{"id":347733,"date":"2026-01-02T07:52:07","date_gmt":"2026-01-02T07:52:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/uk\/347733\/"},"modified":"2026-01-02T07:52:07","modified_gmt":"2026-01-02T07:52:07","slug":"uk-government-should-end-rail-outsourcing-racket-says-union-rail-industry","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/uk\/347733\/","title":{"rendered":"UK government should end rail outsourcing \u2018racket\u2019, says union | Rail industry"},"content":{"rendered":"<p class=\"dcr-130mj7b\">Railway leaders should \u201cthink afresh\u201d about outsourcing contracts and try to run services better, the rail minister has said, as union research indicated six major private suppliers made \u00a3150m in profits last year.<\/p>\n<p class=\"dcr-130mj7b\">Rail unions are campaigning to end the widespread outsourcing of jobs such as cleaning, security and catering, arguing that staff employed by third-party companies have worse conditions and that profits could be reinvested in the railway.<\/p>\n<p class=\"dcr-130mj7b\">Analysis by the RMT union estimated that six of the biggest UK outsourcing facilities management companies in rail \u2013 Mitie, OCS, Bidvest Noonan, Churchill, Carlisle and ABM \u2013 have profit margins on contracts averaging 11%, aggregating profits of \u00a3152m in the past year across the national railway and the <a href=\"https:\/\/www.theguardian.com\/uk\/london-underground\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">London Underground<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">The <a href=\"https:\/\/www.theguardian.com\/uk-news\/rmt\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">RMT<\/a> said many contracts have clauses passing on extra costs, such as increases to the minimum wage or employers\u2019 national insurance contributions, back to the government \u2013 in effect, it says, meaning \u201cthe outsourcing firms\u2019 profits are protected at the expense of the taxpayer\u201d.<\/p>\n<p class=\"dcr-130mj7b\">One of the companies, Carlisle Support Services, is ultimately owned by the former peer, Tory donor and tax exile Michael Ashcroft. Another, Mitie, has <a href=\"https:\/\/www.theguardian.com\/business\/2025\/jun\/16\/ceo-chief-executive-pay-ftse-350-uk-companies-ratio-workers\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">paid its chief executive, Phil Bentley<\/a>, \u00a320.5m over the past two years.<\/p>\n<p class=\"dcr-130mj7b\">Labour promised to bring in \u201cthe biggest wave of insourcing of public services in a generation\u201d before the 2024 election. However, while passenger train operations will be nationalised <a href=\"https:\/\/www.theguardian.com\/business\/2025\/may\/19\/labour-great-britain-railways-south-western-lower-fares\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">under the reformed Great British Railways<\/a> (GBR), the government has so far not looked to go further in rail.<\/p>\n<p class=\"dcr-130mj7b\">Carlisle Support Services did not comment but in its annual report it noted: \u201cWhilst train operating companies have been advised that their contracts will transfer over the coming parliamentary term, we are comforted that it is widely accepted that the supply chains \u2026 will remain in place for the foreseeable future.\u201d<\/p>\n<p class=\"dcr-130mj7b\">However, Peter Hendy, the rail minister, said: \u201cThe railway is absolutely stuffed full of big and small contracts, all with different terms, all producing real confusion about how we serve customers and passengers better. And I\u2019m strongly in favour of getting individual people to get hold of bits of the railway and run them better for customers and for the economy of the country.\u201d<\/p>\n<p class=\"dcr-130mj7b\">He said he would support GBR \u201cmaking some real choices about what the best thing to do for customers in the railway is, in a way that hasn\u2019t been done for over 30 years. Including whether things are best outsourced or not.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Lord Hendy said the trade unions \u201cmake some interesting points, but it would be for the management of GBR to take that on board and think afresh about how we serve customers best\u201d.<\/p>\n<p class=\"dcr-130mj7b\">The RMT said it was \u201ca historic opportunity\u201d. Eddie Dempsey, general secretary, said: \u201cOutsourcing on the railway is a racket that needs to be brought to an end by a comprehensive programme of insourcing. Since 2016, contractors have siphoned over \u00a31.6bn out of our railway, including \u00a3152m in the last year alone.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThis is money meant for staff and services to benefit passengers, not to line the pockets of hedge funds and private equity firms. They suppress wages and shift costs on to the taxpayer while their directors cash in.<\/p>\n<p class=\"dcr-130mj7b\">\u201cGBR is a huge step forward, but the Labour government must fulfil their manifesto commitments and undertake the biggest wave of insourcing in a generation, including on rail.\u201d<\/p>\n<p class=\"dcr-130mj7b\">A spokesperson for Mitie said: \u201cWe are proud to support the UK\u2019s rail network by providing essential services that keep operations running safely, securely and efficiently.<\/p>\n<p class=\"dcr-130mj7b\">\u201cLeveraging our expertise, we bring true innovation to ensure a high-quality service while delivering value for taxpayers.\u201d<\/p>\n<p class=\"dcr-130mj7b\">ABM disputed the figures cited by the RMT but said it was \u201ccommitted to a collaborative relationship\u201d with the union.
