{"id":357229,"date":"2026-01-07T15:26:13","date_gmt":"2026-01-07T15:26:13","guid":{"rendered":"https:\/\/www.newsbeep.com\/uk\/357229\/"},"modified":"2026-01-07T15:26:13","modified_gmt":"2026-01-07T15:26:13","slug":"pensions-not-a-plaything-in-domestic-investment-drive-governments-warned","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/uk\/357229\/","title":{"rendered":"Pensions not a \u2018plaything\u2019 in domestic investment drive, governments warned"},"content":{"rendered":"<p>Pension funds around the world are coming under increasing pressure to invest more in their own economies, prompting warnings from some in the industry that this could harm retirement savers.<\/p>\n<p>The UK, Canada, the Netherlands and Germany are among countries that have spotted an opportunity to redirect large and growing pension savings pots towards domestic investment to try to kick-start economic growth and funnel cash to sectors such as technology, defence and green energy. <\/p>\n<p>But some pension fund industry executives fear such moves could hit investment returns and disincentivise saving.<\/p>\n<p>\u201cThe money in people\u2019s pensions should not be a plaything of governments,\u201d said Sir Steve Webb, partner at consultancy LCP and former pensions minister in the UK coalition government. <\/p>\n<p>\u201cIt is already hard enough to get people to lock money away and save for the long-term, and confidence in pensions could be seriously undermined if savers believe that their best long-term interests are no longer the top priority of their pension scheme,\u201d said Webb. <\/p>\n<p>Those in charge of pension schemes or companies that pay into schemes in particular worry that being pressured or forced to invest in certain assets could compromise their duty to maximise returns for savers.<\/p>\n<p>Charlie Nunn, chief executive of Lloyds Banking Group \u2014 which owns Scottish Widows, one of the UK\u2019s biggest pension providers \u2014 said last year that compelling pension funds to allocate to certain assets would be <a href=\"https:\/\/www.ft.com\/content\/1933035e-cf36-4372-bbf1-c237acc225f5\" title=\"\" data-trackable=\"link\" rel=\"nofollow noopener\" target=\"_blank\">\u201ca form of capital control\u201d<\/a> and a \u201cdifficult slope for an economy that believes it is an open economy\u201d.\u00a0<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2026\/01\/https:\/\/d6c748xw2pzm8.cloudfront.net\/prod\/7da7c400-d82d-11f0-b15e-a38e1715c0d9-standard.png\" alt=\"Bar chart of % of GDP showing Some pension systems are bigger than economies\" data-image-type=\"graphic\" width=\"3500\" height=\"2500\" loading=\"lazy\"\/><\/p>\n<p>The UK has been one of the most active countries in trying to channel its pension savings domestically this year, using a number of reforms to consolidate its pension system. Chancellor Rachel Reeves hopes the moves will push some \u00a380bn into \u201cproductive assets\u201d such as private companies and infrastructure, and she expects half of this to flow to the UK.\u00a0<\/p>\n<p>Ministers have also co-ordinated a voluntary agreement between 17 of the country\u2019s largest defined contribution pension providers to invest at least 5 per cent of their assets in UK private markets by the end of the decade.\u00a0<\/p>\n<p>To hold them to this pledge, the government is introducing legislation this year to enable regulators to force a minimum amount of investment into private assets, should pension funds not honour their commitment.<\/p>\n<p>However, a director at one of the UK\u2019s largest professional trustee firms said he always sought investments on merit rather than the wishes of the government. If pension schemes were forced to invest in certain assets it would \u201cput trustees in a very difficult position\u201d, given their fiduciary duty to act in the best interests of their scheme members, he said. <\/p>\n<p>The global drive for more domestic investment could \u201ccreate competing pressures\u201d of balancing savers\u2019 best interests with national priorities, said Tim Jenkins, partner at consultancy Mercer. <\/p>\n<p>Industry figures expect governments to focus more on domestic investment to shore up their energy and defence sectors amid rising uncertainty over US foreign policy following the capture of Venezuelan leader Nicol\u00e1s Maduro.