Another project will explore whether legal data from the National Archives \u2013 the UK\u2019s repository for official documents \u2013 could help medium- and small-sized businesses with legal support.<\/p>\n<p class=\"dcr-130mj7b\">The government has also announced plans to license content from national institutions such as the National History Museum and the National Library of Scotland for AI development.<\/p>\n<p class=\"dcr-130mj7b\">Ian Murray, the minister for digital government and data, said the National Archives plan was \u201cwhat smart use of the public sector\u201d looked like.<\/p>\n<p class=\"dcr-130mj7b\">\u201cWhether you\u2019re a cafe owner trying to understand employment law or a shopkeeper navigating health and safety requirements, time spent wrestling with legal jargon is time spent away from customers,\u201d he said.<\/p>\n<p class=\"dcr-130mj7b\">\u201cBy exploring how authoritative legal data from the National Archives could be made AI-ready, we could help small businesses get quick, reliable answers to common questions \u2013 freeing up evenings and weekends and giving them more confidence to invest and grow.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Data is a key component of AI models, the underlying technology for tools such as ChatGPT, and has become a battleground between the UK\u2019s creative industries and the government over proposals to change copyright law.<\/p>\n<p class=\"dcr-130mj7b\">Ministers have been criticised for proposing that AI companies should be allowed to use copyright-protected work <a href=\"https:\/\/www.theguardian.com\/technology\/2025\/dec\/16\/boost-for-artists-in-ai-copyright-battle-as-only-3-per-cent-back-uk-active-opt-out-plan\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">without first seeking artists\u2019 permission<\/a>, unless the artists indicates that they wish to \u201copt out\u201d. The technology secretary, Liz Kendall, said this month the government was seeking a \u201creset\u201d on these plans via an official review due to be published in March.<\/p>\n<p class=\"dcr-130mj7b\">However, the government has made clear that nationally owned data could also be used as part of its policy to drive AI deployment and development.<\/p>\n<p class=\"dcr-130mj7b\">The government\u2019s <a href=\"https:\/\/www.theguardian.com\/politics\/2025\/jan\/12\/mainlined-into-uks-veins-labour-announces-huge-public-rollout-of-ai\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">AI action plan<\/a>, which was launched last year, proposed creating a national data library that would offer state-controlled data to researchers and companies. Keir Starmer indicated that the vast trove of health data controlled by the NHS would be a candidate for this library, although the government has also stressed that privacy, ethics and data protection will be among the issues weighed when assembling these datasets.<\/p>\n<p class=\"dcr-130mj7b\">The <a href=\"https:\/\/www.theguardian.com\/technology\/2025\/jan\/13\/key-takeaways-from-keir-starmer-action-plan-for-ai\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">action plan<\/a> also proposed creating a cultural data library that would be a \u201ccommercial proposition\u201d, meaning the government could expect to make money from the \u201ccopyright-cleared\u201d data. This could hold data from institutions such as the BBC, the British Library, the Natural History Museum and the National Archives.<\/p>\n<p class=\"dcr-130mj7b\">The government will push ahead with those plans on Monday with details of data will be offered under its \u201ccreative content exchange\u201d.
