{"id":190093,"date":"2025-10-10T09:10:08","date_gmt":"2025-10-10T09:10:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/uk\/190093\/"},"modified":"2025-10-10T09:10:08","modified_gmt":"2025-10-10T09:10:08","slug":"foreign-office-chief-to-visit-china-after-collapse-of-high-profile-espionage-case-foreign-commonwealth-and-development-office","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/uk\/190093\/","title":{"rendered":"Foreign Office chief to visit China after collapse of high-profile espionage case | Foreign, Commonwealth and Development Office"},"content":{"rendered":"<p class=\"dcr-130mj7b\">The head of the Foreign Office will travel to China next week as ministers come under pressure over the collapse of a <a href=\"https:\/\/www.theguardian.com\/world\/2025\/oct\/02\/uk-cps-china-official-intelligence-westminster-spy-case\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">high-profile espionage case<\/a>, the Guardian can disclose.<\/p>\n<p class=\"dcr-130mj7b\">Oliver Robbins, who as <a href=\"https:\/\/www.theguardian.com\/politics\/2025\/jan\/08\/former-brexit-negotiator-oliver-robbins-expected-to-get-top-job-at-foreign-office\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">permanent secretary<\/a> of the Foreign, Commonwealth and Development Office (FCDO) is its most senior civil servant, will visit China on \u201clong-planned\u201d government business.<\/p>\n<p class=\"dcr-130mj7b\">The trip comes during the same week ministers are expected to face questions over whether they had a hand in the abandonment of charges against two men, including a former parliamentary researcher, accused of spying for Beijing. Christopher Cash and Christopher Berry, who had always maintained their innocence, now have no case to answer.<\/p>\n<p class=\"dcr-130mj7b\">Conservative MPs will seek to haul ministers to parliament to explain the sequence of events that led to <a href=\"https:\/\/www.theguardian.com\/uk-news\/2025\/sep\/20\/collapse-uk-spy-trial-china-christopher-cash-christopher-berry\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">the collapse<\/a> of the trial of Cash and Berry, which had been due to begin this week.<\/p>\n<p class=\"dcr-130mj7b\">Downing Street has said there was no ministerial or official involvement in the case being pulled.<\/p>\n<p class=\"dcr-130mj7b\">But in an <a href=\"https:\/\/www.theguardian.com\/law\/2025\/oct\/08\/why-has-the-uk-dropped-its-trial-of-two-alleged-china-spies\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">extraordinary disclosure<\/a> Stephen Parkinson, the director of public prosecutions, said prosecutors were forced to drop the case after failing to obtain a witness statement from the government stating that China posed a \u201cthreat to the national security of the UK\u201d.<\/p>\n<p class=\"dcr-130mj7b\">Parkinson told MPs in a letter on Tuesday that \u201cefforts were made over many months\u201d to obtain this piece of evidence and that without it the case \u201ccould not succeed\u201d, although <a href=\"https:\/\/www.theguardian.com\/law\/2025\/oct\/08\/uk-legal-experts-question-cps-drop-china-spies-case\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">legal experts have since cast doubt on<\/a> whether it would have been necessary.<\/p>\n<p class=\"dcr-130mj7b\">The developments have raised questions about the government\u2019s <a href=\"https:\/\/www.theguardian.com\/uk-news\/2025\/oct\/05\/china-threatened-to-retaliate-against-uk-over-foreign-influence-rules\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">diplomatic rapprochement with Beijing<\/a> ahead of a crunch decision on whether to approve a proposal for a Chinese super-embassy in east London.<\/p>\n<p class=\"dcr-130mj7b\">Robbins will become the latest senior government figure to travel to Beijing, after recent trips by Peter Kyle, the business secretary, for trade talks in September and Jonathan Powell, the national security adviser, for high-level meetings in July. <a href=\"https:\/\/www.theguardian.com\/politics\/keir-starmer\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Keir Starmer<\/a> is expected to visit China early in the new year.<\/p>\n<p class=\"dcr-130mj7b\">A UK government spokesperson said: \u201cThis visit has been long planned as part of the permanent undersecretary\u2019s regular travel to the FCDO\u2019s overseas network of embassies and high commissions. This follows the visit by the previous permanent undersecretary in April 2023.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Robbins is reported to have attended a meeting in Whitehall in early September where Powell set out details of how the government\u2019s evidence would not describe <a href=\"https:\/\/www.theguardian.com\/world\/china\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">China<\/a> as an \u201cenemy\u201d.<\/p>\n<p class=\"dcr-130mj7b\">In order to prove the case under the Official Secrets Act, prosecutors would have had to show the defendants were acting for an \u201cenemy\u201d.<\/p>\n<p class=\"dcr-130mj7b\">Parkinson told MPs that the case law had changed in July, after the <a href=\"https:\/\/www.theguardian.com\/uk-news\/2025\/may\/12\/six-bulgarians-jailed-after-spying-for-russia-in-uk\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">trial of six Bulgarians accused of spying for Russia<\/a>, and implied that the enemy requirement had become more stringent. Some legal experts argue that the bar for prosecution has in fact been lowered.<\/p>\n<p class=\"dcr-130mj7b\">Starmer has argued that the case against Cash and Berry rested on the Conservative government\u2019s approach towards China, saying that the alleged offences took place in 2022 and early 2023. \u201cYou have to prosecute people on the basis of the circumstances at the time of the alleged offence, and so all the focus needs to be on the policy of the Tory government in place then,\u201d the prime minister told reporters this week.<\/p>\n<p class=\"dcr-130mj7b\">Philip Barton, the last permanent secretary in the Foreign Office, visited Beijing in the spring of 2023 for meetings with senior figures including Liu Jianchao, the head of the Chinese Communist party\u2019s powerful international department.<\/p>\n<p class=\"dcr-130mj7b\">Liu last visited London in June for meetings with MPs and ministers including the then foreign secretary David Lammy, but was <a href=\"https:\/\/www.theguardian.com\/world\/2025\/aug\/11\/liu-jianchao-china-diplomat-detained-beijing\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">reportedly detained by Chinese authorities<\/a> shortly after his return.
