{"id":286227,"date":"2025-11-27T14:00:10","date_gmt":"2025-11-27T14:00:10","guid":{"rendered":"https:\/\/www.newsbeep.com\/uk\/286227\/"},"modified":"2025-11-27T14:00:10","modified_gmt":"2025-11-27T14:00:10","slug":"wales-most-deprived-areas-named","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/uk\/286227\/","title":{"rendered":"Wales&#8217; most deprived areas named"},"content":{"rendered":"<p>Felicity Evans,Wales Money Editorand<\/p>\n<p>Christine Jeavans and Callum Thomson,BBC Verify<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2025\/11\/1764052029_368_grey-placeholder.png\" class=\"sc-5340b511-0 gUePlo hide-when-no-script\" aria-label=\"image unavailable\"\/><img decoding=\"async\"   src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2025\/11\/10c30e80-cb7b-11f0-958b-6f0ce5df685d.jpg.webp.webp\" loading=\"eager\" alt=\"Getty Images Aerial drone view of houses and green hills in Ebbw Vale in south Wales\" class=\"sc-5340b511-0 hLdNfA\"\/>Getty Images<\/p>\n<p>Blaenau Gwent is the Welsh council with the highest concentration of the most deprived neighbourhoods<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">A neighbourhood in the town of Rhyl, Denbighshire, has been named as the most deprived area of Wales for the second time since 2019, according to new data.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">The Welsh Index of Multiple Deprivation (WIMD), published every few years by the Welsh government, is the official measure of relative deprivation for neighbourhoods in Wales.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">It takes into account a range of factors including personal income, housing and health.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">The data found Blaenau Gwent was the local authority with the highest concentration of highly deprived neighbourhoods.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">Monmouthshire was the only council with no neighbourhoods ranked as highly deprived, with one neighbourhood in Chepstow found to be the least deprived in Wales.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">The 2025 WIMD ranked 1,917 neighbourhoods in Wales, each with an average population of 1,600 people.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">It looked at living conditions using eight different indicators including income, employment, health, education, access to services, housing, community safety and the physical environment.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">The results do not show whether an area has become better or worse off since the previous edition, but shows how areas have changed relative to each other.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">There are areas of deprivation across Wales and it is not the case that everyone in a highly deprived neighbourhood will be struggling, nor will all those in a less deprived area be well off.<\/p>\n<p>How is deprivation measured?<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">The <a target=\"_blank\" href=\"https:\/\/www.gov.wales\/welsh-index-multiple-deprivation-wimd-2025-results-report\" class=\"sc-f9178328-0 iCaRzc\" rel=\"nofollow noopener\">2025 WIMD <\/a>ranked nearly 2,000 small areas across Wales and split them into 10 equal groups called deciles, where the first decile was the 191 most deprived neighbourhoods, and so on.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">We are using terms like &#8220;highly deprived&#8221; and &#8220;most deprived&#8221; to refer to the group of neighbourhoods in the first decile. There are areas of deprivation throughout Wales and not everyone in a neighbourhood will experience deprivation equally.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">The area around Rhyl high street has been ranked as the most deprived area in Wales for a second time, but that does not mean nothing has changed since 2019.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">People in Rhyl had different views on how the area was faring when they spoke to BBC Wales on Monday, before the new data had been released.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">&#8220;People are struggling,&#8221; said Valerie Long, 62, who has lived in the town for four years.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">But she said she had seen some investment.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">&#8220;There are more things for children, like the new park up the road.&#8221;<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2025\/11\/1764052029_368_grey-placeholder.png\" class=\"sc-5340b511-0 gUePlo hide-when-no-script\" aria-label=\"image unavailable\"\/><img decoding=\"async\"   src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2025\/11\/10f0eb70-caae-11f0-8808-c52ce2d6ce05.jpg.webp.webp\" loading=\"lazy\" alt=\"Valerie Long is pictured on the high street in Rhyl. She is wearing sunglasses and has a light brown bob. \" class=\"sc-5340b511-0 hLdNfA\"\/><\/p>\n<p>Valerie Long says people are struggling financially in Rhyl, but there are more things for children to do<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">&#8220;It&#8217;s gone downhill,&#8221; said Jay Street, 26, who has lived in Rhyl all his life.