And it\u2019s causing deep anxiety among some in the party, particularly in battleground seats, who worry Republicans will end up doing nothing to prevent those price hikes and enter a critical midterm year with the issue of health care haunting them once again.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhxx1cz8000s3b6nfgp79jir@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            GOP leaders in the House have begun work on their own package, which is unlikely to extend those subsidies and instead will seek other ways to reduce costs, according to multiple people familiar with the discussions. But Republicans are not committing to doing anything on health care by December 31, when those subsidies expire and premiums are set to spike.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhxx1cz8000t3b6nqgtuphxx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Inside the White House, officials are accelerating efforts to put together a new health care plan that fulfills <a href=\"https:\/\/nam11.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.cnn.com%2Fpolitics%2Fpresident-donald-trump-47&amp;data=05%7C02%7CMegan.Trimble%40cnn.com%7Cab12931fea244ddcecd108de22f6287a%7C0eb48825e8714459bc72d0ecd68f1f39%7C0%7C0%7C638986637787864779%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=9vdy3mNXhFLcWYyCqxc3HDhsta1xl%2BtYUF%2BbGh5rnss%3D&amp;reserved=0\" target=\"_blank\" rel=\"nofollow noopener\">President Donald Trump<\/a>\u2019s desire to take another shot at overhauling Obamacare.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhxx1cz8000u3b6n2rwgdhfr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Those early discussions have sought to balance Trump\u2019s demands against the broader Republican Party\u2019s wariness of waging another politically disastrous health care war, four people familiar with the matter said. Officials are debating a limited package of conservative health care changes, including eliminating the enhanced ACA subsidies in favor of funneling money directly to Americans \u2014 potentially through an expansion of health savings accounts.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhxx1cz8000v3b6n5y87zdb9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Democrats, meanwhile, are closely watching the GOP\u2019s plans, which they believe will never pass Congress \u2013 giving them a huge political boost and possibly delivering them control of the House in 2027.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhxx1cz8000w3b6n6nchv1uk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The uncertainty of the GOP\u2019s plans is fueling anxiety for Republicans like Rep. Jeff Van Drew, the outspoken populist from New Jersey who has repeatedly urged party leaders to give some relief for those Obamacare premiums or face voters\u2019 wrath next November.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhxx1cz8000x3b6ng9xxzpdb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThere\u2019s a whole bunch [of ideas] that are out there,\u201d Van Drew said, ticking off proposals such as Trump\u2019s idea to give money directly to consumers to buy plans. \u201cThe question is, can we get them done on time, to really not hurt people in the United States of America?\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhxx1cz8000y3b6ncgq3so9r@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            There\u2019s another reason Van Drew is worrying. Time is running short and he said GOP leaders have been tight-lipped on their plans: \u201cA lot of members haven\u2019t seen any of this.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhxx1cz8000z3b6nufarvgo0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            He isn\u2019t the only one sounding the alarm. Rep. Marjorie Taylor Greene of Georgia \u2014 who has drawn the ire of Trump himself for her criticism of the party \u2014 has been repeatedly warning of a health care catastrophe of the GOP\u2019s own making if Congress doesn\u2019t act.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhxx1cz800103b6n4frsdmjr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cHere\u2019s my problem. Republicans have never fixed it,\u201d Greene said of Obamacare in an interview with \u201cThe Sean Spicer Show.\u201d She said Republicans need to act to make sure \u201cthe American people aren\u2019t driving 80 miles per hour off a brick wall and hitting a financial crisis which is what\u2019s actually happening.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhxx1cz800113b6nbtn613k8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Among the GOP\u2019s leadership ranks, <a href=\"https:\/\/www.cnn.com\/2025\/10\/26\/politics\/health-care-premiums-obamacare-republicans-shutdown\" rel=\"nofollow noopener\" target=\"_blank\">there\u2019s an acknowledgement<\/a> they need to do something on health care affordability. But those party leaders are also staunchly opposed to renewing those subsidies, which they insist simply funds insurance companies and props up a failed law.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhxx1cz800123b6n5guor9uj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Instead, House GOP leaders are assembling their own slate of health care bills \u2014 though exactly which ones have yet to be determined.