Under the legislation, France would become the only major art hub to impose a wealth tax on the possession of works, says the statement.<\/p>\n<p class=\"pt-dp-p font-text-light font-light text-lg leading-normal tracking-wide mb-base last:mb-0\" itemprop=\"text\">The proposal involves the tax on Immovable Property law (IFI, imp\u00f4t sur la fortune immobili\u00e8re) being turned into a tax on <a class=\"transition-colors duration-default shadow-externalLink hover:text-red-1\" href=\"https:\/\/www.lemonde.fr\/en\/politics\/article\/2025\/11\/02\/france-s-new-unproductive-wealth-tax-reflects-a-limited-adjustment_6747019_5.html\" target=\"_blank\" rel=\"nofollow noopener\">\u201cunproductive wealth\u201d<\/a>, which would cover works of art. The change was put forward by Jean-Paul Matte\u00ef of the Democratic Movement party and Philippe Brun of the Socialist party and provisionally approved by MPs in a first reading on 31 October. The bill is due to go before the French senate on 24 November and then be examined by a joint parliamentary committee before returning to the National Assembly.<\/p>\n<p class=\"pt-dp-p font-text-light font-light text-lg leading-normal tracking-wide mb-base last:mb-0\" itemprop=\"text\">The joint statement, which has 127 signatories, says: \u201cWhile France is gradually catching up with London in the post-Brexit system, a tax on the ownership of artworks would lead collectors to organise their transactions, storage, and conservation facilities in Switzerland, the United States or the United Kingdom.\u201d <\/p>\n<p class=\"pt-dp-p font-text-light font-light text-lg leading-normal tracking-wide mb-base last:mb-0\" itemprop=\"text\">Other signatories of the statement include the visual artist rights organisation ADAGP and the Association for the International Diffusion of French Art (ADIAF). Matte\u00ef and Brun were contacted for comment.<\/p>\n<p class=\"pt-dp-p font-text-light font-light text-lg leading-normal tracking-wide mb-base last:mb-0\" itemprop=\"text\">Mathias Ary Jan, the president of the\u00a0Syndicat des n\u00e9gociants en art, an association representing galleries and dealers, <a class=\"transition-colors duration-default shadow-externalLink hover:text-red-1\" href=\"https:\/\/www.gazette-drouot.com\/en\/article\/open-letter-to-mps-finance-bill-for-2026-amendment\/93216\" target=\"_blank\" rel=\"nofollow noopener\">told<\/a>\u00a0La Gazette Drouot\u00a0that \u201cthe consequences would be disastrous: a definite flight of works of art and heritage from [France].\u201d The CPGA says online that it is immediately \u201cmobilising to defend the tax exemption for works of art and the stability of the French market\u201d.<\/p>\n<p class=\"pt-dp-p font-text-light font-light text-lg leading-normal tracking-wide mb-base last:mb-0\" itemprop=\"text\">Art Basel, which recently held the fourth edition of its Paris fair, says in a statement\u00a0that it signed the joint declaration to echo the concerns of its galleries and the wider French art ecosystem about the potential inclusion of works as taxable goods in&#8230; amendments made to the 2026 French Budget Law, which is currently being debated in parliament.<\/p>\n<p class=\"pt-dp-p font-text-light font-light text-lg leading-normal tracking-wide mb-base last:mb-0\" itemprop=\"text\">\u201cAs an active participant in France\u2019s cultural landscape, we remain committed to supporting our galleries and ensuring they can continue to thrive,\u201d adds the Art Basel statement.<\/p>\n<p class=\"pt-dp-p font-text-light font-light text-lg leading-normal tracking-wide mb-base last:mb-0\" itemprop=\"text\">More than 1,500 people, many of them artists, have also signed a <a class=\"transition-colors duration-default shadow-externalLink hover:text-red-1\" href=\"https:\/\/www.change.org\/p\/les-%C5%93uvres-d-art-ne-sont-pas-un-bien-improductif-ni-somptuaire\" target=\"_blank\" rel=\"nofollow noopener\">separate petition<\/a> against the proposed bill, saying: \u201cWe, artists, are speaking out today to defend our professions and refuse to allow the fruit of our creation to be reduced to a speculative value.\u201d<\/p>\n<p class=\"pt-dp-p font-text-light font-light text-lg leading-normal tracking-wide mb-base last:mb-0\" itemprop=\"text\">According to the latest Art Basel\/UBS <a class=\"transition-all duration-default shadow-internalLink hover:text-red-1\" href=\"https:\/\/www.theartnewspaper.com\/2025\/04\/08\/global-art-sales-plummeted-12-per-cent-2024-art-basel-ubs-report\" rel=\"nofollow noopener\" target=\"_blank\">report<\/a>, in 2024\u00a0France contributed more than half of the European Union\u2019s art market value, at $4.2 billion, despite a 10% year-on-year decline in sales.
