Farage will not guarantee pension triple lock under Reform"},"content":{"rendered":"<p>Nigel Farage has cast doubt over the future of the pensions triple lock under a Reform government, saying he could not predict if it would still be viable.<\/p>\n<p>In a speech rowing back on vast spending plans and tax cuts in the party\u2019s last election manifesto, <a href=\"https:\/\/www.thetimes.com\/topic\/nigel-farage\" class=\"link__RespLink-sc-1ocvixa-0 csWvlP\" rel=\"nofollow noopener\" target=\"_blank\">Farage<\/a> said some of the substantial changes promised were no longer \u201csensible\u201d.<\/p>\n<p>He blamed the Conservatives for raking up the national debt and accused Rachel Reeves of presiding over a \u201cwealth drain\u201d by pushing wealth-creators to leave Britain.<\/p>\n<p>However, Farage was forced to defend himself against suggestions he was breaking promises made by Reform in its last manifesto and in speeches and announcements up until July.<\/p>\n<p>In an attempt to wipe the slate clean, Farage hinted his support for cutting the minimum wage for young people and reversing Labour\u2019s inheritance tax changes for farmers.<\/p>\n<p>Key points from Farage\u2019s speech on the economy<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">Here is where some of Reform\u2019s financial policies stand after the speech at The Cornhill Banking Hall on Monday.<\/p>\n<p>Pensions triple lock<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">Farage broke from the cross-party consensus by refusing to back the pension triple lock.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">Introduced by Lord Cameron and George Osborne, it ensures that the state pension rises by average earnings growth, inflation or 2.5 per cent \u2014 whichever is higher. <\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">The policy has commanded support from the main political parties at each election since and is seen as a way of winning over older people, who are more likely to vote.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">But asked if he would retain the triple lock and Reform\u2019s promise to raise the tax-free allowance from \u00a312,500 to \u00a320,000, Farage said: \u201cI cannot tell you what the state of the economy will be as the next general election approaches.\u201d<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">\u2022 <a gaEeqC\">He predicted an \u201ceconomic collapse\u201d that would trigger a general election in two years time, adding: \u201cIf I\u2019m right, and that election comes in 2027, then the economy will be in an even worse state than any of us in this room can even predict. <\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">\u201cSo how can anybody project on pensions or thresholds or any of those things between now and then?\u201d<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">Critics of the policy say it is increasingly \u201cunsustainable\u201d, given inflation remains double the Bank of England\u2019s target, and growth is climbing more slowly.<\/p>\n<p>Minimum wage<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">There is \u201can argument\u201d for cutting the minimum wage for younger people, said Farage, who claimed that the costs of doing business for many firms \u201care now simply too high\u201d.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">Attacking Sir Keir Starmer, Farage said the government was \u201crun by a group of human rights lawyers, not entrepreneurs\u201d.<\/p>\n<p><img perspective chancellor out of the leading Reform members<\/p>\n<p>RICHARD POHLE FOR THE TIMES<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">But pressed about the prospect of reducing the minimum wage, Farage seemed open to the move, or raising the threshold at which employees pay national insurance contributions from \u00a35,000.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">He said: \u201cThere\u2019s an argument [that] the minimum wage is too high for younger workers, particularly given that we\u2019ve lowered the level at which NIC is paid to \u00a35,000 a year. <\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">\u201cSo do one or the other. Either lift the cap at which NI is due, or lower the minimum wage for lower workers.\u201d<\/p>\n<p>New workers\u2019 rights law<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">Farage said the new Employment Rights Act would bankrupt small and medium-sized businesses.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">He stopped short of saying he would repeal the legislation \u2014 spearheaded by Angela Rayner when she was deputy prime minister \u2014 which boosts protections for workers from day one and bans exploitative zero-hours contracts.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">\u2022 <a href=\"https:\/\/www.thetimes.com\/uk\/politics\/article\/employment-rights-bill-labour-x2sdm7hpb\" class=\"link__RespLink-sc-1ocvixa-0 csWvlP\" rel=\"nofollow noopener\" target=\"_blank\">Labour \u2018will not water down Employment Rights Bill\u2019<\/a><\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">However, Farage suggested the law should be amended to avoid it applying to smaller firms.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">\u201cThe idea that the employment rights legislation should apply to a company with three employees, you have to start asking yourself a question: who\u2019s that good for,\u201d he said. \u201cWell it\u2019s not good for the company and it\u2019s certainly not good for the worker.\u201d<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">Farage said small firms made up 60 per cent of the jobs in the private sector, but were often ignored by the government. \u201cIt\u2019s about time they had a voice in the public domain and the employment rights legislation will damage them and their employees,\u201d he added.<\/p>\n<p>Tax cuts<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">Farage scaled some of his 2024 manifesto pledges, saying \u201cwe can\u2019t have massive tax cuts until the markets can see\u201d more spending restraint from the government.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">He signalled the first priorities for cutting taxes would be reversing Labour\u2019s inheritance tax changes for agricultural land and raising income tax thresholds. <\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">The latter has been frozen since April 2022 and is due to lift again from April 2028, but could be held for longer by Reeves as a form of \u201cstealth tax\u201d.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">\u2022 <a Budget \u2013 expert Q&amp;A<\/a><\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">Farage defended disavowing much of the party\u2019s economic plans in its 2024 manifesto, which experts estimated would cost up to \u00a390 billion per year and contained spending increases of \u00a350 billion per year.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">Some of the big ticket promises in the manifesto included cutting corporation tax from 25 per cent to 15 per cent in three years, raising the inheritance tax threshold to \u00a32 million, and a spending boost of \u00a317 billion per year for the NHS.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">Farage sought to portray himself as being on the side of workers, saying: \u201cWe are the party of alarm clock Britain.\u201d<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">However, he conceded significant tax cuts would have to wait, adding: \u201cWe are being mature, we are being sensible, and we are not over promising.\u201d<\/p>\n<p>Reform\u2019s shadow chancellor<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">The speech on Reform\u2019s economic agenda was delivered by Farage, with a few MPs and other senior figures in the party watching on.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">He denied the party was \u201ca one man band\u201d, who later set up his own luxury concierge company, has been touted as one option, with Richard Tice, the party\u2019s deputy leader who also has a business background, in the frame as well.<\/p>\n<p id=\"last-paragraph\" class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">Farage said there was a \u201cbroadening team\u201d in Reform and \u201cas we develop and build that team, we\u2019ll start to give people labels\u201d.