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhxx1cz800133b6nzziwniwa@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWe\u2019re pulling together the best ideas that we can, in the quickest fashion, to bring premiums down,\u201d Speaker Mike Johnson told reporters Wednesday night, the same day the House returned from a six-week recess during the shutdown.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhxx1cz800143b6njg14ld34@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            White House aides have similarly indicated that they will soon have a concrete plan, insisting that the administration plans to play a central role in directing the GOP\u2019s health care strategy amid deepening concerns over Trump\u2019s standing on the economy and affordability issues.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhxx1cz800153b6nubcwv50j@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In addition to further expanding health savings accounts, officials have weighed a range of existing conservative policy ideas aimed at expanding patients\u2019 health care options and lowering costs \u2014 including loosening certain Obamacare guardrails and giving states greater flexibility to customize their health insurance marketplaces.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhxx1cz800163b6necc0tcp2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Yet many of those proposals have proven unpopular with voters in the past, and fall well short of Trump\u2019s vow to \u201cforget this Obamacare madness\u201d altogether. And as the midterm outlook worsens for the GOP, some in the party still plan to push for a simpler compromise on the subsidies.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhxx1cz800173b6nak4cwjjb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            There are at least a dozen House Republicans who do support temporarily extending the Affordable Care Act subsidies, many of them from battleground districts that will be key to GOP control of the chamber next year. Virginia Republican Rep. Jen Kiggans has been particularly vocal on the issue, drafting a bill to extend the subsidies for one year that\u2019s gotten a dozen GOP cosponsors.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhxx1cz800183b6nvso94tzi@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Kiggans and her cosponsors are already working to plot a path forward: Staff of several of those members on the bill will meet Thursday to discuss next steps, according to a source familiar with the plans.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhxx1cz800193b6np3ri8raw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Another swing-seat Republican backing the bill, Rep. Brian Fitzpatrick of Pennsylvania, sent a letter to Senate leaders Thursday seeking bipartisan talks to work on a bill extending those Obamacare subsidies.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhxx1cz8001a3b6n5wo77xen@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But even some House moderates privately acknowledge that it\u2019s unlikely any provision that upholds Obamacare can pass the GOP chamber. Even if the bill would win Democratic votes, GOP leaders know there is fierce resistance to any Obamacare bill and would refuse to put it on the floor.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhxx1cz8001b3b6nnnnchlhh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump has also grown increasingly opposed to continuing the subsidies despite the political peril, with one of the people familiar with the matter characterizing the president as \u201con fire\u201d over the issue. Though administration officials during the shutdown\u2019s first weeks had weighed supporting a short-term extension that would phase out the subsidies over time, that idea has since appeared to lose steam, the people familiar with the matter said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhxx1cz8001c3b6nrkjrgwj7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump in recent days has instead repeatedly disparaged the tax credits as a \u201cdisaster\u201d and latched onto arguments made by conservative allies that they largely amount to a windfall for insurance companies.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhxx1cz8001d3b6ny16d3vra@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Rep. Jim Jordan, the influential House Judiciary chairman, for instance, entirely dismissed the idea of extending the subsidies when pressed by CNN if he could accept any plan that kept them in place.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhxx1cz8001e3b6n15d4z43y@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIf Obamacare was so wonderful, why do we need to keep extending the expanded subsidies?\u201d the Ohio Republican said. \u201dThis is an expansion of Obamacare.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhxx1cz8001f3b6n650xrrca@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            House Majority Leader Steve Scalise, too, argued that any extension of the subsidies would be simply a move to \u201cprop up a failed Obamacare fund.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhxx1cz8001g3b6nm1cqzpxb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe Affordable Care Act has failed miserably at being affordable. That is a broken model.
