{"id":283854,"date":"2025-11-26T06:15:08","date_gmt":"2025-11-26T06:15:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/uk\/283854\/"},"modified":"2025-11-26T06:15:08","modified_gmt":"2025-11-26T06:15:08","slug":"rachel-reevess-high-stakes-autumn-budget-in-five-key-charts-budget-2025","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/uk\/283854\/","title":{"rendered":"Rachel Reeves\u2019s high-stakes autumn budget in five key charts | Budget 2025"},"content":{"rendered":"<p class=\"dcr-130mj7b\">Rachel Reeves will unveil her make-or-break autumn budget on Wednesday, after <a href=\"https:\/\/www.theguardian.com\/uk-news\/ng-interactive\/2025\/nov\/22\/a-make-or-break-budget-inside-the-treasury-rachel-reeves\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">months of speculation over tax rises<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">In a critical speech in the Commons, with the government under intense pressure, the chancellor is expected to announce tax and spending measures aimed at plugging a multibillion-pound shortfall in the public finances.<\/p>\n<p class=\"dcr-130mj7b\">Reeves, who is facing the scrutiny of jittery backbench MPs and bond investors, has said her priorities are cutting NHS waiting lists, the national debt and<a href=\"https:\/\/www.theguardian.com\/politics\/2025\/oct\/27\/how-can-rachel-reeves-reduce-inflation\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\"> the cost of living<\/a>. Here are five charts that will underpin her decisions.<\/p>\n<p>Headroom<a data-name=\"placeholder\" href=\"https:\/\/interactive.guim.co.uk\/uploader\/embed\/2025\/11\/fiscal_rules_shortfall\/giv-32554KwPaThY3lWza\" class=\"dcr-1eupayo\" rel=\"nofollow noopener\" target=\"_blank\">Chart showing extent of factors Gsuch as disability benefit changes and lower tax revenues contributing to budget shortfall<\/a><\/p>\n<p class=\"dcr-130mj7b\">Reeves has committed to operate within an \u201cironclad\u201d <a href=\"https:\/\/www.theguardian.com\/uk-news\/2025\/mar\/23\/should-rachel-reevess-fiscal-rules-stay-golden-or-are-they-meant-to-be-broken\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">fiscal rule<\/a>, a self-imposed target requiring day-to-day spending to be matched by receipts in the fifth year of the forecast from the Office for Budget Responsibility (OBR).<\/p>\n<p class=\"dcr-130mj7b\">In the spring, Reeves left \u00a39.9bn in reserve as a buffer. But this is expected to have been more than erased by <a href=\"https:\/\/www.theguardian.com\/business\/2025\/nov\/21\/uk-government-borrowing-october-rachel-reeves\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">higher borrowing costs<\/a>, <a href=\"https:\/\/www.theguardian.com\/politics\/2025\/jun\/16\/keir-starmer-biggest-u-turns-since-labour-came-to-power\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">welfare U-turns<\/a> and an anticipated sharp <a href=\"https:\/\/www.theguardian.com\/business\/2025\/oct\/28\/rachel-reeves-uk-productivity-obr-tax-rises-budget\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">OBR productivity downgrade<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">The exact size of the shortfall will be a key moment of the budget. Most economists expect a <a href=\"https:\/\/www.theguardian.com\/politics\/ng-interactive\/2025\/nov\/20\/you-be-the-chancellor-play-our-interactive-budget-game\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">gap of up to \u00a320bn<\/a>. The Institute for Fiscal Studies (IFS) predicts a \u00a312bn deficit. This would requires Reeves to raise \u00a322bn just to get back to her spring headroom position.<\/p>\n<p class=\"dcr-130mj7b\">However, the chancellor is expected to go further. Leaving \u00a39.9bn again would rekindle speculation over the narrow margin of error, which has damaged confidence in the economy. City investors expect a fresh buffer in the region of \u00a315bn to \u00a320bn.<\/p>\n<p>Productivity<a data-name=\"placeholder\" href=\"https:\/\/interactive.guim.co.uk\/datawrapper\/embed\/eIi8I\/1\/\" class=\"dcr-1eupayo\" rel=\"nofollow noopener\" target=\"_blank\">Graph comparing OBR forecasts of productivity growth with actual productivity since 2008<\/a><\/p>\n<p class=\"dcr-130mj7b\">A big contributor to Reeves\u2019s fiscal gap is expected to be a dramatically <a href=\"https:\/\/www.theguardian.com\/business\/2025\/oct\/31\/city-brexit-uk-productivity-eu-rachel-reeves-budget\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">weaker productivity forecast<\/a>. A critical measure of output per hour of work, productivity is a vital driver of economic growth, wages and living standards.<\/p>\n<p class=\"dcr-130mj7b\">For years the OBR has overestimated that growth could return to near the 2.2% annual average from before the 2008 financial crisis. This spring it predicted a rate of about 1.25% by 2029-30 \u2013 significantly above other forecasters.<\/p>\n<p class=\"dcr-130mj7b\">Each 0.1-percentage-point downgrade to productivity would increase public borrowing by \u00a37bn in 2029-30. Reeves is understood to be furious about the timing of the assessment from the independent Treasury watchdog.