Penny Cogher, a pensions partner at legal advice firm <a data-link-tracking=\"InArticle|Link\" href=\"https:\/\/www.irwinmitchell.com\/\" rel=\"nofollow noopener\" target=\"_blank\">Irwin Mitchell<\/a>, spoke about the potential for changes to the <a href=\"https:\/\/www.express.co.uk\/latest\/triple-lock\" data-link-tracking=\"InArticle|AutoLink\" rel=\"nofollow noopener\" target=\"_blank\">triple lock<\/a> policy. The <a href=\"https:\/\/www.express.co.uk\/latest\/triple-lock\" data-link-tracking=\"InArticle|AutoLink\" rel=\"nofollow noopener\" target=\"_blank\">triple lock<\/a> ensures <a href=\"https:\/\/www.express.co.uk\/latest\/state-pension\" data-link-tracking=\"InArticle|AutoLink\" rel=\"nofollow noopener\" target=\"_blank\">state pension<\/a> payments rise each April in line with the highest of the rise in average earnings, inflation or 2.5 percent.<\/p>\n<p data-mce-linkchecker-status=\"valid\">Labour has committed to the policy for the duration of this Parliament, but <a data-link-tracking=\"InArticle|Link\" href=\"https:\/\/www.express.co.uk\/finance\/personalfinance\/2121504\/labour-may-be-forced-tweak\" rel=\"nofollow noopener\" target=\"_blank\">there has been speculation<\/a> it could be watered down in the Budget in November. Ms Cogher said that changing the policy to make the <a href=\"https:\/\/www.express.co.uk\/latest\/state-pension\" data-link-tracking=\"InArticle|AutoLink\" rel=\"nofollow noopener\" target=\"_blank\">state pension<\/a> increases less generous would be a hugely unpopular move.<\/p>\n<p data-mce-linkchecker-status=\"valid\">She said: &#8220;The <a href=\"https:\/\/www.express.co.uk\/latest\/triple-lock\" data-link-tracking=\"InArticle|AutoLink\" rel=\"nofollow noopener\" target=\"_blank\">triple lock<\/a> for the <a href=\"https:\/\/www.express.co.uk\/latest\/state-pension\" data-link-tracking=\"InArticle|AutoLink\" rel=\"nofollow noopener\" target=\"_blank\">state pension<\/a> is a costly benefit for the country but making changes to it is again political dynamite.&#8221; She went on to explain that any changes would particularly impact older women.<\/p>\n<p>Ms Cogher said: &#8220;The people who most need this benefit are elderly women in all levels and types of society. Why? Women live longer than men, and they have significantly less pension savings than a comparable man for all the usual reasons \u2013 lower salary, time spent out of employment due to caring responsibilities.<\/p>\n<p>&#8220;Elderly women have already lost out on their <a data-link-tracking=\"InArticle|Link\" href=\"https:\/\/www.express.co.uk\/latest\/state-pension\" rel=\"nofollow noopener\" target=\"_blank\">state pension<\/a> due to earlier changes to the <a data-link-tracking=\"InArticle|Link\" href=\"https:\/\/www.express.co.uk\/latest\/state-pension\" rel=\"nofollow noopener\" target=\"_blank\">state pension<\/a> \u2013 just think of all the hardship of the WASPI women. So for them to lose out again, when there is a female Labour Chancellor of the Exchequer just should not happen.&#8221;<\/p>\n<p>What is the WASPI controversy about?<\/p>\n<p>The WASPI campaign is one of several groups who represent the 1950s-born generation of women whose <a href=\"https:\/\/www.express.co.uk\/latest\/state-pension\" data-link-tracking=\"InArticle|AutoLink\" rel=\"nofollow noopener\" target=\"_blank\">state pension<\/a> age increased from 60 to 65 and then 66. Many of the women claim they didn&#8217;t know of the change until the last minute, and that the <a href=\"https:\/\/www.express.co.uk\/latest\/dwp\" data-link-tracking=\"InArticle|AutoLink\" rel=\"nofollow noopener\" target=\"_blank\">DWP<\/a> should have advised them of the change sooner.<\/p>\n<p>A report by the Parliamentary and Health Service Ombudsman in 2023 concluded there was &#8216;maladministration&#8217; in the <a href=\"https:\/\/www.express.co.uk\/latest\/dwp\" data-link-tracking=\"InArticle|AutoLink\" rel=\"nofollow noopener\" target=\"_blank\">DWP<\/a>&#8216;s efforts to tell the women. The watchdog said the <a href=\"https:\/\/www.express.co.uk\/latest\/dwp\" data-link-tracking=\"InArticle|AutoLink\" rel=\"nofollow noopener\" target=\"_blank\">DWP<\/a> should have sent out letters to the women sooner.<\/p>\n<p>The Ombudsman also recommended the women should receive compensation ranging from \u00a31,000 up to \u00a32,950. But the Labour Government announced before Parliament at the end of last year that there would be no payouts.<\/p>\n<p>Ministers made the case that most of the women did know the <a href=\"https:\/\/www.express.co.uk\/latest\/state-pension\" data-link-tracking=\"InArticle|AutoLink\" rel=\"nofollow noopener\" target=\"_blank\">state pension<\/a> age was going up and that sending out letters sooner would have made little difference.<\/p>\n<p>But the dispute continues, as WASPI has now applied for a judicial review of the <a href=\"https:\/\/www.express.co.uk\/latest\/dwp\" data-link-tracking=\"InArticle|AutoLink\" rel=\"nofollow noopener\" target=\"_blank\">DWP<\/a>&#8216;s decision not to grant compensation. The high court <a data-link-tracking=\"InArticle|Link\" href=\"https:\/\/www.express.co.uk\/finance\/personalfinance\/2121090\/waspi-compensation-dwp\" rel=\"nofollow noopener\" target=\"_blank\">will consider the case in December<\/a>.<\/p>\n<p>Triple lock commitment<\/p>\n<p><a href=\"https:\/\/www.express.co.uk\/latest\/state-pension\" data-link-tracking=\"InArticle|AutoLink\" rel=\"nofollow noopener\" target=\"_blank\">State pension<\/a> rates increased 4.1 percent in April thanks to the <a href=\"https:\/\/www.express.co.uk\/latest\/triple-lock\" data-link-tracking=\"InArticle|AutoLink\" rel=\"nofollow noopener\" target=\"_blank\">triple lock<\/a>, increasing the full new <a href=\"https:\/\/www.express.co.uk\/latest\/state-pension\" data-link-tracking=\"InArticle|AutoLink\" rel=\"nofollow noopener\" target=\"_blank\">state pension<\/a> by around \u00a3470 a year.<\/p>\n<p>Former Work and Pensions Secretary, Liz Kendall, said in April 2025 when the <a href=\"https:\/\/www.express.co.uk\/latest\/triple-lock\" data-link-tracking=\"InArticle|AutoLink\" rel=\"nofollow noopener\" target=\"_blank\">triple lock<\/a> increase was applied: &#8220;Our ironclad commitment to the <a href=\"https:\/\/www.express.co.uk\/latest\/triple-lock\" data-link-tracking=\"InArticle|AutoLink\" rel=\"nofollow noopener\" target=\"_blank\">triple lock<\/a> gives pensioners across the country the certainty and security they need to live a full life in retirement.
