Retiree Alan Perkins faces being caught on the wrong side of <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.birminghammail.co.uk\/all-about\/labour-party\" target=\"\" aria-label=\"\" rel=\"follow nofollow noopener\" tabindex=\"0\">Labour Party<\/a> Chancellor Rachel Reeves\u2019s \u2018cliff-edge\u2019 tax exemption policy.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">After her Autumn Budget, Ms Reeves revealed those who rely solely on the state pension wouldn\u2019t pay income tax when it rises above the personal allowance in 2027.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Mr Perkins, aged 71, has no private pensions to his name &#8211; but is already taxed on his Department for Work and Pensions ( <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.birminghammail.co.uk\/all-about\/dwp\" target=\"\" aria-label=\"\" rel=\"follow nofollow noopener\" tabindex=\"0\">DWP<\/a> ) payments. Mr Perkins is one of thousands of workers who paid into the state earnings-related pension scheme, more commonly known as Serps.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\"><a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.birminghammail.co.uk\/motoring\/motoring-news\/drivers-face-non-refundable-1800-33096059\" target=\"\" aria-label=\"\" rel=\"follow nofollow noopener\" tabindex=\"0\">READ MORE Some drivers face &#8216;non-refundable&#8217; \u00a31,800 fee to access OWN driveway<\/a><\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Serps top-ups mean Mr Perkins gets an extra \u00a390 a week, giving him an income of around \u00a316,500 a year. His income is \u00a34,000 above the personal allowance, which has remained frozen since 2021.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">He said: \u201cI\u2019ve worked like a dog for all of my life. I worked stupid amounts of overtime to provide for my family. I would leave home at 6.30 in the morning and get in at 10.30 at night, and that was five days a week.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cOn weekends I would work until about six o\u2019clock and then I would do an evening as a minicab driver as well.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cAlthough we were all living in the same house, it meant I didn\u2019t really see my children grow up much. And now I\u2019m retired, they take tax out of it. I never thought anyone on a state pension would pay tax. I can\u2019t get my head around it.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cThis mess started in 2021 when Rishi Sunak froze it. The tax thresholds should have gone up for everybody, and this is the consequence,&#8221; he added.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">&#8220;But when I saw Rachel Reeves announce that people only on the state pension would be exempt, I thought big deal, I\u2019m already paying it. Does she not realise there are people like me?\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Sir Steve Webb, a former pensions minister, told the Telegraph: \u201cThe proposed policy favours one very specific group for no very obvious reason. For example, it\u2019s perfectly possible to have two pensioners who live next door to each other with identical state pensions \u2013 one from the standard rate of the new state pension and one from the old basic pension plus Serps.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cAs far as we can see, the first of these will be let off paying income tax but the second will not.