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">Mr Street still lives with his parents and can&#8217;t afford the properties he sees online.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">While he loves being with his parents, he said he could not &#8220;see a light at the end of the tunnel&#8221; when it comes to affording his own home.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">Mr Street became a volunteer with Brighter Futures, a local charity which offers services designed to improve people&#8217;s health and well-being, after using the services himself.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">&#8220;Places like this have saved a lot of people, me included.&#8221;<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2025\/11\/1764052029_368_grey-placeholder.png\" class=\"sc-5340b511-0 gUePlo hide-when-no-script\" aria-label=\"image unavailable\"\/><img decoding=\"async\"   src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2025\/11\/465fe7a0-cabf-11f0-8830-713b9084fff8.jpg.webp.webp\" loading=\"lazy\" alt=\"Jay Street is a 26-year-old man with short black hair. He's wearing a grey hoodie and is pictured in a caf\u00e9 setting in Rhyl, with people mingling behind him.\" class=\"sc-5340b511-0 hLdNfA\"\/><\/p>\n<p>Jay Street said he&#8217;s glad to see so many  people using services such as the Brighter Futures weekly Men&#8217;s Shed <\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">The charity&#8217;s community garden is particularly popular, according to Penny Pearce-Whitby who runs it.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">&#8220;For people who live in the area and don&#8217;t necessarily have access to green spaces, this is a perfect space for them to come and sit on a sunny afternoon,&#8221; she said.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">&#8220;Green spaces are incredibly important for people&#8217;s mental health and wellbeing.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">&#8220;It&#8217;s not always about the money, it&#8217;s about encouraging people to get outside.&#8221;<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">Denbighshire council said although some neighbourhoods in Rhyl were very deprived they &#8220;do not represent Rhyl as a whole&#8221;.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">A spokesperson said over the past decade Rhyl had seen &#8220;substantial public investment&#8221; including a \u00a3100m flood defence upgrade which had &#8220;transformed the seafront&#8221; with a new promenade and a big children&#8217;s play area.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">The council said other developments were also taking place, including the modernisation of attractions like the Rhyl Pavilion Theatre and hundreds of new affordable homes.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">&#8220;Rhyl&#8217;s regeneration is under way,&#8221; said the council, &#8220;but this long-term vision takes time&#8221;.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">The Welsh government said it was &#8220;committed to tackling poverty and improving outcomes for people&#8221;.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">A spokesperson said &#8220;the challenge of breaking the cycle of poverty is not one we can solve overnight&#8221;, adding that the government was using all &#8220;levers available to tackle poverty&#8221; including investing \u00a37bn between 2022 and 2026 to support households and providing &#8220;programmes also help integrate disadvantaged groups into the workforce&#8221;.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">Blaenau Gwent council has been asked to comment.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">Additional reporting by Megan Davies and Brendon Williams<\/p>\n","protected":false},"excerpt":{"rendered":"Felicity Evans,Wales Money Editorand Christine Jeavans and Callum Thomson,BBC Verify Getty Images Blaenau Gwent is the Welsh council&hellip;\n","protected":false},"author":2,"featured_media":286228,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[2],"tags":[49,50,51,47,52,48],"class_list":{"0":"post-286227","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-headlines","8":"tag-headlines","9":"tag-news","10":"tag-top-news","11":"tag-top-stories","12":"tag-topnews","13":"tag-topstories"},"_links":{"self":[{"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/posts\/286227","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/comments?post=286227"}],"version-history":[{"count":0,"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/posts\/286227\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/media\/286228"}],"wp:attachment":[{"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/media?parent=286227"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/categories?post=286227"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/tags?post=286227"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
