{"id":373866,"date":"2026-01-16T19:42:15","date_gmt":"2026-01-16T19:42:15","guid":{"rendered":"https:\/\/www.newsbeep.com\/uk\/373866\/"},"modified":"2026-01-16T19:42:15","modified_gmt":"2026-01-16T19:42:15","slug":"hal-wins-approval-for-walthamstow-tower-after-adding-second-staircase","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/uk\/373866\/","title":{"rendered":"HAL wins approval for Walthamstow tower after adding second staircase"},"content":{"rendered":"<p>Waltham Forest\u2019s planning committee approved the 66-home build-to-rent scheme in\u00a0north-east London at a meeting earlier this week (13 January).<\/p>\n<p>HAL\u2019s scheme, for developer Providence Capital Securities, replaces a pair of low-rise 1880s buildings, previously used as a Barclays Bank and a solicitor\u2019s office. The project includes 17 discounted apartments, a ground-floor caf\u00e9 space, and a semi-public \u2018yard\u2019 space.<\/p>\n<p>The practice previously won approval for a <a href=\"https:\/\/www.architectsjournal.co.uk\/news\/hal-wins-approval-for-18-storey-build-to-rent-tower-in-walthamstow\" rel=\"nofollow noopener\" target=\"_blank\">similar scheme<\/a> in March 2022, but returned to the drawing board to accommodate a second stair core in the tower.<\/p>\n<p>Planning officers had recommended approval of the reworked scheme, saying that while the additional staircase \u2018had increased the overall bulk of the building\u2019, the height and number of new homes remained the same \u2018without diminishing the design quality of the development\u2019.<\/p>\n<p>The latest application received six objections, mainly over height and massing. In 2022, consent was given <a href=\"https:\/\/www.guardian-series.co.uk\/news\/19975755.plans-18-storey-tower-walthamstow-approved\/\" rel=\"nofollow noopener\" target=\"_blank\">despite concerns<\/a> aired by neighbours about the tower\u2019s impact on daylight and privacy. Residents had argued the scale of the block was excessive and overbearing.<\/p>\n<p>HAL Architects founder Hal Currey previously told the AJ: \u2018The site has a high PTAL [Public Transport Accessibility Level] rating and is identified in the local plan as suitable for a tall building.<\/p>\n<p>\u2018The scheme will be seen alongside existing and emerging buildings of a similar height, contributing to the regeneration of the town centre, where a lot of change is taking place.\u2019<\/p>\n<p>The scheme\u2019s one, two and three-bed apartments \u2013 the majority of which will be dual-aspect \u2013 will sit above a two-storey podium accommodating residents\u2019 amenities, visitor bicycle parking and a caf\u00e9. There will also be seating in a new pocket park overlooking the junction of Hoe Street and Station Approach and Priory Avenue to the south.<\/p>\n<p>The plan includes 17 apartments available at rents \u2018equating to a 26 per cent discount to market levels for households earning up to \u00a360,000 a year\u2019.
