{"id":235912,"date":"2025-10-31T12:47:11","date_gmt":"2025-10-31T12:47:11","guid":{"rendered":"https:\/\/www.newsbeep.com\/uk\/235912\/"},"modified":"2025-10-31T12:47:11","modified_gmt":"2025-10-31T12:47:11","slug":"as-the-shutdown-drags-on-heres-how-it-can-drag-down-the-economy","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/uk\/235912\/","title":{"rendered":"As the shutdown drags on, here\u2019s how it can drag down the economy"},"content":{"rendered":"<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhdfkp9o002y28nr7qkj9qet@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The <a href=\"https:\/\/www.cnn.com\/politics\/live-news\/trump-government-shutdown-news-10-30-25\" rel=\"nofollow noopener\" target=\"_blank\">federal government shutdown<\/a> has lasted all month and is on pace to become the longest on record.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhdgksad00033j6osbat7kdi@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            While history has shown that the economy typically rebounds from a shutdown within a couple of months, each day it drags on brings <a href=\"https:\/\/www.cnn.com\/2025\/10\/24\/business\/government-shutdown-business-economy\" rel=\"nofollow noopener\" target=\"_blank\">a greater risk that the economy<\/a> won\u2019t just bend, but will start to break \u2014 and rupture livelihoods in the process, economists say.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhdgksad00043j6oyi6zsxbv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe economy is fragile and, therefore, something like a government shutdown could become a bigger problem a lot faster than people might think,\u201d said Mark Zandi, chief economist at Moody\u2019s Analytics.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhdgksad00053j6oej44bwh3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The negative effects start to build on themselves very rapidly and the collateral damage becomes more widespread, said Diane Swonk, chief economist at KPMG.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhdgksad00063j6or51tqhb7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThat\u2019s kind of like a snowball rolling down a hill, gathering momentum and mass,\u201d she said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhdgksad00073j6oeoxornmz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Predicting something that has becoming increasingly unpredictable is an impossible task, but here\u2019s a look at how the shutdown could ripple through critical avenues of everyday life.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhdgksad00093j6oxx8qcicd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Prior to the shutdown, the US job market <a href=\"https:\/\/www.cnn.com\/2025\/10\/03\/economy\/no-jobs-report-data-snapshot-september\" rel=\"nofollow noopener\" target=\"_blank\">was already on its back<\/a>.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhdgksad000a3j6opt6cn703@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            It\u2019s been a <a href=\"https:\/\/www.cnn.com\/business\/live-news\/us-jobs-report-august-2025\" rel=\"nofollow noopener\" target=\"_blank\">low-hire, low-fire, low-churn environment<\/a>. Employers, frozen by high economic and policy uncertainty, have held off making investments and adding workers. Some businesses have used this period to test the waters on <a href=\"https:\/\/www.cnn.com\/2025\/10\/28\/business\/amazons-layoffs-ai-nightcap\" rel=\"nofollow noopener\" target=\"_blank\">artificial intelligence<\/a> and other technologies \u2013 in turn putting to the test that \u201clow-fire\u201d descriptor by announcing mass layoffs in recent weeks.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhdgksad000b3j6o7l22gh0y@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWe\u2019re not creating any jobs of consequence, really,\u201d Zandi said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhdgksad000c3j6o5pdbesqg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Considering that backdrop, the tepid job gains can potentially turn into deeper job losses if safety nets become frayed, more paychecks are missed by federal workers and contractors, and spending pullbacks reverberate through the private sector, causing businesses to lay off workers or shut down, he said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhdgksad000d3j6o336u16jl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Rate cuts and some greater clarity around trade deals and tariffs were supposed to fuel a rebound in hiring heading into 2026, noted Nicole Bachaud, labor economist at employment site ZipRecruiter.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhdkco7t002u3j6oo0wdwat4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cHowever, tariffs are projected to dampen consumer spending before year\u2019s end, and a prolonged shutdown could further erode consumer confidence,\u201d she wrote in a note earlier this month. \u201cThis would delay hiring plans that might otherwise materialize, keeping the labor market stuck in place.