The UN says greenhouse gas emissions will now see global temperatures exceed 1.5\u00b0C, very likely within the next decade. <\/p>\n<p>This year will also not feature delegates from one of the largest greenhouse gas emitters in the world: the United States. On his first day in office in January 2025, President Donald Trump initiated the process to withdraw the country from the Paris Agreement, which he described as a \u201crip-off\u201d. The official withdrawal will take place in January. <\/p>\n<p>Here\u2019s everything you need to know about the summit.<\/p>\n<p>What is COP30?<\/p>\n<p>COP stands for \u2018Conference of the Parties\u2019 with the \u2018parties\u2019 being the signatory governments to the UN Framework Convention on Climate Change (UNFCCC). This is the 30th of these meetings, hence COP30. <\/p>\n<p>The annual summit, run by the United Nations, brings together world leaders, scientists, non-governmental organisations, and other stakeholders to discuss global efforts to tackle climate change. <\/p>\n<p>This year\u2019s conference marks a decade since countries came together to adopt the <a href=\"https:\/\/www.euronews.com\/green\/2025\/01\/21\/cop29-what-is-the-paris-agreement-and-how-will-countries-be-held-to-account-in-baku\" rel=\"nofollow noopener\" target=\"_blank\">Paris Climate Agreement<\/a> at COP21. This pivotal climate change moment saw nearly 200 nations commit to limiting global warming to 1.5\u00b0C above pre-industrial levels. <\/p>\n<p>When is COP30?<\/p>\n<p>This year\u2019s summit will take place from 10 November to 21 November. <\/p>\n<p>World leaders convene on the 6 and 7 November as part of the World Leaders Climate Action summit. This is a preliminary period where heads of state can meet before actual negotiations begin. <\/p>\n<p>From there, talks are set to continue until 21 November. However, struggles to agree upon a final deal often mean they run over, with COP29 in Baku, Azerbaijan, last year officially ending 35 hours after its original scheduled end date. <\/p>\n<p>The longest overrun for a COP was at COP25 in Madrid in 2019, which ended more than 40 hours late. <\/p>\n<p>Where is COP30 taking place?<\/p>\n<p>COP30 is in Belem, <a href=\"https:\/\/www.euronews.com\/green\/2025\/07\/28\/cop30-will-be-different-brazil-wants-world-leaders-to-face-the-climate-crisis-head-on\" rel=\"nofollow noopener\" target=\"_blank\">Brazil<\/a>. While the conference has taken place in South America before, it is the first time it has come to Brazil. It is also the first time that groups are convening in the Amazonian rainforest. <\/p>\n<p>Brazilian organisers have dubbed this year\u2019s conference \u201cthe forest COP\u201d and Brazil&#8217;s President Luiz In\u00e1cio Lula da Silva has also declared this year as the \u201cCOP of truth.\u201d<\/p>\n<p>Why is this year so controversial?<\/p>\n<p>The location was <a href=\"https:\/\/www.euronews.com\/green\/2025\/07\/28\/cop30-will-be-different-brazil-wants-world-leaders-to-face-the-climate-crisis-head-on\" rel=\"nofollow noopener\" target=\"_blank\">chosen specifically<\/a> so that world leaders must \u201cface the climate crisis head on\u201d, according to COP30 President-designate Andr\u00e9 Corr\u00eaa do Lago. Belem is located on the edge of the <a href=\"https:\/\/www.euronews.com\/green\/2025\/10\/10\/record-breaking-amazon-fires-triggered-as-much-co-as-an-entire-country-last-year\" rel=\"nofollow noopener\" target=\"_blank\">Amazon rainforest<\/a>, a region <a href=\"https:\/\/www.euronews.com\/green\/2024\/02\/14\/amazon-tipping-point-up-to-47-forest-threatened-by-climate-change-and-deforestation-study-\" rel=\"nofollow noopener\" target=\"_blank\">threatened<\/a>by climate change and deforestation. <\/p>\n<p>The city itself is incredibly prone to climate change: 40 per cent of it is below sea level, and a majority of people live on streets with no trees. <a href=\"https:\/\/www.euronews.com\/green\/2024\/11\/22\/plagued-by-pollution-and-violence-is-the-cop30-host-city-ready-to-take-over-from-baku\" rel=\"nofollow noopener\" target=\"_blank\">Belem<\/a> is also one of the poorest regions in Brazil, with most of its 2.5 million residents living in slums. <\/p>\n<p>Despite a two-year head start to prepare the city for the influx of guests, there have been complaints about limited affordable <a href=\"https:\/\/www.euronews.com\/green\/2025\/02\/04\/do-you-think-gringos-are-clueless-cop30-attendees-stung-by-accommodation-price-hikes-in-be\" rel=\"nofollow noopener\" target=\"_blank\">accommodation<\/a> ahead of the summit. Some landlords have reportedly evicted residents to try and make a profit from those visiting for COP30. <\/p>\n<p>Earlier this year, it attracted further controversy due to claims that a section of the rainforest had been cleared to build a road to improve access for the international negotiations.COP30 officials denied that the infrastructure project was linked to the conference. <\/p>\n<p>The Brazilian government also recently approved <a href=\"https:\/\/www.euronews.com\/green\/2025\/02\/17\/brazils-lula-defends-oil-exploration-in-the-amazon-as-a-way-to-finance-green-energy\" rel=\"nofollow noopener\" target=\"_blank\">oil drilling<\/a> near the Amazon River, bringing questions about the country\u2019s climate credentials ahead of the summit. <\/p>\n<p>Who is going to be at COP30?