting \u2013 on racing and other sports \u2013 and casino gaming \u2013 for example, roulette and online slot machines \u2013 closes today, and the British Horseracing Authority <a href=\"https:\/\/www.britishhorseracing.com\/press_releases\/bha-calls-for-racing-to-be-taxed-separately-to-all-other-forms-of-betting-as-formal-submission-made-to-hm-treasury\/\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">submitted \u201cthe sport\u2019s formal response\u201d<\/a> to the process, with \u201cthe backing of British racing\u2019s key stakeholder groups\u201d on Friday. Whether or not the government takes any notice is, in the BHA\u2019s view, a potential \u00a3100m question for the country\u2019s second-biggest spectator sport.<\/p>\n<p class=\"dcr-16w5gq9\">That is roughly the mid-point of the Authority\u2019s best- and worst-case scenarios if the proposal for a unified online gambling tax \u2013 Remote Betting &amp; Gaming Duty, or RBGD \u2013 becomes a reality in October\u2019s Budget. The current rate of duty on betting is 15% of gross profits while online gaming is taxed at 21% of gross profits, and BHA-commissioned modelling suggests that an RBGD rate of 21% would cost the sport \u00a366m per year in lost income from betting. A unified rate of 40%, meanwhile, could see the annual cost rise to \u00a3160m.<\/p>\n<p class=\"dcr-16w5gq9\">Given the scale of this potential hole in the sport\u2019s annual balance sheet, racing\u2019s official response to the consultation feels, to this fan and punter at least, distinctly underwhelming.<\/p>\n<p class=\"dcr-16w5gq9\">According to the BHA press release which announced its formal response, it \u201coutlines racing\u2019s opposition to harmonisation\u201d, and \u201ccalls for British horseracing to be taxed at a different and lower rate to all other forms of betting\u201d. In summary: we think this is a bad idea but if you plough on regardless, we want you to give us a get-out clause.<\/p>\n<p class=\"dcr-16w5gq9\">For me, there are several problems with this approach. The first is that it is unlikely to fly, because from the government\u2019s point of view, handing a tax break to the sport of kings is not a great look in the current climate. And why \u201charmonise\u201d in the first place if you are immediately going to start making exceptions?<\/p>\n<p class=\"dcr-16w5gq9\">But even in the unlikely event that the chancellor accepts racing\u2019s plea for special treatment, the overall harmonisation of betting and gaming for tax purposes will remain. The big conglomerates that now dominate the gambling landscape will have even more reason to prioritise the no-risk gaming side of their business \u2013 and the billions being extracted from punters via online slots above all \u2013 over betting.<\/p>\n<p class=\"dcr-16w5gq9\">The fundamental differences between betting and gaming, in terms of their mechanics and the risks for their consumers, have been recognised in both legislation and the tax regime since off-course gambling was legalised in Britain in the early 1960s.<\/p>\n<p class=\"dcr-16w5gq9\">Similarly, while alcohol and nicotine are both legal and regulated drugs, cigarettes are taxed at a higher rate (and there <a href=\"https:\/\/www.gov.uk\/tax-on-shopping\/alcohol-tobacco\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">are several different bands<\/a> of duty for alcoholic drinks according to strength).<\/p>\n<p class=\"dcr-16w5gq9\">No one believes that a one-size fits-all duty rate for tobacco and alcohol, or a unified rate for beer and spirits for that matter, is a smart idea.<\/p>\n<p class=\"dcr-16w5gq9\">And yet, while the Gambling Commission\u2019s first Gambling Survey for Great Britain stated plainly that \u201cthose who had gambled on online slots were more than six times more likely than average to have a PGSCI [Problem Gambling Severity Index] score of 8 or more\u201d, indicating an experience of problem gambling, the Treasury seems minded to tax all the many forms of gambling, from relatively low-risk betting to the most dangerous and potentially addictive gaming products, as if they are one and the same.<\/p>\n<p class=\"dcr-16w5gq9\">Alternative ideas are out there. The Social Market Foundation think tank, for instance, <a href=\"https:\/\/www.theguardian.com\/sport\/blog\/2024\/sep\/23\/labour-conference-fringe-event-may-be-turning-point-horse-racing-fortunes\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">proposed a doubling<\/a> of the duty rate on gaming products, from 21% to 42%, <a href=\"https:\/\/www.smf.co.uk\/publications\/raising-remote-gaming-duty\/\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">in a report<\/a> published last year, while also pointing out that in some jurisdictions around the world, the tax rate for online gaming is above 50%.
