{"id":269532,"date":"2025-11-18T10:58:09","date_gmt":"2025-11-18T10:58:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/uk\/269532\/"},"modified":"2025-11-18T10:58:09","modified_gmt":"2025-11-18T10:58:09","slug":"plans-to-retrofit-peter-barber-housing-with-upvc-are-devastating","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/uk\/269532\/","title":{"rendered":"Plans to retrofit Peter Barber housing with uPVC are \u2018devastating\u2019"},"content":{"rendered":"<p class=\"p1\">The 2006 housing scheme was widely lauded at the time of its completion, winning an RIBA National Award and making the Stirling Prize longlist.<\/p>\n<p class=\"p1\">Barber and the Twentieth Century Society are among those to have voiced fears about plans by the UK\u2019s largest housing association, Clarion, to alter the low-rise, high-density buildings.<\/p>\n<p class=\"p1\"><a href=\"https:\/\/www.peterbarberarchitects.com\/donnybrook-quarter\" rel=\"nofollow noopener\" target=\"_blank\">Peter Barber Architects<\/a> said it was \u2018really worried\u2019 by a proposal, submitted to Tower Hamlets Council, to replace stained timber double-glazed windows with uPVC ones.<\/p>\n<p class=\"p1\">It added: \u2018Additionally, we\u2019re extremely concerned that the plan to overclad the dozens of timber projecting oriel windows, which are the most pronounced feature on every principal fa\u00e7ade, would ruin the project.\u2019<\/p>\n<p class=\"p1\">Peter Barber himself wrote on X: \u2018Oh noooooooo plans to replace timber stained double glazed with nasty UPVC faked up ones. Pray Tower Hamlets refuse the application.\u2019<\/p>\n<p>Speaking to the AJ this week, Barber said: \u2018Originally the clients and Tower Hamlets planners went out on a real limb to make [Donnybrook] happen. It would be a real shame if the new regime at Tower Hamlets does not have the same kind of ambition.\u2019<\/p>\n<p>\u2018This change would have a devastating effect on the appearance of the estate\u2019<\/p>\n<p class=\"p2\">The Twentieth Century Society has urged the council to refuse consent for the uPVC windows and called for Clarion to \u2018rethink\u2019 its approach.<\/p>\n<p class=\"p1\"><a href=\"https:\/\/www.architectsjournal.co.uk\/news\/opinion\/we-must-protect-peter-barbers-inspirational-housing-estate\" rel=\"nofollow noopener\" target=\"_blank\">Writing in the AJ today<\/a>, its director, Catherine Croft, says: \u2018Not only is uPVC hugely damaging in environmental terms, this change would have a devastating effect on the appearance of the estate.<\/p>\n<p class=\"p1\">\u2018Donnybrook with uPVC windows would cease to be an exemplar of good housing practice.<\/p>\n<p class=\"p1\">\u2018Instead, it would become an indictment of poor social housing management and a demonstration of just how fundamentally damaging and depressing ill-considered changes to estates can be.\u2019<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"alignnone size-full wp-image-806722\" src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2025\/11\/peter-barder-donnybrook-old-ford-credit-laura-mark-scaled.webp.webp\" alt=\"\" width=\"2560\" height=\"1920\"  \/><\/p>\n<p class=\"p1\">Jane Hay, chair of local residents group Roman Road Bow Neighbourhood Forum, described Donnybrook Quarter as \u2018a very important example of urban affordable housing developments, in its own way famous and influential, and one which Tower Hamlets should be very proud of\u2019.<\/p>\n<p class=\"p1\">She added: \u2018The proposal to replace all the timber frames with uVPC would alter the whole character of the build to the estate\u2019s detriment, as well as compromising the \u201cbreathability\u201d of these units to the disadvantage of the residents.\u2019<\/p>\n<p class=\"p1\">Hay said the group was also calling on the council to urgently consider putting a building preservation notice in place and to make a listed building application to Historic England. Hay said this would give a six-month \u2018stay-of-execution\u2019.<\/p>\n<p class=\"p1\">She added: \u2018We urge all officers and councillors to resist this application. Bow East residents deserve high-quality housing, and that which is already in place to be protected for future generations.\u2019<\/p>\n<p>Residents at the development have offered differing opinions on the plans. One posted to Barber, thanking him for supporting the residents.<\/p>\n<p>But, another responded to Barber on X, saying: \u2018Honestly love your work on this. But it was poorly built, the insulation and soundproofing is quite bad, especially in winter. We\u2019ve condensation and some of us have got mould on their walls. It\u2019s a necessity for those who live there like me.\u2019<\/p>\n<p style=\"font-weight: 400;\">In a statement, a Clarion Housing spokesperson said: \u2018We understand and appreciate the concerns that have been raised.<\/p>\n<p style=\"font-weight: 400;\">\u2018We place a high value on the architectural legacy of our estates and the contribution that architects and planners have made over many years to creating high-quality homes and neighbourhoods.