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhdvu8wa003b3j6orqvg2xai@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            US consumer confidence during October dipped to its lowest level since April, when President Donald Trump announced a massive suite of steep tariffs on imported goods, according to The Conference Board\u2019s latest index released this week.\n    <\/p>\n<p>        Health care and the care economy<\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhdgksad000f3j6o7bybkaoj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The expiration of the enhanced premium subsidies for Affordable Care Act coverage is at the <a href=\"https:\/\/www.cnn.com\/2025\/10\/09\/politics\/obamacare-premiums-government-shutdown-aca-vis\" rel=\"nofollow noopener\" target=\"_blank\">crux of the Congressional stalemate<\/a> to fund the federal government and end the shutdown.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhdlpm5500353j6oq11o5o3q@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Democrats are demanding that a short-term funding package include an extension of the enhanced assistance, while <a href=\"https:\/\/www.cnn.com\/2025\/10\/26\/politics\/health-care-premiums-obamacare-republicans-shutdown\" rel=\"nofollow noopener\" target=\"_blank\">Republicans say they won\u2019t negotiate<\/a> until the government reopens.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhdtcmen00393j6o7fbppriu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Open enrollment starts on November 1, and the more than 22 million Americans who use the federal health insurance marketplace are <a href=\"https:\/\/www.cnn.com\/2025\/10\/28\/politics\/obamacare-premiums-increase-2026-coverage\" rel=\"nofollow noopener\" target=\"_blank\">expected to see their monthly premium leap<\/a> by 26% on average, according to a KFF analysis.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhdgksad000g3j6o4xjv7bls@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Also on November 1, more than 65,000 children and families in 41 states and Puerto Rico are at risk of <a href=\"https:\/\/www.cnn.com\/2025\/10\/29\/politics\/safety-net-programs-at-risk-government-shutdown\" rel=\"nofollow noopener\" target=\"_blank\">losing access to Head Start programs<\/a>, which provide early education and child development resources to low-income households.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhdgksad000h3j6o2e8jd3hb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Any center closures could quickly increase financial hardship for lower-earnings families. Child care disruptions have been shown to <a href=\"https:\/\/www.cnn.com\/2022\/03\/01\/economy\/child-care-wells-fargo-labor-force\" rel=\"nofollow noopener\" target=\"_blank\">negatively impact labor force participation<\/a> (particularly <a href=\"https:\/\/www.cnn.com\/2025\/10\/17\/economy\/us-women-workforce-shecession-return\" rel=\"nofollow noopener\" target=\"_blank\">for women<\/a>), productivity growth and overall economic growth.\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2025\/10\/c-gettyimages-2243480407-20251030205614261.jpg\" alt=\"A furloughed federal worker arrives to pick up boxes of food items at a Capital Area Food Bank distribution site in Gaithersburg, Maryland, on October 29, 2025.\" class=\"image_large__dam-img image_large__dam-img--loading\" onload=\"this.classList.remove('image_large__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1600\" width=\"2400\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhdgksad000j3j6o51tdgkwo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The lengthier the shutdown, the higher the probability for a greater drag on overall economic activity, said Joe Brusuelas, RSM US chief economist.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhdgksad000k3j6o1ojhbu7y@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cAnd this isn\u2019t economic activity that is just deferred or delayed, you\u2019re now creating a condition of economic activity that just simply doesn\u2019t happen,\u201d he said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhdgksad000l3j6o6u322ziq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            There\u2019s the job that doesn\u2019t get filled, the trip that doesn\u2019t get taken and the holiday spending that doesn\u2019t occur.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhdgksad000m3j6ogp6lt0uv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cAt some point, things start to break because they\u2019re just not getting done,\u201d added Zandi, of Moody\u2019s Analytics. \u201cWhen this thing really metastasizes and takes out the broader economy is when it starts to affect confidence \u2013 consumer, business, investor confidence \u2013 the stock market takes notice and instead of going straight up, it starts to wobble and starts going down.