But Mike Davis, a longtime Trump legal adviser skeptical of the president\u2019s new tech allies, twice helped rally conservative activists and lawmakers to stop it. Trump, meanwhile, had <a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/115573090200730933\" target=\"_blank\" rel=\"nofollow noopener\">grown publicly frustrated<\/a> at the lack of progress on one of his top priorities.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cml1dns4p00063b6p1looqrjk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In Vance\u2019s office, Davis, known for his combative style, accused Sacks of trying to run over Congress and impose artificial intelligence on the country without sufficient safeguards, according to two people with knowledge of the meeting. Sacks countered that he was simply carrying out Trump\u2019s desire to unleash an AI boom, and Davis was getting in the way.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cml1dns4p00073b6posgnqgkc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Vance ultimately encouraged Sacks to work with Davis. A few weeks later, Trump <a href=\"https:\/\/www.cnn.com\/2025\/12\/11\/tech\/ai-trump-states-executive-order\" rel=\"nofollow noopener\" target=\"_blank\">signed an executive order<\/a>, shaped in part by both men, that aims to block states from enforcing their own artificial intelligence regulations and directs his administration to team up with Congress to create a \u201csingle national framework\u201d for AI. On one side are increasingly influential tech leaders and their allies. On the other are working-class voters fearful of job disruption; cultural conservatives worried about child safety; and MAGA loyalists who view the industry with deep suspicion.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cml1dns4p00093b6pyx766q9p@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            While the uneasy alliance delivered Trump a short-term victory, the battle over AI is just beginning \u2014 and Congress may be the next front. In anticipation, tech companies have hired hundreds of lobbyists and donated millions of dollars to congressional campaigns, and they are stockpiling cash in AI-friendly super PACs ahead of the midterms. Opponents are also preparing to mobilize.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cml1dns4p000a3b6pjbpxue7d@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWe\u2019re going to fight like hell,\u201d Steve Bannon, a former Trump adviser and a leading tech critic, said on his podcast after the president signed the executive order. \u201cSo don\u2019t think that anybody is placated.\u201d\n    <\/p>\n<p>        \u2018Sand gods\u2019 vs. \u2018civil liberty\u2019<\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cml1dns4p000c3b6pq3wnvheo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump has already moved quickly to boost a technology that, <a href=\"https:\/\/x.com\/jasonfurman\/status\/1971995367202775284\" target=\"_blank\" rel=\"nofollow\">by<\/a> <a href=\"https:\/\/am.jpmorgan.com\/us\/en\/asset-management\/adv\/insights\/market-insights\/market-updates\/on-the-minds-of-investors\/is-ai-already-driving-us-growth\/\" target=\"_blank\" rel=\"nofollow noopener\">some<\/a> <a href=\"https:\/\/www.stlouisfed.org\/on-the-economy\/2026\/jan\/tracking-ai-contribution-gdp-growth\" target=\"_blank\" rel=\"nofollow noopener\">measures<\/a>, helped prop up the US economy through much of his first year back in office. With Sacks working as a special White House adviser on artificial intelligence and cryptocurrencies, Trump laid out a framework last summer to fast-track AI projects. Many of those companies are among the largest financial backers to his political operation and his new <a href=\"https:\/\/www.cnn.com\/2026\/01\/22\/politics\/judge-skeptical-white-house-ballroom-trump\" rel=\"nofollow noopener\" target=\"_blank\">White House ballroom<\/a>.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cml1dns4p000e3b6pnfv2oy31@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWe have the big investment coming, but if they had to get 50 different approvals from 50 different states, you can forget it, because it\u2019s not possible to do,\u201d Trump said when he signed the executive order.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cml1dns4p000f3b6p9grbur2d@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Opposition to these efforts has emerged from influential voices within Trump\u2019s own movement. Bannon has positioned his influential \u201cWar Room\u201d podcast at the vanguard of a growing wave of anti-tech populism. Davis is a regular guest.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cml1dns4p000g3b6pboszn7id@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            So is Joe Allen, a leading AI skeptic and \u201cWar Room\u201d contributor who has traveled the country trying to urge conservative audiences to push back against tech CEOs and their plans to force their technology on humanity.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cml1dns4p000h3b6papmu9i7z@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThey are ultimately aiming toward building sand gods,\u201d Allen said. \u201cAnd I fear there are enough credulous people in the world that whatever comes out of these research projects will be worshipped as a god.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cml1dns4p000i3b6pyu2wp20e@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The risks of the administration\u2019s embrace of AI are beginning to crystalize heading into an election year. Half of Americans say they are more concerned than excited about AI\u2019s increasing intersection with their lives, according to a <a href=\"https:\/\/www.pewresearch.org\/science\/2025\/09\/17\/how-americans-view-ai-and-its-impact-on-people-and-society\/\" target=\"_blank\" rel=\"nofollow noopener\">Pew Research Center poll<\/a> from September, while just 10% feel more excited than concerned.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cml1dns4p000j3b6pg6mtej2b@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In communities of all political stripes, local leaders are responding to public pressure to block or slow AI projects, <a href=\"https:\/\/www.cnn.com\/2025\/12\/10\/politics\/data-center-arizona-kyrsten-sinema-trump\" rel=\"nofollow noopener\" target=\"_blank\">especially data centers<\/a>. He says that\u2019s misguided.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cml1dns4p000l3b6psky3i9b3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cI don\u2019t think that people on the right who are concerned about civil liberty should want the government to play this super-intrusive role in AI,\u201d he said on his podcast.