{"id":288227,"date":"2025-11-28T17:18:07","date_gmt":"2025-11-28T17:18:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/uk\/288227\/"},"modified":"2025-11-28T17:18:07","modified_gmt":"2025-11-28T17:18:07","slug":"talks-for-uk-to-join-eu-defence-fund-collapse-in-blow-to-starmers-bid-to-reset-relations-european-union","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/uk\/288227\/","title":{"rendered":"Talks for UK to join EU defence fund collapse in blow to Starmer\u2019s bid to reset relations | European Union"},"content":{"rendered":"<p class=\"dcr-130mj7b\">Keir Starmer\u2019s attempt to reset relations with the EU have suffered a major blow, after negotiations for the UK to join the EU\u2019s flagship \u20ac150bn (\u00a3131bn) defence fund collapsed.<\/p>\n<p class=\"dcr-130mj7b\">The UK had been pushing to join the EU\u2019s Security Action for Europe (Safe) fund, a low-interest loan scheme that is part of the EU\u2019s drive to <a href=\"https:\/\/www.theguardian.com\/world\/2025\/mar\/04\/eu-plan-to-bolster-europes-defences-could-raise-800bn-for-ukraine\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">boost defence spending by \u20ac800bn<\/a> and rearm the continent, in response to the growing threat from Russia and cooling relations between Donald Trump\u2019s US and the EU.<\/p>\n<p class=\"dcr-130mj7b\">Entrance to the scheme would have enabled the British government to secure a bigger role for its defence firms. In September, France <a href=\"https:\/\/www.theguardian.com\/politics\/2025\/sep\/17\/france-proposes-ceiling-on-value-of-uk-components-in-eu-defence-fund\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">proposed a ceiling<\/a> on the value of UK-produced military components in the fund.<\/p>\n<p class=\"dcr-130mj7b\">The UK and EU had been expected to sign a technical agreement on Safe after establishing an administrative fee from London. But after months of wrangling, and only days before the 30 November deadline for an agreement, sources said the two sides remained \u201cfar apart\u201d on the financial contribution Britain would make, Bloomberg reported.<\/p>\n<p class=\"dcr-130mj7b\">EU officials have suggested an entry fee of up to \u20ac6bn, far higher than the administrative fee the government had envisaged paying. Without this pact, the UK could never supply more than 35% of the value of components of any Safe-funded project.<\/p>\n<p class=\"dcr-130mj7b\">As recently as last week, the prime minister had expressed a belief that quiet diplomacy would result in agreement, telling reporters travelling with him to the G20 summit in South Africa: \u201cNegotiations are going on in the usual way and they will continue.\u201d<\/p>\n<p class=\"dcr-130mj7b\">He added: \u201cI hope we can find an acceptable solution, but my strong view is that these things are better done quietly through diplomacy than exchanging views through the media.\u201d<\/p>\n<p class=\"dcr-130mj7b\">But soon after, the talks appeared to be on rocky ground after the defence secretary, John Healey, said the UK was willing to quit, telling the i newspaper the UK was not willing to sign up for \u201cany price\u201d.<\/p>\n<p class=\"dcr-130mj7b\">Thomas-Symonds sought to downplay the significance of the collapse of negotiations on Friday, stating: \u201cFrom leading the Coalition of the Willing for Ukraine to strengthening our relationships with allies, the UK is stepping up on European security in the face of rising threats and remains committed to collaborating with our allies and partners.
