{"id":197924,"date":"2025-10-13T21:15:08","date_gmt":"2025-10-13T21:15:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/uk\/197924\/"},"modified":"2025-10-13T21:15:08","modified_gmt":"2025-10-13T21:15:08","slug":"doreen-lawrence-alleges-home-office-was-involved-in-met-spying-on-family-stephen-lawrence","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/uk\/197924\/","title":{"rendered":"Doreen Lawrence alleges Home Office was involved in Met spying on family | Stephen Lawrence"},"content":{"rendered":"<p class=\"dcr-130mj7b\">The mother of <a href=\"https:\/\/www.theguardian.com\/uk\/lawrence\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Stephen Lawrence<\/a> has alleged at the undercover policing public inquiry that the Home Office was \u201cdirectly involved\u201d in the \u201cegregious and unlawful\u201d surveillance of her family\u2019s campaign for justice.<\/p>\n<p class=\"dcr-130mj7b\">Doreen Lawrence also questioned why a politician who had held the post of home secretary had \u201ckeenly\u201d sought her out and was \u201cat pains to reassure her\u201d that the government department \u201chad nothing to do\u201d with the surveillance.<\/p>\n<p class=\"dcr-130mj7b\">She said this had raised her suspicion that it was an attempt by the <a href=\"https:\/\/www.theguardian.com\/politics\/home-office\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Home Office<\/a> to \u201cget their defence in early\u201d. She is considering whether to identify the politician when she gives evidence to the inquiry next month.<\/p>\n<p class=\"dcr-130mj7b\">Lady Lawrence said the evidence so far disclosed to the inquiry showed \u201cplainly and unequivocally that, for at least a decade, whilst fighting for justice for her son, she was spied upon without any justification whatsoever and that this was not only sanctioned but rewarded by those at the top\u201d.<\/p>\n<p class=\"dcr-130mj7b\">In <a href=\"https:\/\/www.ucpi.org.uk\/wp-content\/uploads\/2025\/10\/T3P1-Opening-Statement-Imran-Khan-Partners.pdf\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">a statement to the inquiry<\/a> that was published on Monday, she said that the then commissioner of the Metropolitan police, Paul Condon, who is now a peer, and Scotland Yard\u2019s senior ranks were behind the surveillance.<\/p>\n<p class=\"dcr-130mj7b\">She added that \u201cduring the course of her grief she was, quite undeservedly and unlawfully spied upon by those meant to serve and protect her\u201d.<\/p>\n<p class=\"dcr-130mj7b\">Her blistering criticism comes as the inquiry, led by the retired judge John Mitting, will over the coming months examine why undercover officers working for a covert Scotland Yard unit gathered information about the campaign to force police to properly investigate the racist murder of her son. <a href=\"https:\/\/www.theguardian.com\/uk\/police\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Police<\/a> officers, including Condon, and campaigners are due to be questioned.<\/p>\n<p class=\"dcr-130mj7b\">One of the undercover officers, who used the fake name David Hagan, reported back to his superiors that Lawrence was splitting up from her husband, Neville. Lawrence said that Stephen\u2019s murder in 1993 had \u201cled to her becoming divorced from her husband who she had been married to for over 20 years. It led to her suffering extraordinarily painful mental ill-health\u201d.<\/p>\n<p class=\"dcr-130mj7b\">The spycops inquiry was set up in 2014 after the Guardian revealed testimony from whistleblower Peter Francis, an undercover officer who spied on anti-racist groups between 1993 and 1997. The activists supported the Lawrence family\u2019s campaign for justice.<\/p>\n<p class=\"dcr-130mj7b\">In her statement, Lawrence cited evidence by Francis in which he said that during his deployment, his manager \u201cgave me specific instructions to gather any intelligence that I possibly could get to help stop the anti-racist campaign following the death of Stephen Lawrence and made reference to \u2018stopping\u2019, \u2018undermining\u2019, combating\u2019 and \u2018smearing\u2019 the campaign\u201d.<\/p>\n<p class=\"dcr-130mj7b\">Francis added that his unit, the special demonstration squad (SDS), \u201cwanted information to be able to tarnish the campaign with accusations of it being nothing more than an extremist front\u201d. Other police officers deny this took place.