<\/p>\n<p>Energy independence and security have been \u201cchronically underinvested in the UK and Europe for decades\u201d, said Mike Eakins, chief investment officer of pensions firm Phoenix Group.\u00a0\u201cThere will definitely be a desire of policymakers for private pension capital to invest more domestically.\u201d <\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2026\/01\/https:\/\/d1e00ek4ebabms.cloudfront.net\/production\/d42204e0-e2fd-4294-8179-52d9e179c3ca.jpg\" alt=\"Mark Carney speaks at a podium, gesturing with his hand, with a Canadian flag partially visible in the background.\" data-image-type=\"image\" width=\"2019\" height=\"1346\" loading=\"lazy\"\/>Canadian Prime Minister Mark Carney wants to encourage investors such as pension funds to back national infrastructure projects  \u00a9 Dave Chan\/AFP via Getty Images<\/p>\n<p>In Canada, Prime Minister Mark Carney has launched a \u201cBuy Canada\u201d campaign that prioritises local products for procurement with the aim of making it \u201cthe strongest economy in the G7\u201d. <\/p>\n<p>In December 2024, Ottawa said it would remove its 30 per cent cap on owning Canadian entities. The country has also set up a so-called Major Projects Office to fast-track national infrastructure projects and reduce the uncertainty around such programmes, as a way of encouraging investors such as pension funds.<\/p>\n<p>The Canada Pension Plan Investment Board, the country\u2019s largest fund with C$714bn (US$516bn) of assets, <a href=\"https:\/\/www.ft.com\/content\/a2cc8edd-b36a-41cb-b9ad-03f85fbe028e\" title=\"\" data-trackable=\"link\" rel=\"nofollow noopener\" target=\"_blank\">revealed in<\/a> May that its total allocation to Canadian assets dropped to 12 per cent this year from 14 per cent two years earlier.<\/p>\n<p>John Graham, chief executive of CPPIB, told the Financial Times he was \u201csuper encouraged\u201d by what Carney was doing to create large-scale investable projects, but added that there was currently an \u201copportunity deficit\u201d and the fund would invest more in Canada \u201cif we see opportunities\u201d.\u00a0<\/p>\n<p>\u201cWe have a mandate to maximise return without undue risk of loss,\u201d he said, adding that his dialogue with the government so far had been constructive around how to improve opportunities without undue pressure to invest.\u00a0<\/p>\n<p>The Netherlands \u2014 Europe\u2019s largest pension system with more than \u20ac1.8tn of assets \u2014 is also encouraging its pension giants to invest more in Dutch infrastructure and social housing.\u00a0\u00a0<\/p>\n<p>Inge van den Doel, managing director of the third largest Dutch pension fund Pensioenfonds Metaal en Techniek, said she had a \u201cconstructive dialogue\u201d with the Dutch government and \u201cwelcomed\u201d their encouragement. But she added the fund\u2019s \u201cforemost responsibility\u201d was to secure a good pension for the scheme\u2019s participants.<\/p>\n<p>Europe more broadly is trying to channel more of its savings industry into its sluggish economy, and in March last year launched the savings and investments union, which aims to drive more into productive investments.\u00a0<\/p>\n<p>The move came after a report by former European Central Bank president Mario Draghi in 2024, which said the EU needed to invest <a href=\"https:\/\/www.ft.com\/content\/92f7aedd-67fa-488f-8559-7019b7c2e40a\" title=\"\" data-trackable=\"link\" rel=\"nofollow noopener\" target=\"_blank\">around \u20ac800bn more a year <\/a>to modernise its industry, strengthen its defence, support the energy transition and compete with the US and China.\u00a0<\/p>\n<p>Germany and France have pension systems that are largely unfunded \u2014 or pay-as-you-go \u2014 with low provision of funded workplace and personal pensions. <\/p>\n<p>Germany is trying to change this by encouraging saving into equity-based private pensions without a guarantee.
