{"id":263272,"date":"2025-11-14T23:09:16","date_gmt":"2025-11-14T23:09:16","guid":{"rendered":"https:\/\/www.newsbeep.com\/uk\/263272\/"},"modified":"2025-11-14T23:09:16","modified_gmt":"2025-11-14T23:09:16","slug":"ratepayers-to-foot-2m-bill-to-remove-contaminated-fogo-waste-from-south-west-facility","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/uk\/263272\/","title":{"rendered":"Ratepayers to foot $2m bill to remove contaminated FOGO waste from South West facility"},"content":{"rendered":"<p class=\"paragraph_paragraph__iYReA\">Ratepayers in two regional councils will foot a $2 million bill to dispose of thousands of tonnes of contaminated organic waste in Western Australia&#8217;s South West region.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Bunbury Harvey Regional Council&#8217;s (BHRC) Banksia Road Facility in Dardanup, 177 kilometres south of Perth, was central to the region&#8217;s FOGO initiative, collecting household organic waste with a three-bin system and processing it into compost.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The facility stopped processing food and garden organics <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-04-22\/ratepayers-angry-fogo-organics-waste-south-west-wa\/105188062\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/105188062\" rel=\"nofollow noopener\" target=\"_blank\">waste last December<\/a> due to high levels of contamination.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">City of Bunbury and the Shire of Harvey, which originally established BHRC to manage waste, have agreed to contribute up to $1 million each to remove the remaining contaminated stockpile.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">BHRC will contribute a further $950,000 to the clean-up effort, according to council documents.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">BHRC chief executive Nick Edwards said multiple factors contributed to the contamination, including limited staffing and gaps in community understanding.<\/p>\n<p><img decoding=\"async\" alt=\"A man in a blue shirt in front of a red sign.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2025\/11\/90caf30dce937bdf04bdc5d784391e57\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Nick Edwards says he is hopeful the Banksia Road facility will be reopened to accept FOGO by the end of summer. (ABC South West: Jacqueline Lynch)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;One thing about organics in the South West is that it&#8217;s very much a community approach, and perhaps we didn&#8217;t communicate that as clearly as we could have,&#8221; Mr Edwards said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;It&#8217;s organic matter that people have used for their third bin, but there&#8217;s also a lot of plastic and glass and contaminants that have got in that bin as well.&#8221;<\/p>\n<p>Tough lessons learnt<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Mr Edwards said about 20,000 tonnes of organic matter needed to be cleared.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;We are hoping to have it off certainly by the end of this coming summer, if we have the machinery available,&#8221; he said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Mr Edwards conceded the BHRC was underprepared for the volumes it received through the South West&#8217;s FOGO system.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;We&#8217;re four or five people on that site trying to take care of it all. We hit a tipping point where we just could not keep up with materials that were arriving, with up to 30 per cent contamination in the truck.<\/p>\n<p>&#8220;We&#8217;ve had to learn some tough lessons.&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Going forward, Mr Edwards said the BRHC &#8220;does not intend&#8221; to make the same mistakes again.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;It is going to be time and us making sure that we fulfil our promises, and that is going to be the only way we can prove ourselves,&#8221; he said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;We don&#8217;t see this as a long-term debt.