<\/p>\n<p class=\"dcr-130mj7b\">The whistleblower added that throughout his deployment, \u201cthe gathering of intelligence on the Stephen Lawrence campaign was the SDS\u2019s number one priority\u201d.<\/p>\n<p class=\"dcr-130mj7b\">At the time, Scotland Yard was facing heavy pressure from the Lawrence family and their supporters to catch Stephen\u2019s racist killers.<\/p>\n<p class=\"dcr-130mj7b\">Hagan infiltrated an anti-racist group which supported the Lawrence family\u2019s campaign. For six months in 1998, he gathered information about the campaign and its supporters while a crucial public<a href=\"https:\/\/www.theguardian.com\/uk-news\/2019\/feb\/22\/macpherson-report-what-was-it-and-what-impact-did-it-have\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\"> inquiry, headed by Sir William Macpherson<\/a>, a retired judge, scrutinised why police had failed to investigate Stephen\u2019s murder.<\/p>\n<p class=\"dcr-130mj7b\">Hagan was told that his reports were \u201cgoing straight to Commissioner Condon\u2019s desk each morning\u201d and that he received a message back: \u201cCongratulations from the Commissioner for your excellent reporting.\u201d<\/p>\n<p class=\"dcr-130mj7b\">In August 1998, Hagan met secretly with Richard Walton, a senior Scotland Yard officer who was part of a high-level team defending the police\u2019s failure to investigate Stephen\u2019s murder.<\/p>\n<p class=\"dcr-130mj7b\"><a href=\"https:\/\/www.ucpi.org.uk\/wp-content\/uploads\/2025\/10\/CTI-Opening-Statement-and-annexes-for-Tranche-3-Phase-1.pdf\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">An official note of this meeting<\/a> recorded that \u201cit was a fascinating and valuable exchange of information concerning an issue which, according to [Walton], continues to dominate the commissioner\u2019s agenda on a daily basis\u201d.<\/p>\n<p class=\"dcr-130mj7b\">The note also recorded that Walton \u201cexplained a lot of the behind the scenes politics involving the Home Office. It emerged that there is great sensitivity around the Lawrence issue with both the home secretary and the prime minister extremely concerned that the <a href=\"https:\/\/www.theguardian.com\/uk\/metropolitan-police\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Metropolitan police<\/a> could end up with its credibility \u2013 in the eyes of London\u2019s black community \u2013 completely undermined\u201d.<\/p>\n<p class=\"dcr-130mj7b\">In her opening statement, Doreen Lawrence said: \u201cGiven the involvement of the Home Office, the commissioner and the seniority of officers involved and the hierarchical nature of the Metropolitan police, the assertion by officers like [Hagan] that he, in effect, followed orders, confirms that the surveillance was not collateral, but directed from the very top.\u201d<\/p>\n<p class=\"dcr-130mj7b\">On Monday, Neil Sheldon, a barrister for the Home Office, told the inquiry: \u201cWhilst the Home Office appears to have remained a recipient of indirect SDS intelligence, the Home Office is unaware of any cogent evidence of direct tasking of the SDS by the Home Office.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"The mother of Stephen Lawrence has alleged at the undercover policing public inquiry that the Home Office was&hellip;\n","protected":false},"author":2,"featured_media":197925,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[2],"tags":[49,50,51,47,52,48],"class_list":{"0":"post-197924","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-headlines","8":"tag-headlines","9":"tag-news","10":"tag-top-news","11":"tag-top-stories","12":"tag-topnews","13":"tag-topstories"},"_links":{"self":[{"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/posts\/197924","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/comments?post=197924"}],"version-history":[{"count":0,"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/posts\/197924\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/media\/197925"}],"wp:attachment":[{"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/media?parent=197924"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/categories?post=197924"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/tags?post=197924"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
