{"id":242032,"date":"2025-11-03T20:59:11","date_gmt":"2025-11-03T20:59:11","guid":{"rendered":"https:\/\/www.newsbeep.com\/uk\/242032\/"},"modified":"2025-11-03T20:59:11","modified_gmt":"2025-11-03T20:59:11","slug":"scottish-government-commits-to-closing-loophole-on-sabotaged-grouse-moor-licences-raptor-persecution-uk","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/uk\/242032\/","title":{"rendered":"Scottish Government commits to closing loophole on sabotaged grouse moor licences \u2013 Raptor Persecution UK"},"content":{"rendered":"<p>BREAKING NEWS:<\/p>\n<p>The Scottish Government has committed to closing the loophole on the grouse moor licences that were<a href=\"https:\/\/raptorpersecutionuk.org\/2024\/11\/11\/scotlands-grouse-moor-licensing-scheme-has-already-been-sabotaged\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\"> sabotaged<\/a> last year by the powerful grouse shooting lobby.<\/p>\n<p>If you recall, grouse moor licensing was introduced as part of the Wildlife Management &amp; Muirburn (Scotland) Act 2024, as a result of the continued illegal killing of birds of prey on grouse moors and the associated difficulties of identifying an individual suspect and prosecuting them.<\/p>\n<p>The idea was that a licence to shoot Red Grouse could be amended \/ withdrawn \/ revoked by NatureScot if evidence showed that illegal raptor persecution had taken place (importantly, based on the civil burden of proof, i.e. balance of probability, rather than the criminal burden of proof, i.e. beyond reasonable doubt). It was expected that the licence would cover an estate\u2019s entire landholding, not just the areas where Red Grouse are shot, because raptor persecution crimes often take place beyond the boundary of the moor (e.g. in woodland).<\/p>\n<p>However, last November, the licences were significantly weakened after legal threats from the grouse shooting industry.
