{"id":230912,"date":"2025-10-28T22:38:09","date_gmt":"2025-10-28T22:38:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/uk\/230912\/"},"modified":"2025-10-28T22:38:09","modified_gmt":"2025-10-28T22:38:09","slug":"britain-can-defy-gloomy-economic-forecasts-says-rachel-reeves-rachel-reeves","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/uk\/230912\/","title":{"rendered":"Britain can defy gloomy economic forecasts, says Rachel Reeves | Rachel Reeves"},"content":{"rendered":"<p class=\"dcr-130mj7b\">Rachel Reeves has said Britain can defy gloomy economic forecasts after the fiscal watchdog infuriated ministers by predicting a productivity downgrade would leave her with a \u00a320bn gap to fill in her forthcoming budget.<\/p>\n<p class=\"dcr-130mj7b\">The chancellor said she was \u201cdetermined not to simply accept the forecasts\u201d \u2013 which increase the likelihood she will break a key <a href=\"https:\/\/www.theguardian.com\/politics\/labour\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Labour<\/a> manifesto pledge not to raise income tax \u2013 but would instead prove the predictions wrong.<\/p>\n<p class=\"dcr-130mj7b\">Writing in the Guardian, Reeves acknowledged her decisions at next month\u2019s budget \u201cdon\u2019t come for free and they are not easy\u201d, after this newspaper <a href=\"https:\/\/www.theguardian.com\/money\/2025\/oct\/23\/rachel-reeves-is-considering-raising-income-tax-to-reduce-deficit-sources-say\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">revealed she is considering the tax hike<\/a> to help reduce a multibillion-pound shortfall.<\/p>\n<p class=\"dcr-130mj7b\">The <a href=\"https:\/\/www.theguardian.com\/business\/office-for-budget-responsibility\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Office for Budget Responsibility<\/a> is expected to cut its estimates for the UK\u2019s economic productivity by 0.3 percentage points, the Guardian understands, creating an even tougher economic backdrop.<\/p>\n<p class=\"dcr-130mj7b\">As a result, Reeves is facing one of the most difficult budgets in recent years, while she also has to account for <a href=\"https:\/\/www.theguardian.com\/society\/2025\/may\/05\/no-10-reviewing-winter-fuel-payment-cut-after-labour-slump-in-local-elections\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">reversing the winter fuel cut<\/a>, <a href=\"https:\/\/www.theguardian.com\/politics\/2025\/jul\/01\/welfare-bill-passes-after-keir-starmer-offers-late-concession\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">abandoning cuts to welfare payments<\/a> and an <a href=\"https:\/\/www.theguardian.com\/society\/2025\/sep\/30\/rachel-reeves-lift-two-child-benefit-cap-november-budget\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">expected move<\/a> to end the two-child benefit cap.<\/p>\n<p class=\"dcr-130mj7b\">However, the Treasury is hopeful that by the time of the budget, the OBR could factor in lower borrowing costs and marginally higher than expected growth, as well as positively \u201cscoring\u201d policies such as planning reforms and trade deals, to cut the final fiscal gap.<\/p>\n<p class=\"dcr-130mj7b\">In her article on Tuesday, Reeves wrote: \u201cI\u2019m going to be candid now that the productivity performance we inherited from the previous Conservative government and since the financial crisis has been too weak.<\/p>\n<p class=\"dcr-130mj7b\">\u201cAusterity, a chaotic Brexit and the pandemic have left deep scars on the British economy that are still being felt today. But the task facing our country \u2013 facing me as chancellor \u2013 is not to relitigate the past or let past mistakes determine our future.<\/p>\n<p class=\"dcr-130mj7b\">\u201cI\u2019m determined that we don\u2019t simply accept the forecasts but we defy them, as we already have this year. To do so means taking the necessary choices today, including at the budget next month.\u201d<\/p>\n<p class=\"dcr-130mj7b\">The IMF <a href=\"https:\/\/www.theguardian.com\/business\/2025\/oct\/14\/uk-faces-highest-inflation-in-g7-this-year-and-next-imf-warns\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">modestly increased its forecast<\/a> for economic growth in the UK for this year, from 1.2% to 1.3%. Over the year as a whole, the economic body expects the UK to be the second fastest-growing economy in the G7.<\/p>\n<p class=\"dcr-130mj7b\">Reeves is understood to be furious that the OBR has chosen her second budget to downgrade the productivity figure, rather than before the 2024 general election, when it would have prevented Jeremy Hunt from cutting taxes by \u00a320bn.<\/p>\n<p class=\"dcr-130mj7b\">The Institute for Fiscal Studies thinktank has said that each 0.1 percentage point downgrade in the productivity forecast would increase public sector net borrowing by \u00a37bn in 2029-30, so a 0.3 point cut could create a \u00a321bn hit.<\/p>\n<p class=\"dcr-130mj7b\">However, Reeves said the UK\u2019s economic foundations remained strong \u2013 citing five interest rate cuts, wages growing faster than inflation and investment in public services and infrastructure to boost growth \u2013 and criticised Reform UK and the Tories for talking down the country.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThey are determined to talk of an economy that is broken because that is the only way their politics can breathe. They talk of a Britain that is in a permanent state of decline because that is the height of their ambitions for it. And no one needs to be told that the economy has not been as productive as it could have been over the past 14 years.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Some Treasury and No 10 advisers believe that raising income tax \u2013 focusing on the wealthy \u2013 may be the only way to make sure that Reeves raises enough money not to have to come back for further rises this parliament. After last year\u2019s budget she had said none would be necessary.<\/p>\n<p class=\"dcr-130mj7b\">But the chancellor is understood to be nervous about the political consequences of such a decisive abandonment of the party\u2019s pledges, especially given she broke them to raise national insurance last year.<\/p>\n<p class=\"dcr-130mj7b\">At gathering of business leaders in Saudi Arabia this week, Reeves also said she wanted to ensure the UK had \u201csufficient headroom\u201d against her self-imposed fiscal rules to provide resilience against future shocks, implying that last year\u2019s \u00a39.9bn buffer was not enough.<\/p>\n<p class=\"dcr-130mj7b\">The chancellor is also is well aware of the harm inflation is inflicting on UK households \u2013 and on Labour\u2019s support \u2013 and has promised a range of measures in the budget to \u201cbear down on\u201d rising costs, which could include lowering household energy bills.<\/p>\n<p class=\"dcr-130mj7b\">She told the Riyadh investment summit on Tuesday that Brexit is partly to blame for high inflation in the UK, as she made the case for rebuilding ties with the EU.