<\/p>\n<p class=\"dcr-130mj7b\">It comes amid a <a href=\"https:\/\/www.theguardian.com\/business\/2025\/nov\/24\/rachel-reeves-uk-growth-forecasts-budget-obr\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">broader slowdown<\/a> in the economy. While the UK was the fastest-growing G7 country in the first half of the year, growth remains lacklustre. Household and business confidence is subdued amid the effects of tax rises, elevated borrowing costs, sticky inflation and Donald Trump\u2019s trade wars.<\/p>\n<p>Borrowing costs<a data-name=\"placeholder\" href=\"https:\/\/interactive.guim.co.uk\/datawrapper\/embed\/jN8NW\/1\/\" class=\"dcr-1eupayo\" rel=\"nofollow noopener\" target=\"_blank\">Graph comparing UK, US and Germany borrowing costs since 2021<\/a><\/p>\n<p class=\"dcr-130mj7b\">How the bond market reacts will be key for Reeves. For weeks the chancellor has <a href=\"https:\/\/www.theguardian.com\/uk-news\/2025\/nov\/24\/bond-market-power-rachel-reeves-budget\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">sought to roll the pitch to soothe jittery City investors<\/a> to avoid a repeat of the turmoil after Liz Truss\u2019s 2022 mini-budget.<\/p>\n<p class=\"dcr-130mj7b\">The yield \u2013 in effect, the interest rate \u2013 on 10-year UK government bonds has fallen in recent months, but remains elevated at about 4.5% \u2013 the highest level in the G7. The <a href=\"https:\/\/www.theguardian.com\/business\/2025\/sep\/02\/uk-hit-by-fresh-sell-off-in-government-bond-markets-as-pound-weakens\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">30-year<\/a> is close to its highest point since 1998.<\/p>\n<p class=\"dcr-130mj7b\">Borrowing costs have increased across rich countries, amid sticky inflation and weaker growth. Most economists predict she will opt for a smorgasbord of tax rises and spending cuts as a result.<\/p>\n<p class=\"dcr-130mj7b\">Avoiding a manifesto breach could help to keep restive Labour MPs on side. But economists warn that a string of smaller measures could be hard to implement, with each carrying the potential for a <a href=\"https:\/\/www.theguardian.com\/uk-news\/2025\/oct\/04\/rachel-reeves-urged-to-break-manifesto-pledges-to-avoid-pasty-tax-budget\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">\u201cpasty tax\u201d-style backlash<\/a> \u2013 a reference to how the former Conservative chancellor George Osborne\u2019s 2012 budget <a href=\"https:\/\/www.theguardian.com\/politics\/2012\/may\/28\/george-osborne-u-turns-pasties-caravans\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">unravelled within weeks<\/a> over measures including VAT on hot pastries.<\/p>\n<p class=\"dcr-130mj7b\">Labour\u2019s critics will point to OBR forecasts showing that tax as a share of GDP is at its highest level since the second world war. However, Reeves could highlight that higher spending is required to mend public services and to support an ageing population.<\/p>\n<p>Cost of living<a data-name=\"placeholder\" href=\"https:\/\/interactive.guim.co.uk\/uploader\/embed\/2025\/11\/cpi_contributors\/giv-32554Da6HLOAleTe4\" class=\"dcr-1eupayo\" rel=\"nofollow noopener\" target=\"_blank\">Graph showing CPI inflation since 2021, with breakdown of contributions by fuels and lubricants, electricity and gas, food, services and other goods<\/a><\/p>\n<p class=\"dcr-130mj7b\">Reeves has vowed to cut living costs in her budget. Measures to bring down the headline inflation rate are expected to feature prominently, to ease pressure on households and also to encourage the Bank of England to cut interest rates.<\/p>\n<p class=\"dcr-130mj7b\">Households have come under particular pressure from fast-rising food prices. Businesses have warned that tax increases in <a href=\"https:\/\/www.theguardian.com\/uk-news\/2024\/oct\/30\/budget-2024-key-points-at-a-glance\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Reeves\u2019s first budget<\/a> forced them to put up prices.<\/p>\n<p class=\"dcr-130mj7b\">Threadneedle Street has cut borrowing costs five times since Labour\u2019s election landslide, with the <a href=\"https:\/\/www.theguardian.com\/business\/2025\/aug\/07\/bank-of-england-cuts-interest-rates-quarter-point-4\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">last reduction in August<\/a> to 4%. Financial markets are predicting another cut at the monetary policy committee\u2019s next meeting on 18 December.<\/p>\n<p class=\"dcr-130mj7b\">The Bank expects that inflation has probably peaked. However, at <a href=\"https:\/\/www.theguardian.com\/business\/2025\/nov\/19\/uk-inflation-falls-budget-october-rachel-reeves-interest-rate\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">3.6%<\/a>, it remains significantly above the 2% target set by the government, and is running at the highest level in the G7.<\/p>\n","protected":false},"excerpt":{"rendered":"Rachel Reeves will unveil her make-or-break autumn budget on Wednesday, after months of speculation over tax rises.
