{"id":242000,"date":"2025-11-03T20:36:12","date_gmt":"2025-11-03T20:36:12","guid":{"rendered":"https:\/\/www.newsbeep.com\/uk\/242000\/"},"modified":"2025-11-03T20:36:12","modified_gmt":"2025-11-03T20:36:12","slug":"how-many-children-would-be-helped","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/uk\/242000\/","title":{"rendered":"How many children would be helped?"},"content":{"rendered":"<p>The government is <a href=\"https:\/\/www.bigissue.com\/news\/social-justice\/labour-two-child-benefit-cap-new-system-poverty\/\" rel=\"nofollow noopener\" target=\"_blank\">reportedly<\/a> considering ways to remove the two-child limit, but it could do this through a tapered system, meaning that support for larger families would remain capped.<\/p>\n<p>Dr Sara Reis, deputy director at the UK Women\u2019s Budget Group, said: \u201cNo child\u2019s future should depend on how many siblings they have. From Belfast to Cardiff, Edinburgh to London, the two-child limit is pushing families into <a href=\"https:\/\/www.bigissue.com\/news\/social-justice\/uk-poverty-the-facts-figures-effects-solutions-cost-living-crisis\/\" rel=\"nofollow noopener\" target=\"_blank\">poverty<\/a>. Our analysis shows the difference one policy change could make in each nation. Ending it in full would give over half a million children a fairer start.\u201d<\/p>\n<p><a href=\"https:\/\/www.bigissue.com\/news\/social-justice\/scotland-end-date-two-child-benefit-cap\/\" rel=\"nofollow noopener\" target=\"_blank\">Scotland<\/a> has announced it is effectively scrapping the policy by introducing a \u2018two-child limit payment\u2019, which will provide a monthly supplement for children who miss out on financial support because of the two-child limit. This will open for applications in March 2026.<\/p>\n<p>Low-income families in Scotland may also be eligible for the Scottish child payment, which is a weekly payment of \u00a327.15 for children under the age of 16 in families on certain benefits. This is in addition to any child benefits, universal credit or other benefits that a family receives.<\/p>\n<p>Reis said that Scotland\u2019s child payment has \u201chelped bring poverty rates down\u201d and shows that \u201cgiving families more money works\u201d.<\/p>\n<p>\u201cThe Westminster government should learn from this and follow suit. The autumn budget is the moment to act \u2013 for every child, in all four nations,\u201d Reis added.<\/p>\n<p>Advertising helps fund Big Issue\u2019s mission to end poverty<\/p>\n<p>Sara Cowan, director at the Scottish Women\u2019s Budget Group, said: \u201cThe Scottish child payment shows that putting money in families\u2019 pockets is a critical route out of poverty. If the UK government is serious about addressing the systemic barriers to child poverty, ending the two-child limit must be a top priority.\u00a0<\/p>\n<p>\u201cThe data speaks for itself: social security is a crucial tool for lifting children out of poverty, restoring hope to families, and removing the burden of managing poverty that is often carried by women.\u201d<\/p>\n<p>Big Issue has reported on the impact of the two-child limit on benefits for years, with <a href=\"https:\/\/www.bigissue.com\/opinion\/two-child-limit-benefits-labour-scrap\/\" rel=\"nofollow noopener\" target=\"_blank\">families<\/a> and <a href=\"https:\/\/www.bigissue.com\/news\/social-justice\/two-child-limit-benefits-working-families\/\" rel=\"nofollow noopener\" target=\"_blank\">campaigners<\/a> telling the magazine that the policy is \u201cpunishing\u201d children and forcing parents to make sacrifices in order to afford the basics they need to survive.<\/p>\n<p>As an organisation, the Big Issue is leading calls for the government to <a href=\"https:\/\/www.bigissue.com\/news\/politics\/big-issue-leads-call-government-targets-child-poverty-strategy\/\" rel=\"nofollow noopener\" target=\"_blank\">set targets to reduce child poverty<\/a> in its upcoming autumn budget and strategy, backed by charities and celebrities.<\/p>\n<p>Around one in three children in England and Wales are currently living in <a href=\"https:\/\/www.bigissue.com\/news\/social-justice\/uk-poverty-the-facts-figures-effects-solutions-cost-living-crisis\/\" rel=\"nofollow noopener\" target=\"_blank\">poverty<\/a> (31%), compared with 23% in Scotland and 24% in Northern Ireland.<\/p>\n<p>        <a href=\"https:\/\/bigissue.secure.darwin.cx\/12FOR12BICTA\" rel=\"nofollow noopener\" target=\"_blank\"><\/p>\n<p>                                                    <img decoding=\"async\" class=\"polaris__image image-cta__image\" src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2025\/11\/XMAS-SUBS-12-800-X-250.png\"  alt=\"\" height=\"250\" width=\"800\" loading=\"lazy\"\/><\/p>\n<p>        <\/a><\/p>\n<p>However, the poverty line is different each of the the devolved nations. The Women\u2019s Budget Group has calculated this using the standard measure for the relative poverty line, defined as 60% of the median income after housing costs. Considering this, the Women\u2019s Budget Group estimates that a total of 665,176 children across the country would be lifted above the UK poverty line by scrapping the two-child limit on benefits.<\/p>\n<p><a href=\"https:\/\/www.bigissue.com\/news\/social-justice\/child-poverty-strategy-explained\/\" rel=\"nofollow noopener\" target=\"_blank\">Child poverty<\/a> is set to cost the country around \u00a340 billion by 2027 through greater unemployment, lower earnings and higher spending on public services, according to the group\u2019s calculations. It finds that the UK could save \u00a35,7bn in future societal costs through lifting 650,000 children out of poverty.<\/p>\n<p>Hannah Griffiths, coordinator of the Wales Women\u2019s Budget Group, said that the two-child limit is an \u201cunfair policy which penalises vulnerable women and children\u201d. <\/p>\n<p>\u201cFor women in Wales \u2013 who are more likely to rely on social security and to be single parents \u2013 the policy compounds existing gender inequalities, pushing them and their families into debt, poverty and hardship,\u201d Griffiths said.<\/p>\n<p>\u201cFor too long, women and children have borne the cost of a policy that deepens poverty and inequality; the time has come for the UK government to abolish the two-child limit in full and provide the support that families across the UK truly need.\u201d<\/p>\n<p>Alexandra Brennan, coordinator of the Northern Ireland Women\u2019s Budget Group, said: \u201cWe know that children\u2019s poverty is women\u2019s poverty, as many mothers go without before their children do. Increasing the limit instead of scrapping it will have greater impacts here because statistically, families in Northern Ireland are larger.
