{"id":295130,"date":"2025-12-02T16:09:07","date_gmt":"2025-12-02T16:09:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/uk\/295130\/"},"modified":"2025-12-02T16:09:07","modified_gmt":"2025-12-02T16:09:07","slug":"oecd-warns-reeves-higher-taxes-and-spending-restraint-will-limit-consumer-expenditure-economics","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/uk\/295130\/","title":{"rendered":"OECD warns Reeves higher taxes and spending restraint will limit consumer expenditure | Economics"},"content":{"rendered":"<p class=\"dcr-130mj7b\">A leading thinktank has warned Rachel Reeves that tight government spending and higher taxes will restrict consumer expenditure, despite it predicting the UK economy will grow at a faster pace than France, Germany and Italy next year.<\/p>\n<p class=\"dcr-130mj7b\">Analysts at the Organisation for Economic Cooperation and Development (OECD) said the government\u2019s ongoing \u201cfiscal consolidation\u201d \u2013 meaning higher taxes and reduced government spending \u2013 would act as a \u201cheadwind\u201d to the UK economy, with \u201cpast tax and spending adjustments weighing on household disposable income and slowing consumption\u201d.<\/p>\n<p class=\"dcr-130mj7b\">The Paris-based organisation predicted that the UK economy would expand by 1.2% next year, while the big three eurozone economies would each fail to reach 1%.<\/p>\n<p class=\"dcr-130mj7b\">Offering a boost to Reeves after she <a href=\"https:\/\/www.theguardian.com\/politics\/2025\/nov\/30\/rachel-reeves-denies-lying-public-budget-tax-rises\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">faced calls to resign<\/a> after the budget, the UK\u2019s growth rate was upgraded from a previous forecast of 1% for next year. However, that represents a slowdown from the 1.4% growth predicted for this year, unchanged from the last forecast three months ago.<\/p>\n<p class=\"dcr-130mj7b\">The chancellor \u2013 who has <a href=\"https:\/\/www.theguardian.com\/business\/2025\/jan\/27\/rachel-reeves-tells-mps-of-plans-to-go-further-and-faster-in-pursuit-of-growth\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">put an emphasis<\/a> on growing the UK economy \u2013 announced \u00a326bn worth of tax rises in last week\u2019s budget, with measures including a freeze on income tax thresholds that will leave 1.7 million people paying more, taking the tax burden to an all-time high, according to the Office for Budget Responsibility (OBR).<\/p>\n<p class=\"dcr-130mj7b\">Separately, the OECD said the US economy would grow by 1.7% next year, down from 2% this year and 2.4% in 2024, in a blow to Donald Trump\u2019s efforts to increase growth by restricting imports and reducing regulations on big industries.<\/p>\n<p class=\"dcr-130mj7b\">In a report that highlighted how a flurry of activity this year to cope with Trump\u2019s tariffs had given a temporary lift to many economies, the OECD said there would be a return to lower, stagnant rates of expansion across much of the industrialised world.<\/p>\n<p class=\"dcr-130mj7b\">The UK, like most industrialised countries, is expected to reduce interest rates as inflation is predicted to gradually return to a 2% target by mid-2027. The report predicts there will be two more reductions in rates, <a href=\"https:\/\/www.theguardian.com\/business\/2025\/nov\/19\/fall-uk-inflation-interest-rate-cut-rachel-reeves-bank-of-england\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">from 4% now<\/a> to 3.5% in the second quarter of 2026, but this will mark the end of rate cuts.<\/p>\n<p class=\"dcr-130mj7b\">The chancellor welcomed the prospect of higher growth and lower inflation. She said: \u201cLast week my budget cut waiting lists, cut borrowing and debt and cut the cost of living. Less than a week later, the OECD has upgraded our growth and cut its forecast for inflation next year.\u201d<\/p>\n<p class=\"dcr-130mj7b\">The UK\u2019s economic establishment was rocked on Monday by the <a href=\"https:\/\/www.theguardian.com\/business\/2025\/dec\/01\/obr-chair-inquiry-early-release-rachel-reeves-budget-richard-hughes\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">resignation of Richard Hughes<\/a>, the chair of the OBR, which provides the Treasury with independent forecasts of the economic outlook and government finances.<\/p>\n<p class=\"dcr-130mj7b\">Hughes quit after a <a href=\"https:\/\/www.theguardian.com\/business\/2025\/dec\/01\/obr-budget-leak-investigation\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">report<\/a> said the leadership of the OBR should take responsibility for information about the budget being accessed before the chancellor\u2019s speech, breeching a longstanding protocol. However, he said there were concerns about low levels of productivity across the OECD\u2019s 38 member countries, which also include Vietnam, Mexico, Canada and Costa Rica.<\/p>\n<p class=\"dcr-130mj7b\">The OECD report said: \u201cThe global economy has been resilient this year, despite concerns about a sharper slowdown in the wake of higher trade barriers and significant policy uncertainty. Activity has held up thanks to front-loading of production and trade, strong AI-related investment and supportive fiscal and monetary policies.<\/p>\n<p class=\"dcr-130mj7b\">\u201cYet, global trade growth moderated in the second quarter of this year, and we expect higher tariffs to gradually feed through to higher prices, reducing growth in household consumption and business investment.
