Saudi officials worry that instability or state collapse in either country could have grave consequences for its own national security.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjzpfrft00063b6qqysapb8i@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Those concerns extend beyond Yemen and Sudan. Riyadh is also wary of the UAE\u2019s policies in the Horn of Africa and in Syria, where it believes Abu Dhabi has cultivated ties with elements of <a href=\"https:\/\/www.cnn.com\/2025\/07\/15\/middleeast\/israel-strikes-syria-sectarian-clashes-druze-intl\" rel=\"nofollow noopener\" target=\"_blank\">the Druze community<\/a>, some of whose leaders have openly discussed secession.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjzpfrft00073b6ql6koxifl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A UAE official told CNN that the country\u2019s foreign policy prioritizes international cooperation and long-term prosperity, framing it as part of a broader commitment to \u201cresponsible leadership\u201d and \u201cenduring progress.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjzpfrft00083b6qifzb7erb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The official didn\u2019t address allegations regarding Abu Dhabi\u2019s role in Syria. The UAE has not publicly endorsed Druze aspirations for autonomy or secession in the country.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjzpfrft00093b6qfg16vxcb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            For the UAE, southern Yemen\u2019s strategic importance lies in its location along key maritime trade routes and Red Sea shipping lanes, as well as its proximity to the Horn of Africa, where Abu Dhabi has built both military and commercial interests. The UAE says its role in Yemen has to do with its broader strategy of combatting extremism. Saudi Arabia and the UAE are among the world\u2019s largest oil exporters and are positioned near two of the most critical maritime chokepoints in global trade \u2013 the Strait of Hormuz and the Bab al-Mandab \u2013 through which a significant share of the world\u2019s seaborne oil flows and much of the shipping bound to and from the Suez Canal passes. Even a limited confrontation between the two US allies would be closely watched by energy markets.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjzpfrft000c3b6qpa78f1rd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            They are also the largest and second-largest Arab economies respectively, with long-term investment pledges to the US running into the trillions of dollars, particularly in defense and technology, alongside access to some of Washington\u2019s most advanced military systems.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjzpfrft000e3b6qhbkwibxu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Just a decade ago, Riyadh and Abu Dhabi were closely aligned around what they saw as the region\u2019s most pressing threats: Islamism, Iran\u2019s expanding influence and the challenge to the regional status quo posed by Arab Spring\u2013inspired uprisings. Together, they launched a <a href=\"https:\/\/www.cnn.com\/2015\/03\/26\/middleeast\/yemen-saudi-arabia-airstrikes\" rel=\"nofollow noopener\" target=\"_blank\">military intervention in Yemen<\/a> to roll back the advance of the Iran-backed Houthis, backed <a href=\"https:\/\/www.cnn.com\/videos\/world\/2012\/04\/06\/vause-bahrain-unrest-backgrounder.cnn\" rel=\"nofollow noopener\" target=\"_blank\">counter-revolutionary forces<\/a> in the region and imposed <a href=\"https:\/\/www.cnn.com\/2017\/06\/06\/news\/qatar-airways-blockade-nightmare\" rel=\"nofollow noopener\" target=\"_blank\">a punishing blockade<\/a> on fellow Gulf state Qatar over its alleged support for Islamist movements.\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2026\/01\/03-2015-03-26t000000z-2140675806-gf10000038821-rtrmadp-3-yemen-security.JPG\" alt=\"A Houthi fighter walks at the site of an air strike at a residential area near Sanaa Airport on March 26, 2015.\" class=\"image_large__dam-img image_large__dam-img--loading\" onload=\"this.classList.remove('image_large__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"2000\" width=\"3000\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjzpfrft000f3b6qs5etpu5a@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            That alignment has since frayed. As some of those threats receded, Saudi and Emirati priorities began to diverge, bringing competing agendas to the fore. In recent years, the two have found themselves backing opposing sides in regional conflicts, most notably in the civil wars in Yemen and Sudan.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjzpfrft000g3b6qhbu0kq4j@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Saudi Arabia is now leveling against the UAE the very accusation that Riyadh and Abu Dhabi once made of Iran: that backing non-state actors in the region threatens security \u2013 a reversal unfolding as <a href=\"https:\/\/www.cnn.com\/2025\/06\/13\/middleeast\/iran-response-israeli-strikes-intl-cmd\" rel=\"nofollow noopener\" target=\"_blank\">Tehran\u2019s influence weakens<\/a> and competition for power intensifies.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjzpfrft000h3b6qb0anv0ie@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cHow does an action undertaken to defend shared security come to be reframed as a liability?\u201d <a href=\"https:\/\/x.com\/dralnoaimi\/status\/2006743070952534470?s=48&amp;t=zZc27kEp8DvgjJnARkJWNg\" target=\"_blank\" rel=\"nofollow\">Ali Al Nuaimi<\/a>, an influential lawmaker, wrote on X, referring to the Abu Dhabi\u2019s role in the Saudi-led coalition in Yemen. \u201cHow do those who assumed risk and cost become objects of suspicion rather than partners in outcome?\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjzpfrft000i3b6qhgx3xfqp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The UAE official also noted the \u201csubstantial sacrifices\u201d that Abu Dhabi made in Yemen \u201cat the request of the legitimate Yemeni government and the Kingdom of Saudi Arabia.\u201d Dozens of Emirati troops were killed in Yemen during the campaign there.