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cml1dns4p000m3b6pf6o8jz67@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But one Republican who advises tech clients on political strategy told CNN that AI companies should be concerned by growing backlash because \u201cthere\u2019s a potential in the long run for Trump to see political headwinds and walk away from AI.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cml1dns4p000n3b6pm1utyzyc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIt should be a genuine concern of the industry,\u201d said the person, who asked not to be named in order to speak freely. \u201cI think that\u2019s why there\u2019s so much discussion from proponents about the national security risks of losing the AI race to China. They\u2019re trying to box Trump into a corner.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cml1dns4p000p3b6pgfpx4mll@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Some Republicans are already breaking from Trump\u2019s full embrace of AI.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cml1dns4p000q3b6pdamwxpv2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            When language banning state-level AI regulations first surfaced in a congressional budget reconciliation package that carried much of Trump\u2019s legislative agenda, 17 Republican governors sent a letter calling on Congress to strip it from the bill. In Florida, Gov. Ron DeSantis has pushed ahead with proposals for his state to put its own safeguards around AI, defiantly declaring, \u201cWe\u2019re not going to give up any rights.\u201d Sen. Josh Hawley, meanwhile, has held hearings to admonish AI executives for failing to protect children.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cml1dns4p000r3b6p7la5hnpl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            As more Republicans stitch anti-tech stances into their political brands, the backlash is creating challenges not only for Trump, but also for Vance, his most likely successor. The vice president has long tried to <a href=\"https:\/\/www.cnn.com\/2025\/11\/24\/politics\/jd-vance-palantir-big-tech-maga\" rel=\"nofollow noopener\" target=\"_blank\">straddle a line<\/a> between his deep ties to Silicon Valley and his populist roots \u2014 a tension on display in the Davis-Sacks meeting in his office.\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2026\/02\/gettyimages-2198295599-20250226135912149.jpg\" alt=\"Vice President JD Vance speaks during a plenary session at the AI Action Summit in Paris in February 2025.\" class=\"image__dam-img image__dam-img--loading\" onload=\"this.classList.remove('image__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1334\" width=\"2000\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cml1dns4p000s3b6plyugz8z2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe path to power in America is through the anti-tech oligarch gate,\u201d Bannon said to CNN when asked about this emerging divide. \u201cYou have to be hard, consistent and authentic.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cml1dns4p000t3b6pcjqjm3l4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Even among Trump\u2019s AI cheerleaders, there is a growing realization that public sentiment is quickly shifting against the technology. In December, Sacks and the co-hosts on his \u201cAll-In\u201d podcast acknowledged that the industry had been slow to respond to mounting public fears and criticism during a conversation with conservative commentator Tucker Carlson, an outspoken AI critic.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cml1dns4p000u3b6pun1vfbbc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Carlson pressed the hosts on concerns ranging from energy consumption to job disruption and \u201cthe potential this gets completely away from us and eats us.\u201d But he also mocked the technology\u2019s uneven public rollout.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cml1dns4p000v3b6ptsms9u43@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWho\u2019s in charge of the marketing for this?\u201d Carlson asked.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cml1dns4p000w3b6piq7k1r6o@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cI don\u2019t know,\u201d Sacks replied. \u201cMe?\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cml1dns4p000y3b6pdg2ncxsu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The fast-changing sentiments have forced a shift in tactics from the White House.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cml1dns4p000z3b6panv0dvai@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The final executive order Trump signed was noticeably scaled back compared with <a href=\"https:\/\/www.cnn.com\/2025\/11\/20\/tech\/trump-eo-block-state-ai-regulations-safety-concerns\" rel=\"nofollow noopener\" target=\"_blank\">a draft that leaked in November<\/a>.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cml1dns4p00103b6pkzwt2ezg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Unlike that version, the final copy said his administration \u201cmust act with the Congress\u201d on a national AI standard. The order also won\u2019t apply to state protections for minors or regulations of data centers, two critical carve-outs that Davis had long demanded.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cml1dns4p00113b6ppono8daz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWe\u2019re very much at the table and driving this process,\u201d Davis said on Bannon\u2019s podcast after Trump signed the order.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cml1dns4p00123b6p88ppospl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Sacks did not respond to a request for comment. Davis also declined to address the meeting in Vance\u2019s office, telling CNN: \u201cI am not going to talk about my private discussions with White House officials.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cml1dns4p00133b6p6isxx8gk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cBut David Sacks is a good man who is working with me in good faith for the best AI policy for President Trump,\u201d he added.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cml1dns4p00143b6pn21332vm@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            On Capitol Hill, there is for the first time real momentum for lawmakers to shape the future of AI and respond to growing voter backlash over the technology. For much of 2025, Congress was effectively sidelined while factions within the White House debated how much latitude to give Sacks and tech executives, said a Republican Senate staffer with knowledge of the negotiations.