<\/p>\n<p>As of Saturday, 2 November, fewer than 60 world leaders had confirmed their attendance at this year\u2019s conference. This is less than in prior years, with around 100 world leaders travelling to Baku in Azerbaijan for COP29 last year. <\/p>\n<p>President of the European Council Ant\u00f3nio Costa and European Commission President Ursula von der Leyen have arrived in Belem, speaking at Thursday&#8217;s session. Both UK Prime Minister Sir Keir Starmer and Prince William (on behalf of King Charles) are also present. Other EU world leaders in attendance include French President Emmanuel Macron and German Chancellor Friedrich Merz.<\/p>\n<p>US President Donald Trump will not attend, unsurprising given his recent <a href=\"https:\/\/www.euronews.com\/green\/2025\/09\/24\/trump-calls-climate-change-a-con-job-as-leaders-of-drowning-nations-watch-at-the-un\" rel=\"nofollow noopener\" target=\"_blank\">comments<\/a> that climate change is \u201cthe greatest con job.\u201d He will also not send any high-level officials in his place. The US will be exiting the Paris Agreement officially in January 2026. <\/p>\n<p>China\u2019s President Xi Jinping is also not attending, but has sent a delegation in his place.<\/p>\n<p>What will be discussed?<\/p>\n<p>COP30 is taking place 10 years on from the Paris Agreement and at a vital point for its signatories&#8217; climate plans. A core part of the treaty requires parties to make updated pledges known as Nationally Determined Contributions (NDCs) every five years that lay out how they are going to cut emissions and adapt to climate change. <\/p>\n<p>Parties were asked to submit their NDCs for 2035 by February this year, but 95 per cent of governments missed this deadline. They were then encouraged to submit them by the end of September, but still only 60 parties covering 63 per cent of global emissions managed to get theirs in on time. The EU finalised its emissions reduction <a href=\"https:\/\/www.euronews.com\/my-europe\/2025\/11\/05\/breath-of-relief-as-eu-commits-to-co2-reduction-climate-goal-ahead-of-cop30\" rel=\"nofollow noopener\" target=\"_blank\">targets <\/a>this week.<\/p>\n<p>Submitting these plans was probably the biggest challenge governments faced ahead of the summit, and how ambitious they are is likely to be one of the measures of its success this year. <\/p>\n<p>An <a href=\"https:\/\/www.euronews.com\/green\/2025\/11\/04\/mayors-pledge-coordinated-climate-action-ahead-of-un-conference-in-brazil\" rel=\"nofollow noopener\" target=\"_blank\">analysis<\/a> from the UN Environment Programme (UNEP) ahead of COP30 has shown that, while the <a href=\"https:\/\/www.euronews.com\/green\/2025\/09\/22\/countries-fossil-fuel-plans-risk-derailing-efforts-to-limit-global-warming-to-15c-report-w\" rel=\"nofollow noopener\" target=\"_blank\">Paris Agreement<\/a>is somewhat working, wider action is needed to slow climate change. <\/p>\n<p>\u201cIn Bel\u00e9m, leaders must agree on a decisive global response to address this shortfall,\u201d <a href=\"https:\/\/www.wri.org\/insights\/cop30-climate-summit-what-to-expect#:~:text=This%20includes%3A%201%29%20reaffirming%20the,2023%20Global%20Stocktake%20on%20climate\" target=\"_blank\" rel=\"noreferrer nofollow noopener\">says<\/a> Melanie Robinson, Global Climate, Economics and Finance Director at the World Resources Institute. <\/p>\n<p>This year\u2019s conference will feature discussions on what efforts are needed to limit the global temperature increase, new NDCs submitted this year, and the progress from pledges made at<a href=\"https:\/\/www.euronews.com\/green\/2024\/11\/25\/cop29-ends-with-300bn-a-year-deal-but-is-it-enough-5-key-takeaways-from-baku\" rel=\"nofollow noopener\" target=\"_blank\"> last year\u2019s summit.<\/a><\/p>\n<p>Other core areas to be discussed are climate adaptation, oceans, finance, fossil fuels and <a href=\"https:\/\/www.euronews.com\/green\/2025\/10\/10\/one-month-to-cop30-brazilian-minister-seeks-eu-support-for-new-forest-protection-fund\" rel=\"nofollow noopener\" target=\"_blank\">forests.<\/a><\/p>\n<p>As talks have started, the main message is clear: time is running short and urgent action is needed.
