to issue its first ever bonds in the next financial year, according to the first minister. <\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">John Swinney confirmed bonds should be issued in 2026-27, though this is subject to the outcome of May&#8217;s Holyrood election as well as other factors.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">The news came as the Scottish government was given the same status as the UK by two global credit rating companies.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">The government wants to issue <a target=\"_self\" href=\"https:\/\/www.bbc.co.uk\/news\/articles\/ce85rl65j48o\" class=\"sc-f9178328-0 iCaRzc\" rel=\"nofollow noopener\">bonds &#8211; which will allow it to borrow money<\/a> from investors who in return receive regular interest payments &#8211; to raise money for infrastructure projects.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">Credit rating company Moody&#8217;s rated the Scottish government as Aa3 while rivals S&amp;P Global rated it as AA, both identical to the UK&#8217;s sovereign rating.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">Moody&#8217;s said its rating was based on the Scottish government&#8217;s &#8220;prudent fiscal management&#8221; and the country&#8217;s economic stability.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">S&amp;P said Scotland&#8217;s economy was &#8220;strong&#8221; with the country operating &#8220;within a stable and predictable institutional framework that provides strong oversight and well-defined arrangements with the UK central government.&#8221;<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">Both agencies cautioned that their ratings could potentially be cut if Scotland moves towards independence.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">Swinney said the &#8220;high credit ratings&#8221; for the Scottish government came as a result of its &#8220;track record of responsible fiscal management and pro-business environment&#8221;.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">He said Scotland is &#8220;now on track to commence the bond programme from 2026-27, with the proceeds used to fund capital investment in key infrastructure&#8221;.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">&#8220;This is about using the powers we have to borrow better &#8211; not more &#8211; and reflects the maturity of Scotland&#8217;s public finances after more than 25 years of devolution,&#8221; he said.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">&#8220;It is the latest step in building the institutions and tools Scotland needs for a prosperous future where our country takes responsibility for its own decisions.&#8221;<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">The Moody&#8217;s report included independence as a possible factor which could see Scotland&#8217;s credit rating downgraded.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">It said: &#8220;Although not our baseline scenario, Scottish independence could exert downward pressure on the rating by introducing heightened uncertainty about the institutional framework and potentially raising financial stability risks.&#8221;<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">Swinney said details of how the bonds will be issued will be subject to market conditions closer to the time.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">He added the Scottish government would &#8220;shortly commence engagement with banks to act as joint lead managers to enable the next Scottish government to proceed without delay&#8221; on the proposed scheme.<\/p>\n<p>What are government bonds?<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">When a government wants to borrow money from investors, it sells them something called a bond, which is a loan the government promises to pay back at the end of an agreed time &#8211; say five, ten, or 30 years. <\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">The government will also make regular payments &#8211; which can be once every three months, six months, or year &#8211; to the investor.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">In the UK, a government bond is called a gilt. As a play on this term, the Scottish bonds have been nicknamed &#8220;kilts&#8221;.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">The Scottish government <a target=\"_self\" href=\"https:\/\/www.bbc.co.uk\/news\/uk-scotland-scotland-politics-26245684\" class=\"sc-f9178328-0 iCaRzc\" rel=\"nofollow noopener\">has had the power to issue bonds<\/a> since 2016 but has previously borrowed money from the UK National Loans Fund, which is the UK government&#8217;s main account for managing its borrowing and lending. <\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">Until recently there were stricter limits on how much it could raise through bonds.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">Some analysis by the Scottish government suggests that bonds could offer better value for money under certain circumstances as well as greater flexibility. <\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">In 2023, then First Minister Humza Yousaf commissioned initial work with the goal of issuing bonds before the end of the current Scottish Parliament session.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">That came after advisers in the Scottish government&#8217;s Investor Panel recommended making bonds available to the market as a means of raising Scotland&#8217;s profile and attracting investment.<\/p>\n<p>Why is the credit rating important? <\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">The credit rating assigned by agencies like Moody&#8217;s or S&amp;P influences investor confidence and helps determine the interest rate the government will have to pay on the money it borrows. <\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">The Scottish government is allowed to borrow up to \u00a3472m for capital investment over the next year under an agreement reached with the UK government in 2023.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">This would take its total capital borrowing to about \u00a32.7bn &#8211; close to its legal limit of \u00a33.1bn.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">It is not just governments which can raise money through bonds.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\"><a target=\"_self\" href=\"https:\/\/www.bbc.co.uk\/news\/uk-scotland-north-east-orkney-shetland-37847671\" class=\"sc-f9178328-0 iCaRzc\" rel=\"nofollow noopener\">Aberdeen City Council became the first local authority<\/a> in Scotland to raise funds through the capital markets after issuing stock market bonds worth \u00a3370m in 2016.<\/p>\n","protected":false},"excerpt":{"rendered":"Craig WilliamsBBC Scotland Getty Images Government bonds allow money to be raised through the markets The Scottish government&hellip;\n","protected":false},"author":2,"featured_media":260306,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[2],"tags":[49,50,51,47,52,48],"class_list":{"0":"post-260305","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-headlines","8":"tag-headlines","9":"tag-news","10":"tag-top-news","11":"tag-top-stories","12":"tag-topnews","13":"tag-topstories"},"_links":{"self":[{"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/posts\/260305","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/comments?post=260305"}],"version-history":[{"count":0,"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/posts\/260305\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/media\/260306"}],"wp:attachment":[{"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/media?parent=260305"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/categories?post=260305"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/tags?post=260305"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
