{"id":279864,"date":"2025-11-24T02:08:09","date_gmt":"2025-11-24T02:08:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/uk\/279864\/"},"modified":"2025-11-24T02:08:09","modified_gmt":"2025-11-24T02:08:09","slug":"bbc-to-expand-standards-panel-and-add-deputy-director-general-after-bias-row-bbc","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/uk\/279864\/","title":{"rendered":"BBC to expand standards panel and add deputy director general after bias row | BBC"},"content":{"rendered":"<p class=\"dcr-130mj7b\">The <a href=\"https:\/\/www.theguardian.com\/media\/bbc\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">BBC<\/a> is planning to overhaul the way it investigates editorial concerns, in a move that will dilute the influence of a Conservative figure accused of trying to sway its political impartiality.<\/p>\n<p class=\"dcr-130mj7b\">A new deputy director general post is also expected to be created to aid Tim Davie\u2019s successor as director general, after concerns that the task of overseeing the corporation has become too big for one person.<\/p>\n<p class=\"dcr-130mj7b\">The measures are being prepared as the BBC reacts to a crisis that led to the <a href=\"https:\/\/www.theguardian.com\/media\/ng-interactive\/2025\/nov\/15\/is-running-the-bbc-an-impossible-job\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">sudden resignations<\/a> of Davie and Deborah Turness, the head of BBC News.<\/p>\n<p class=\"dcr-130mj7b\">They left after difficult board-level discussions over <a href=\"https:\/\/www.theguardian.com\/media\/2025\/nov\/21\/bbc-board-member-quits-after-being-cut-out-of-talks-over-liberal-bias-claims\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">claims of liberal bias<\/a> made in a memo by Michael Prescott, a former independent external adviser to the BBC\u2019s editorial guidelines and standards committee (EGSC). Prescott left that role in the summer.<\/p>\n<p class=\"dcr-130mj7b\">Key figures in the row \u2013 including Prescott, Robbie Gibb, the influential Conservative-appointed board member, and chair Samir Shah &#8211; will appear before MPs on Monday as the culture, media and sport committee examines the memo and a crippling disagreement over how to respond to it.<\/p>\n<p class=\"dcr-130mj7b\">The pressure on Shah and Gibb increased ahead of Monday\u2019s session with the <a href=\"https:\/\/www.theguardian.com\/media\/2025\/nov\/21\/bbc-board-member-quits-after-being-cut-out-of-talks-over-liberal-bias-claims\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">resignation on Friday<\/a> of board member Shumeet Banerji. Banerji said in a letter that he was resigning over \u201cgovernance issues\u201d and had not been consulted over the events that led to the departure of Davie and Turness.<\/p>\n<p class=\"dcr-130mj7b\">Precott\u2019s memo, which was leaked to the Daily Telegraph, accused the BBC of bias on issues such as Donald Trump, Gaza and trans rights. While the BBC has apologised over a Panorama edit of a Trump speech, it has pushed back on Prescott\u2019s other claims. Shah said Prescott\u2019s memo was a partial and personal account.<\/p>\n<p class=\"dcr-130mj7b\">The fallout from Davie\u2019s resignation has also focused attention on the <a href=\"https:\/\/www.theguardian.com\/media\/2025\/nov\/11\/mps-and-bbc-staff-call-for-robbie-gibb-to-leave-broadcasters-board\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">role of Gibb<\/a>, who was Theresa May\u2019s communications chief in Downing Street and is a self-styled \u201cproper Thatcherite Conservative\u201d.<\/p>\n<p class=\"dcr-130mj7b\">Gibb was placed on the BBC board by Boris Johnson and given a new term by the last Conservative government. MPs and members of the broadcaster\u2019s staff have called for his removal from the BBC\u2019s board after internal claims that he persistently raised criticisms from the political right about its output. Gibb also had a role in appointing Prescott to his position advising the EGSC.<\/p>\n<p class=\"dcr-130mj7b\">Gibb is a member of the EGSC, giving him a significant say in discussions over potential BBC bias. The Guardian understands the BBC is now planning a major overhaul of the EGSC. The plans would expand its membership, ensuring that no voice dominates the forum.<\/p>\n<p class=\"dcr-130mj7b\">In the EGSC\u2019s last two declared meetings, Gibb was one of just four full committee members. The other three \u2013 Davie, Turness and Shah \u2013 were attending in addition to their jobs running the organisation.<\/p>\n<p class=\"dcr-130mj7b\">Anna Sabine, the Liberal Democrats\u2019 culture, media and sport spokesperson, said: \u201cThe crisis at the BBC, now being exploited by the likes of Trump and Farage, stems directly from years of Conservative cronyism.<\/p>\n<p class=\"dcr-130mj7b\">\u201cGibb is the very last person we should trust with such an important role on the editorial guidelines and standards committee. Liberal Democrats are calling for the government to defend impartial broadcasting, remove Robbie Gibb and end the practice of all political appointments to the BBC board.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Allies of Gibb have pointed out he is a persistent defender of the BBC and has supported the licence fee. They state that Gibb and others had been acting out of genuine concern about BBC coverage. The BBC has said Gibb was just one voice on a board of more than a dozen people \u2013 and one of a panel of four that appointed Prescott to his advisory role.<\/p>\n<p class=\"dcr-130mj7b\">Prescott, who has not spoken publicly so far, has said his views \u201cdo not come with any political agenda\u201d. Shah has dismissed claims of an <a href=\"https:\/\/www.theguardian.com\/media\/ng-interactive\/2025\/nov\/10\/make-no-mistake-this-was-a-coup-the-extraordinary-downfall-of-the-bbcs-top-bosses\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">internal rightwing campaign<\/a> to sway the BBC\u2019s coverage as fanciful.<\/p>\n<p class=\"dcr-130mj7b\">Meanwhile, Shah is understood to have concluded that the challenges of running the BBC are now so great that whoever succeeds Tim Davie needs a deputy. While Davie was editor in chief, he did not have significant editorial experience.<\/p>\n<p class=\"dcr-130mj7b\">Prescott\u2019s most damaging criticism concerned the way in which a Panorama programme edited a Trump speech. The US president has since threatened to sue. Shah said there was an \u201cerror of judgment\u201d and <a href=\"https:\/\/www.theguardian.com\/media\/2025\/nov\/12\/bbc-prepared-to-apologise-to-trump-to-resolve-billion-dollar-legal-threat\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">apologised<\/a> but the BBC is <a href=\"https:\/\/www.theguardian.com\/media\/2025\/nov\/13\/bbc-apologises-to-donald-trump-over-edit-of-speech-for-panorama\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">disputing Trump\u2019s claim<\/a> that the programme defamed him.<\/p>\n<p class=\"dcr-130mj7b\">Bectu, the biggest union at the BBC, has been among those calling for Gibb to be removed from the BBC\u2019s board.
