{"id":260810,"date":"2025-11-13T17:10:12","date_gmt":"2025-11-13T17:10:12","guid":{"rendered":"https:\/\/www.newsbeep.com\/uk\/260810\/"},"modified":"2025-11-13T17:10:12","modified_gmt":"2025-11-13T17:10:12","slug":"hundreds-of-thousands-to-lose-heat-pump-subsidies-in-reevess-budget-plan-budget-2025","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/uk\/260810\/","title":{"rendered":"Hundreds of thousands to lose heat pump subsidies in Reeves\u2019s budget plan | Budget 2025"},"content":{"rendered":"<p class=\"dcr-130mj7b\">Hundreds of thousands of homeowners will lose their right to subsidies for eco-friendly heat pumps as a result of <a href=\"https:\/\/www.theguardian.com\/uk-news\/2025\/nov\/04\/chancellor-considers-cut-green-levies-reduce-cost-of-energy-bills-rachel-reeves\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">government plans<\/a> to bring down energy bills at the budget.<\/p>\n<p class=\"dcr-130mj7b\">Rachel Reeves, the chancellor, is planning to announce a series of measures to bring down energy bills amid concerns the country\u2019s stubbornly high cost of living is driving millions of voters to Reform UK.<\/p>\n<p class=\"dcr-130mj7b\">Among those measures, according to sources briefed on the budget preparations, is a plan to take energy efficiency levies off bills and fund them through the government\u2019s existing warm homes plan.<\/p>\n<p class=\"dcr-130mj7b\">The move will mean restricting heat-pump subsidies so that only those receiving certain benefits will be allowed to claim them, sharply bringing down costs to the government.<\/p>\n<p class=\"dcr-130mj7b\">Supporters of the change say that the subsidies, which can be as high as \u00a37,500, were largely going to middle-class households that could have afforded them anyway. <a href=\"https:\/\/www.theguardian.com\/environment\/energy\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Energy<\/a> industry experts, however, warn that by taking the support away ministers will slow the transition from gas boilers to more expensive but cleaner heat pumps.<\/p>\n<p class=\"dcr-130mj7b\">Sam Alvis, the head of energy and environment at the Institute of Public Policy Research thinktank, said: \u201cThe urge to get bills down is the right one, everything should be on the table.\u201d<\/p>\n<p>The move will mean restricting heat-pump subsidies so that only those receiving certain benefits will be allowed to claim. Photograph: fhm\/Getty<\/p>\n<p class=\"dcr-130mj7b\">He added: \u201cThe risk here is that, like winter fuel payments, the additional benefit of cutting support schemes for clean technology isn\u2019t noticed by the majority, but really is by those that lose out.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Leo Vincent, a senior policy adviser at the E3G thinktank, said: \u201cIf this is really what the government is planning, it is robbing Peter to pay Paul. This is a disastrous sticking plaster \u2018solution\u2019 that would let down working families across the country who need the security of predictable and low bills.<\/p>\n<p class=\"dcr-130mj7b\">\u201cIt would leave Britain vulnerable to the whims of fossil fuel despots, put thousands of jobs at risk and blow a hole clean through the UK\u2019s plans for climate action.\u201d<\/p>\n<p class=\"dcr-130mj7b\">The Treasury has declined to comment.<\/p>\n<p class=\"dcr-130mj7b\">Reeves and the prime minister, Keir Starmer, have been looking for ways to bring energy bills down by an average of \u00a3170 a year, having promised before the election to cut them by \u00a3300. One element of that plan is to <a href=\"https:\/\/www.theguardian.com\/uk-news\/2025\/nov\/02\/rachel-reevess-5-vat-cut-on-electricity-bills-will-backfire-experts-say\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">remove the 5% VAT charge on domestic energy bills<\/a>, costing the government an estimated \u00a32.5bn a year and saving consumers an average of \u00a386.<\/p>\n<p class=\"dcr-130mj7b\">The rest of the savings will come from cutting levies that the government imposes on energy bills, including the energy company obligation (ECO).<\/p>\n<p class=\"dcr-130mj7b\">The ECO levy funds energy-efficiency schemes for low-income homes, such as insulation and new, more energy-efficient boilers. To qualify, homeowners need to live in houses with poor efficiency ratings and either receive a household income of under \u00a331,000, receive certain benefits or have long-term health conditions.<\/p>\n<p class=\"dcr-130mj7b\">The scheme has comeunder criticism in recent weeks after a report found almost all the external insulation fitted under its remit was <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/oct\/14\/external-insulation-previous-government-scheme-repair-replacing-report-finds\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">installed so poorly it will have to be repaired or replaced<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">Rather than scrap the ECO subsidies, ministers have decided to wrap them into the existing warm homes plan, the \u00a313bn fund for insulation and boiler schemes, that is available to a far larger section of the population.<\/p>\n<p class=\"dcr-130mj7b\">Those close to the budget process say the decision will mean restricting those eligible for heat pump subsidies only to those who qualify for ECO, removing eligibility from hundreds of thousands of middle- and higher-income households.<\/p>\n<p class=\"dcr-130mj7b\">It is also likely to mean a reduction in the amount of funding for home insulation as the scheme moves to focus on clean technology such as solar panels and battery storage instead.<\/p>\n<p class=\"dcr-130mj7b\">A government source said the existing heat pump subsidies amounted to unaffordable payments to well-off families that could not be justified as part of a budget focused on alleviating cost of living pressures for poorer people in particular.<\/p>\n<p class=\"dcr-130mj7b\">Senior government officials are worried about the political fallout from Reeves\u2019s plans to raise income tax in the budget and are relying on energy bill cuts to help reassure cash-strapped voters.<\/p>\n<p class=\"dcr-130mj7b\">Reeves is also planning to <a href=\"https:\/\/www.theguardian.com\/uk-news\/2025\/nov\/12\/rachel-reeves-to-cut-tax-benefits-for-workers-using-salary-sacrifice-schemes-to-buy-bikes\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">cap funding for the cycle to work scheme<\/a> so that workers can no longer use it to buy expensive tax-free bikes \u2013 another example of the chancellor using the budget to target benefits for middle-class voters.<\/p>\n","protected":false},"excerpt":{"rendered":"Hundreds of thousands of homeowners will lose their right to subsidies for eco-friendly heat pumps as a result&hellip;\n","protected":false},"author":2,"featured_media":260811,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[2],"tags":[49,50,51,47,52,48],"class_list":{"0":"post-260810","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-headlines","8":"tag-headlines","9":"tag-news","10":"tag-top-news","11":"tag-top-stories","12":"tag-topnews","13":"tag-topstories"},"_links":{"self":[{"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/posts\/260810","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/comments?post=260810"}],"version-history":[{"count":0,"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/posts\/260810\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/media\/260811"}],"wp:attachment":[{"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/media?parent=260810"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/categories?post=260810"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/tags?post=260810"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