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhdgksad000n3j6okwzdcjbf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            If the shutdown continues past Thanksgiving, \u201cthere\u2019s no coming back from that quickly,\u201d he said, adding that will cause \u201cdamage that\u2019s longer-lasting.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhdgksad000o3j6o77lfx8yq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Consumer spending accounts for two-thirds of US economic activity. It has remained <a href=\"https:\/\/www.cnn.com\/2025\/09\/26\/economy\/us-pce-consumer-spending-inflation-august\" rel=\"nofollow noopener\" target=\"_blank\">largely resilient<\/a>, despite massive uncertainty and persistently high inflation.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhdgksad000p3j6oeg6gzsub@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            However, it\u2019s likely done so because of an increasingly bifurcated, or <a href=\"https:\/\/www.cnn.com\/2025\/09\/18\/business\/us-k-shaped-economy-spending\" rel=\"nofollow noopener\" target=\"_blank\">\u201cK-shaped\u201d economy<\/a>. Wealthy consumers, buoyed in part by strong market gains, are driving more of the spending while lower- and middle-income households are facing increased strain.\n    <\/p>\n<p>        Prices and interest rates<\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhdhi6to000y3j6o5k9hc0il@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A drawn-out shutdown could inject further \u201ccrosscurrents\u201d into an already <a href=\"https:\/\/www.cnn.com\/2025\/10\/24\/economy\/us-cpi-september-expensive\" rel=\"nofollow noopener\" target=\"_blank\">choppy price environment<\/a>, Zandi said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhdhieba00113j6oq92kj59j@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            On one hand, disruptions to government services and funding could affect trade and supply chains, driving up prices. On the other hand, a weakened economy would mean it\u2019s harder for companies to raise prices, which could help keep overall inflation in check.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhdhkx7400143j6odr79zn9t@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe net of all that, I think, is hard to know,\u201d he said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhdhmptd00173j6ony2z5h8q@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Still, the shutdown and its economic fallout could give the Federal Reserve one more reason to <a href=\"https:\/\/www.cnn.com\/2025\/10\/29\/economy\/fed-october-rate-decision\" rel=\"nofollow noopener\" target=\"_blank\">continue cutting interest rates<\/a>, he added.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhdhngtz001a3j6ont8hz7cy@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe Fed\u2019s putting a higher weight at this point on the weak job market than they are on inflation or financial conditions,\u201d he said. \u201cThis [shutdown] would weaken the already fragile job market more.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhdhpenf001g3j6op5ellk5n@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The shutdown could very well exacerbate those struggles for many Americans, especially people on the margins.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhdhi666000v3j6om45vo6to@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Most Americans are \u201cnot taking any solace from the fact that AI stocks are going stratospheric; they\u2019re focused on having to make their credit card payment or the student loan monthly payment,\u201d Zandi said. \u201cThe economy is fragile and, therefore, something like a government shutdown could become a bigger problem a lot faster than people might think so.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhdhprvx001j3j6o8gtadjnh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A lack of funding for safety net programs, <a href=\"https:\/\/www.cnn.com\/2025\/10\/28\/politics\/snap-benefits-food-stamps-explainer\" rel=\"nofollow noopener\" target=\"_blank\">particularly the Supplemental Nutrition Assistance Program<\/a>, could not only exacerbate hunger and hardship for tens of millions of Americans, but also threatens to destabilize local economies, especially in rural areas.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhdjx2eu001v3j6o0dpci2i7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIt just adds insult to injury on an economy that was already showing some cracks,\u201d KPMG economist Swonk said. \u201cLow- and middle-income households are really struggling, and inequality tends to stoke political divisions as well as political backlash.
