The official did not provide a reason for the delay.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiclvvsp00063b6nrnrffv6f@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            This shifting timeline comes as Trump seeks to fulfill his vow to deliver a better alternative to the enhanced ACA subsidies relied on by nearly 22 million people and comes after Democrats <a href=\"https:\/\/www.cnn.com\/2025\/11\/12\/politics\/government-shutdown-funding-bill-house-vote\" rel=\"nofollow noopener\" target=\"_blank\">rejected measures to reopen the shuttered government<\/a> for more than a month over their demand for a clean extension of those payments.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiclvvsp00073b6n0ekvsqy5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Senate Republicans agreed to hold a mid-December vote on extending the enhanced subsidies, which are set to lapse at year\u2019s end, in exchange for extending government funding through January, spurring the effort by Trump and his aides to develop their own competing proposal. The beefed-up assistance was originally passed in 2021 as part of a Biden administration Covid-19 relief package and has helped drive a record 24 million people to sign up for coverage this year.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiclvvsp00083b6nawfwd6j5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            If the subsidies expire, the premiums people pay are expected to more than double next year, according to KFF, a nonpartisan health policy research group. Plus, an estimated 2 million more people will be uninsured next year, the Congressional Budget Office found.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmicnib8s00013b6n3n6g8g7v@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Democrats are already planning to use that predicted fallout against the GOP in next year\u2019s midterm elections, hoping it will prove as effective as it did in the 2018 midterms, when Republicans lost control of the House in part because of their efforts to repeal the Affordable Care Act the year before.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiclvvsp00093b6n6nd8ol1v@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The administration\u2019s proposal is not final, and the timing and content could still change, the people familiar with the matter said. In a statement, a White House official said that \u201cuntil President Trump makes an announcement himself, any reporting about the Administration\u2019s healthcare positions is mere speculation.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmidfur7w0000356nxusyyt8j@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            However, the clock is ticking. Americans must sign up before December 15 to obtain coverage that starts January 1, and open enrollment ends on January 15. But those looking for 2026 policies may already have been scared away by the sticker shock, Obamacare advocates say.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmicmfgoo000t3b6ndk0g59r9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            <a href=\"https:\/\/www.ms.now\/news\/trump-health-care-plan-obamacare-aca-subsidies\" target=\"_blank\" rel=\"nofollow noopener\">MS NOW<\/a> first reported Trump\u2019s plan to announce his proposal as early as Monday.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmidei5kb0000356npcupt7ik@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Having the White House even entertain a plan that would extend the enhanced subsidies is a marked shift from <a href=\"https:\/\/www.cnn.com\/2025\/11\/09\/politics\/trump-pay-americans-directly-healthcare\" rel=\"nofollow noopener\" target=\"_blank\">Trump\u2019s recent pronouncements<\/a> that he would not support any proposal that would send federal funds to insurance companies.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmider79y0004356nznaw7m5x@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe only healthcare I will support or approve is sending the money directly back to the people, with nothing going to the big, fat, rich insurance companies, who have made $trillions, and ripped off America long enough,\u201d Trump wrote in an all-caps message on Truth Social last week. \u201cThe people will be allowed to negotiate and buy their own, much better, insurance. Power to the People.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiclvvsp000a3b6njldn1w87@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The framework under discussion envisions temporarily extending the ACA subsidies in some form, while incorporating a series of guardrails aimed at limiting their scope \u2014 potentially including new income limits and a requirement that all enrollees pay some form of premium.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiclvvsp000b3b6ndbskcbxo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Those provisions would address two of the main critiques that Republicans have about the enhanced subsidies, including that so-called zero premium plans drive fraudulent behavior. But it would also set up the ACA for a more fundamental overhaul down the road along the lines of what Trump has been demanding in recent weeks.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiclvvsp000c3b6nmk32sjt1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Republicans have wanted to restore an income cap to the premium subsidies, which had been 400% of the federal poverty level before the enhancement took effect in 2021. The elimination of that cap made Obamacare plans more affordable for the middle class, who will be among <a href=\"https:\/\/www.cnn.com\/2025\/11\/07\/politics\/aca-premium-increases-subsidies-charts-vis\" rel=\"nofollow noopener\" target=\"_blank\">the hardest hit<\/a> if the beefed-up subsidies lapse at year\u2019s end.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiclvvsp000d3b6ny543f4i3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            At the other end of the income scale, the proposal would mandate that everyone pay at least some monthly premium, which is aimed at addressing a <a href=\"https:\/\/nam11.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.cms.gov%2Fnewsroom%2Fpress-releases%2Fcms-update-actions-prevent-unauthorized-agent-and-broker-marketplace-activity&amp;data=05%7C02%7Cisabelle.dantonio%40cnn.com%7C3e7ce824c8844a8e2e2808de2b0c120b%7C0eb48825e8714459bc72d0ecd68f1f39%7C0%7C0%7C638995528025720597%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=%2F26YDxyhcqTMqtPj7LuQAdGUwRfNS%2FfaBnZotu6%2FNbk%3D&amp;reserved=0\" target=\"_blank\" rel=\"nofollow noopener\">wave of fraud<\/a> spawned by another provision of the enhancement that allowed many lower-income Americans to obtain coverage with no premiums. Brokers and agents sought to earn commissions by enrolling people in Obamacare policies or switching them to new ones without their knowledge or consent. Requiring that lower-income enrollees pay at least some premium would be aimed at reducing the incentives and opportunities for brokers and agents to commit such actions.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiclvvsp000e3b6npquf9o05@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The proposal is also likely to include an option for certain enrollees who choose a lower-tier insurance plan on the exchanges to redirect some federal aid into a health savings account, the people familiar said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmicn23ud00003b6nlkfkotkk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Answering Trump\u2019s call to send money directly to individuals, GOP Sens. Rick Scott of Florida and Bill Cassidy of Louisiana have rolled out proposals to allow consumers to take at least part of their federal subsidies and put the assistance in health savings accounts. Scott\u2019s plan calls for enabling enrollees to use all the aid to buy coverage, including potentially less comprehensive and less expensive plans outside the ACA. Such a provision could greatly undermine Obamacare\u2019s health.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmicnk4rd00063b6n7ka8hi7b@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Cassidy, on the other hand, wants to shift just the enhanced subsidies to HSAs and allow enrollees to use the funds to pay for health care services, such as doctors visits, prescriptions and glasses.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmicnk4rd00073b6nkpvydm3d@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Meanwhile, a plan pushed by the influential Paragon Health Institute would enable lower-income enrollees to put another set of subsidies that reduce their deductibles and out-of-pocket expenses into HSAs to give them more control. Plus, it calls for Congress to once again fund these cost-sharing subsidies, which would lower certain Obamacare plans\u2019 premiums.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmidetx7u0007356nv3b1bmlo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The framework under discussion at the White House shares some common elements with bipartisan proposals being pushed by more moderate Republican and Democratic lawmakers. One such measure, released Friday by Republicans Reps. Don Bacon of Nebraska and Jeff Hurd of Colorado, as well as Democratic Reps.