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjzpfrft000k3b6q1u3qx2hk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Competing interests in Sudan and Yemen are what led to the rift finally coming out in the open after Yemen\u2019s UAE-backed separatist Southern Transitional Council (STC) overran the south of the country in early December, taking swathes of territory and expelling Saudi-backed Yemeni government forces from those areas.\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2026\/01\/04-2025-12-15t165556z-678996810-rc22hiah0irp-rtrmadp-3-yemen-security.JPG\" alt=\"Forces of Yemen's main separatist group, the Southern Transitional Council, arrive in a mountainous area where they are launching a military operation in the southern province of Abyan, Yemen, on December 15.\" class=\"image_large__dam-img image_large__dam-img--loading\" onload=\"this.classList.remove('image_large__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"2000\" width=\"3000\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjzpfrft000l3b6qljwy7t2l@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            CNN has learned that Saudi Arabia believes the UAE mobilized Yemeni separatist forces in provinces bordering the kingdom after being falsely informed that Saudi Crown Prince Mohammed bin Salman had asked US President Donald Trump <a href=\"https:\/\/www.cnn.com\/2025\/11\/20\/middleeast\/jets-chips-clean-slate-mbs-trump-saudi-intl\" rel=\"nofollow noopener\" target=\"_blank\">during a White House visit in November<\/a> to impose sanctions on Abu Dhabi over its alleged <a href=\"https:\/\/www.cnn.com\/2025\/11\/07\/africa\/sudan-conflict-foreign-influence-intl-cmd\" rel=\"nofollow noopener\" target=\"_blank\">support for a warring party <\/a>in Sudan\u2019s civil war. Riyadh has reached out to the UAE to explain that it made no such request.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjzpfrft000m3b6q3l23ls6g@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The UAE official who spoke to CNN didn\u2019t directly address the matter when asked.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjzpfrft000n3b6q6cyk0o5r@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Driving home its message of zero tolerance for instability at its border, Riyadh launched airstrikes on a UAE shipment in Yemen on Tuesday and backed the Yemeni government\u2019s call for UAE forces to leave the country. After the UAE pulled its troops from Yemen last week, the STC moved toward secession, but under intense military pressure from Riyadh and its local allies, it lost territory and was forced to concede to entering dialogue with Saudi Arabia, a potential setback for Abu Dhabi.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjzpfrft000q3b6qlpaxd0cl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The message from Riyadh is clear: Saudi Arabia sees itself at the apex of the Arab and Muslim worlds and expects others to align accordingly.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjzpfrft000r3b6qidilmjas@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThere is a recurring phenomenon in the (Gulf Arab states) that stems from a structural imbalance between one very large state \u2013 Saudi Arabia \u2013 and a number of much smaller ones,\u201d Ali Shihabi, a prominent Saudi commentator wrote on X. \u201cAs these smaller states acquire great wealth, they often begin to operate under the illusion that they are equal partners of the kingdom rather than beneficiaries of a system ultimately stabilized by it. To assert their individualism, they periodically adopt contrarian political positions to signal independence.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjzpfrft000s3b6qi10q2gis@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The UAE, in particular, has sought to emphasize its independence from regional heavyweights in recent years, pursuing policies that have broken with traditional regional consensus, including normalizing relations with Israel before the establishment of a Palestinian state and intervening in countries well beyond its immediate neighborhood to confront perceived Islamist threats.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjzpfrft000t3b6qls7gnhg8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In an <a href=\"https:\/\/nam11.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fedition.cnn.com%2F2025%2F11%2F25%2Fworld%2Fvideo%2Fuae-sudan-crisis-gargash-intv-ctw-112510aseg2-cnni-world-fast&amp;data=05%7C02%7Cabbas.allawati%40cnn.com%7Cb04be6bfa17347d0dbca08de38bbf283%7C0eb48825e8714459bc72d0ecd68f1f39%7C0%7C0%7C639010577270341388%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=p3EwM85r3cet8sPwripNthehzoPIlM3CTHjzOuZw72k%3D&amp;reserved=0\" target=\"_blank\" rel=\"nofollow noopener\">interview with CNN\u2019s Becky Anderson<\/a> late last year, the UAE president\u2019s diplomatic adviser, Anwar Gargash, outlined Abu Dhabi\u2019s geostrategic vision for the region in the context of Sudan, framing it in terms of countering extremism and promoting regional stability.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjzpfrft000u3b6qi6d2ec3o@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWe are an influential country in the region,\u201d he said. \u201cMaybe somebody doesn\u2019t like it but matter of fact, we are, and as a result I think we have a regional view on what we want to see in countries around us.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjzpfrft000v3b6qz6usktol@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Gargash has previously said Abu Dhabi\u2019s independent approach stems from a belief that \u201cif nations of our size isolate themselves, <a href=\"https:\/\/www.epc.ae\/en\/details\/brief\/the-uae-s-unsc-membership-furthered-multilateral-action-in-a-polarized-environment\" target=\"_blank\" rel=\"nofollow noopener\">they risk marginalization<\/a>.\u201d\n    <\/p>\n<p>        \u2018Illuminating a dark land\u2019<\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjzpfrft000x3b6q77gtmw50@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The UAE sees itself as an exemplar of Arab modernity \u2013 a self-styled island of stability in a turbulent region \u2013 and has built a record to support that narrative. In the 54 years since its founding, the state, roughly the size of Austria, has grown into the Arab world\u2019s second-largest economy, diversified more successfully than many of its oil-rich neighbors and emerged as a major global investor with influence in Washington, Europe and beyond.
