{"id":395169,"date":"2026-01-28T15:08:08","date_gmt":"2026-01-28T15:08:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/uk\/395169\/"},"modified":"2026-01-28T15:08:08","modified_gmt":"2026-01-28T15:08:08","slug":"mary-poppins-mural-in-earls-court-saved-by-council-u-turn","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/uk\/395169\/","title":{"rendered":"Mary Poppins mural in Earl&#8217;s Court saved by council U-turn"},"content":{"rendered":"<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The mural shows Mary Poppins holding an umbrella and a carpet bag, flying towards a real-life chimney in the outline of a red heart.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Planning Committee chair James Husband said previously that it was &#8220;quite clear&#8221; the painting had breached planning controls, while committee member Sam Mackover said it was &#8220;unfortunate that things have happened like this&#8221; but that enforcement action was necessary.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Spens appealed against the enforcement notice, telling the council that a planning application he submitted had not been validated because he could not confirm the ownership of the rooftop wall.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">He said he had always treated the wall as his own and likened the mural to artwork visible through someone&#8217;s window.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">He said: &#8220;It&#8217;s just a painting of Mary Poppins, a picture of hope.
