{"id":298119,"date":"2025-12-04T06:50:12","date_gmt":"2025-12-04T06:50:12","guid":{"rendered":"https:\/\/www.newsbeep.com\/uk\/298119\/"},"modified":"2025-12-04T06:50:12","modified_gmt":"2025-12-04T06:50:12","slug":"strode-park-house-in-herne-bay-put-into-special-measures-by-care-quality-commission","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/uk\/298119\/","title":{"rendered":"Strode Park House in Herne Bay put into special measures by Care Quality Commission"},"content":{"rendered":"\n<p>A care facility where one resident went three days without food and another \u201cturned blue\u201d while lying flat in a shower has been plunged into special measures.<\/p>\n<p>It is the second time in three years Strode Park House in Herne Bay has found itself under fire for the quality of its care \u2013 with its most vulnerable residents left at the most risk.<\/p>\n<p><img decoding=\"async\" class=\"rthmb\" src=\"data:image\/svg+xml,%3Csvg xmlns=\" http:=\"\" viewbox=\"0 0 5520 3680\" alt=\"Strode Park House in Herne Bay has been given the worst possible rating by Care Quality Commission\" data-root=\"\/_media\/img\/\" data-path=\"WE02F8XGY6CM4M4HENDF.jpg\" data-ar=\"1.50\"\/>Strode Park House in Herne Bay has been given the worst possible rating by Care Quality Commission<\/p>\n<p>The Lower Herne Road facility \u2013 which cares for adults with physical disabilities and complex needs \u2013 has been slapped with the worst available rating of &#8220;inadequate&#8221; by the Care Quality Commission (CQC).<\/p>\n<p>CQC carried out the inspection after receiving notifications of numerous medicines errors \u2013 but the inspection in July laid bare other issues within the home, with the report published today (Thursday) for the first time.<\/p>\n<p>One person admitted for respite care received \u201climited hydration and no nutrition for three days\u201d because staff failed to document their feed regime.<\/p>\n<p>Inspectors said the error placed them at risk of dehydration and significant weight loss.<\/p>\n<p><img decoding=\"async\" class=\"rthmb\" src=\"data:image\/svg+xml,%3Csvg xmlns=\" http:=\"\" viewbox=\"0 0 898 599\" alt=\"Inspectors visited Strode Park House in Herne Bay earlier this year. Picture: Google<\/p>\n<p>People who needed feeding tubes were found to be at risk of choking as staff did not always position residents correctly.<\/p>\n<p>In another case, a resident \u201cturned blue\u201d when left lying flat on a shower tray. Staff raised the headrest to relieve the situation, but there was no written guidance anywhere in the service about how to position people safely during personal care.<\/p>\n<p>The report says there had been \u201cnumerous medicine errors\u201d and that similar concerns had been flagged previously.<\/p>\n<p>Staff were using an electronic system that required them to manually re-enter prescriptions, but many were incorrectly transcribed.<\/p>\n<p>One resident went a whole week without essential blood-thinning medicine because it had been missed from the records.<\/p>\n<p><img decoding=\"async\" class=\"rthmb\" src=\"data:image\/svg+xml,%3Csvg xmlns=\" http:=\"\" viewbox=\"0 0 2121 1414\" alt=\"CQC inspectors described Strode Park House in Herne Bay as unsafe. Picture: Stock photo<\/p>\n<p>Despite some positive comments about long-term residents who enjoyed independence, inspectors said people who could not express their needs did not always receive person-centred care.<\/p>\n<p>Activities were described as limited, and some residents said staff shortages meant they were not supported to get up in time to join them.<\/p>\n<p>A CQC manager explained \u201cpeople weren\u2019t always treated with dignity or in a way that upheld their rights\u201d.<\/p>\n<p>The service was also criticised for breaching mental capacity rules.<\/p>\n<p>People who lacked capacity had been moved rooms without individual assessments or best-interest decisions.<\/p>\n<p>Photographs of residents were posted on social media without any documented consent or evidence that relatives had the legal authority to agree.<\/p>\n<p>The CQC branded the service \u201cinadequate\u201d in three of its five categories \u2013 safe, effective and well-led \u2013 and warned it had deteriorated sharply since its last visit.<\/p>\n<p>\u201cThere was no one in overall charge of a shift who had a complete picture of people\u2019s care, to make decisions and referrals to healthcare professionals,\u201d said the report.<\/p>\n<p>\u201cThe management of risk and medicines was poor, there was limited guidance for staff to reduce risk.<\/p>\n<p>\u201cThere was no effective system in place to learn lessons from incidents. The provider had not always followed the Mental Capacity Act 2005 (MCA) when decisions were made about people\u2019s care and support.<\/p>\n<p>\u201cPeople were not safe, and were at risk of avoidable harm.<\/p>\n<p>\u201cThe effectiveness of people\u2019s care, treatment and support did not achieve good outcomes or was inconsistent.<\/p>\n<p>\u201cPeople did not always feel well-supported, cared for or treated with dignity and respect.\u201d<\/p>\n<p>CQC has placed the service into special measures which involves close monitoring to ensure people are safe while they make improvements.<\/p>\n<p>Amy Jupp, CQC deputy director of operations in Kent, said: \u201cLeaders hadn\u2019t identified or acted on serious safety concerns.<\/p>\n<p>\u201cWe saw some people required bed rails for safety, but risks of injury or entrapment hadn\u2019t been assessed, and bumpers were only fitted after unexplained bruising occurred.<\/p>\n<p>\u201cPeople receiving nutrition via feeding tubes were at risk of aspiration or choking because staff weren\u2019t given clear guidance on how to prevent it.<\/p>\n<p>\u201cIn one incident, a person turned blue while lying flat on a shower tray this was only resolved when staff raised the headrest.<\/p>\n<p>\u201cWe expect health and social care services to ensure all people receive safe, dignified and respectful care that promotes independence, choice and equality.<\/p>\n<p>\u201cIt was unacceptable that leaders had allowed a culture to exist where people\u2019s basic safety, rights and freedoms were not protected.<\/p>\n<p>\u201cWe\u2019ve told leaders at Strode Park House where they must make urgent and significant improvements, and we\u2019re monitoring them closely to keep people safe while this happens.\u201d<\/p>\n<p>A spokesperson for Strode Park Foundation, which runs Strode Park House, told KentOnline: &#8220;Strode Park Foundation manages six registered services, and five are currently rated Good by CQC.<\/p>\n<p>\u201cWe are confident that the quality of care at Strode Park House is also good, and we will continue to work with our NHS partners and KCC to ensure an improved rating will be achieved at the next inspection.&#8221;<\/p>\n","protected":false},"excerpt":{"rendered":"A care facility where one resident went three days without food and another \u201cturned blue\u201d while lying flat&hellip;\n","protected":false},"author":2,"featured_media":298120,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[43],"tags":[102,2960,2759,192,191,194,56,54,55],"class_list":{"0":"post-298119","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-healthcare","8":"tag-health","9":"tag-healthcare","10":"tag-herne-bay","11":"tag-human-interest","12":"tag-kent","13":"tag-syndicate","14":"tag-uk","15":"tag-united-kingdom","16":"tag-unitedkingdom"},"_links":{"self":[{"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/posts\/298119","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/comments?post=298119"}],"version-history":[{"count":0,"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/posts\/298119\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/media\/298120"}],"wp:attachment":[{"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/media?parent=298119"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/categories?post=298119"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/tags?post=298119"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
