And their luck may not change anytime soon.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmh3q4sud00003b6nusn3ynch@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The Federal Reserve began to lower interest rates <a href=\"https:\/\/www.cnn.com\/2025\/09\/17\/economy\/september-fed-meeting-final\" rel=\"nofollow noopener\" target=\"_blank\">last month<\/a> to support the labor market and is expected to deliver another rate cut <a href=\"https:\/\/www.cnn.com\/2025\/10\/22\/economy\/fed-interest-rates-govt-shutdown\" rel=\"nofollow noopener\" target=\"_blank\">in the coming days.<\/a> Companies across most industries, including technology, have pumped the brakes on hiring this year, hesitant to make those kinds of investments without knowing the full effects of President Donald Trump\u2019s sweeping economic policies.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmh3rhs7r00043b6ntonkzfrc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A string of rate cuts should eventually bolster hiring by making it more feasible for companies to expand headcounts. But lower rates cannot easily counteract the economic uncertainty that continues to bedevil businesses or address AI\u2019s structural impact on entry-level tech jobs.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmgz7unvu00163b6nlnpi8t68@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cLayoffs and reductions in hiring plans due to AI use are expected to increase, especially for workers with a college degree,\u201d Fed Governor Christopher Waller said during an October 15 event in Arlington, Virginia.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmh4vw59e000q3b6nciabg7g4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cFor policymakers, we must let the disruption occur and trust that the long-run benefits will exceed any short-run costs,\u201d he said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmh3sfpeu000i3b6n7k8aetx5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Lower interest rates typically incentivize companies to staff up. But businesses also need clarity on future costs when developing hiring plans, a challenging task amid Trump\u2019s ongoing bid to reshape global trade.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmh3ufjh9000u3b6nzpf45ls8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe labor market has been frozen up because people are just having a hard time making decisions,\u201d Laura Ullrich, an economist at Indeed, told CNN. \u201cSo long as economic uncertainty is high, it\u2019s hard to know how many people you should hire.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmh4t6rmu00003b6nz6q3oh2u@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The situation has stabilized somewhat since the spring when Trump unveiled his massive Liberation Day tariffs. The Trump administration has announced a handful of successful trade deals since then, but Trump\u2019s trade war is far from settled. On Thursday, the president <a href=\"https:\/\/www.cnn.com\/2025\/10\/23\/politics\/trump-ends-trade-negotiations-canada\" rel=\"nofollow noopener\" target=\"_blank\">called off trade talks with Canada<\/a> after the province of Ontario aired an anti-tariff ad.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmh4txtvp00023b6nftuf7i2e@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump has also <a href=\"https:\/\/www.cnn.com\/2025\/10\/24\/business\/us-china-trade-talks-malaysia-intl-hnk\" rel=\"nofollow noopener\" target=\"_blank\">lashed out at China<\/a> over its restrictions on rare earth exports and his administration is launching a probe looking into whether China complied with a trade agreement from 2019. Trump is expected to have a wide-ranging discussion with his Chinese counterpart Xi Jinping during an upcoming meeting in South Korea.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmh4usbj7000i3b6nr8oy24l2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In the meantime, businesses of all sizes and across most industries are still unsure of what the future might hold as US trade policy continues to evolve, even with the Fed expected to deliver additional rate cuts through 2026.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmh4zttro00063b6nin0z0dej@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThere\u2019s still policy uncertainty, but everyone realizes substantial tariffs are now most likely here to stay. And now we have to navigate it,\u201d Rich Lesser, Boston Consulting Group\u2019s global chair, said in <a href=\"https:\/\/sponsored.bloomberg.com\/immersive-story\/bcg\/the-ceo-radar-q4-2025#methodology\" target=\"_blank\" rel=\"nofollow noopener\">an analysis of third-quarter earnings calls by BCG and Bloomberg Media Studios.<\/a>\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmh4zspxz00033b6nggqv9pf0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A <a href=\"https:\/\/www.conference-board.org\/topics\/CEO-Confidence\/\" target=\"_blank\" rel=\"nofollow noopener\">survey of 130 CEOs<\/a> released on October 16 by the Conference Board, showed that their expectations for the economy in the next six months \u201cturned from neutral to pessimistic,\u201d and that 68% said they plan to maintain or shrink the size of their workforce.\n    <\/p>\n<p>        The entry-level tech job crisis and the Fed<\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmgz6soit000h3b6n92pvmmqg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            AI is beginning to automate some tasks usually done by an entry-level technology worker, possibly resulting in a structural shift in the technology industry\u2019s labor market. And tech companies are increasingly adopting the technology; a Google study from September found that <a href=\"https:\/\/www.cnn.com\/2025\/09\/23\/tech\/google-study-90-percent-tech-jobs-ai\" rel=\"nofollow noopener\" target=\"_blank\">90% of tech workers are using AI at work<\/a>.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmh4ufs2w000d3b6nvdi6pd8x@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The Fed\u2019s key interest rate, which influences borrowing costs more broadly, functions through demand, not supply. That means it\u2019s good at boosting demand to shore up the labor market, which is currently what the central bank is trying to do, but it does nothing about supply-side issues.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmh4uee4i00083b6n41czotqz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cYou do have a bit of a mismatch,\u201d said David Seif, chief economist for developed markets at Nomura. \u201cYou have a lot of people who are new (computer science) graduates from college, but there doesn\u2019t seem to be enough demand for these entry-level workers.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmh4ukqou000g3b6nhdsphhx9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Job postings in the technology and mathematics industry on Indeed were down 35% in early October compared to February 2020, with certain titles, such as developers and designers, <a href=\"https:\/\/www.hiringlab.org\/2025\/07\/30\/the-us-tech-hiring-freeze-continues\/\" target=\"_blank\" rel=\"nofollow noopener\">seeing the steepest declines.<\/a> Meanwhile, AI and data center-focused roles have seen a massive increase in job postings during the same period.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmh4vikh3000l3b6nwkq0vhcj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cHigher unemployment among recent college graduates is primarily a function of a structural shift in hiring in the tech sector amid strong labor supply growth,\u201d Matthew Martin, senior economist at Oxford Economics, wrote in <a href=\"https:\/\/chrome-extension:\/\/efaidnbmnnnibpcajpcglclefindmkaj\/https:\/\/www.oxfordeconomics.com\/wp-content\/uploads\/2025\/05\/US-Educated-but-unemployed-a-rising-reality-for-college-grads.pdf\" target=\"_blank\" rel=\"nofollow\">an analyst note<\/a> published earlier this year.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmh4wh9mr001a3b6nx2jq6aoj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cComputer and mathematical science occupations are disproportionately exposed to automation and displacement,\u201d he added.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmh4z7gkm00003b6n93pzj8xt@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The Conference Board\u2019s latest CEO survey showed that most of the business leaders surveyed expect AI \u201cto fundamentally transform over 50% of the job roles in their organization in the next 5 years.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmh4w8bcc00103b6nvyyozsi4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Young Americans who studied computer science for the promise of a good-paying job are now grappling with the harsh economics that come with a new, disruptive technology.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmgz6td8c000m3b6n6hcqc4ty@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIt feels like I\u2019m competing with AI to just try to get my foot in the door,\u201d Abraham Rubio, who graduated with a degree in computer science and game programming from Bloomfield College of Montclair State University in New Jersey earlier this year, <a href=\"https:\/\/amp.cnn.com\/cnn\/2025\/08\/28\/tech\/computer-science-graduates-job-hunt-ai\" rel=\"nofollow noopener\" target=\"_blank\">told CNN previously.<\/a>\n
