The FCA has launched a review<\/a> into the implications of advanced AI on
\nconsumers, retail financial markets and regulators.<\/p>\n

The review will be led by Sheldon Mills and builds on the
\nFCA’s existing work on AI. This includes its AI Discussion
\nPaper, AI Sprint, and AI Lab including AI Live Testing and its
\nSandbox supported by NVIDIA.<\/p>\n

The FCA highlights that AI is already embedded across financial
\nservices. Rapid advances in generative, agentic and emerging forms
\nof AI mean the next phase of change could be profound, having the
\npower to reshape markets, change the way firms compete and how
\nconsumers use retail financial services.<\/p>\n

The FCA is seeking views on four interrelated themes:<\/p>\n


\nHow AI could evolve in the future, including the development of
\nmore autonomous and agentic systems.
\n
\nHow these developments could affect markets and firms,
\nincluding changes to competition and market structure and UK
\ncompetitiveness.
\n
\nThe impact on consumers, including how consumers will be
\ninfluenced by AI, but also influence financial markets through new
\nexpectations.
\n
\nHow financial regulators may need to evolve to continue
\nensuring that retail financial markets work well. <\/p>\n

While wholesale markets and broader societal impacts are out of
\nscope, the review recognises that developments in these areas may
\nindirectly influence retail financial services and will be
\nconsidered where relevant. The FCA is also separately doing
\nextensive work on the impact of AI in wholesale markets, especially
\nthrough our live testing partnership.<\/p>\n

Feedback will shape a series of recommendations to be reported
\nto the FCA Board in summer 2026, informing how the FCA can guide
\nand respond to AI-driven transformation. This will culminate in an
\nexternal publication. However, the FCA has already said that it
\ndoes not plan to introduce AI-specific regulation. It will continue
\nto rely on its existing, principles-based regulatory framework
\nwhile considering how regulators need to evolve as AI becomes more
\nembedded in financial services.<\/p>\n

The review follows the recent report<\/a> from the Treasury Select Committee,
\nwhich said that the major public financial institutions, including
\nthe FCA, which are responsible for protecting consumers and
\nmaintaining stability in the UK economy, are not doing enough to
\nmanage the risks presented by the increased use of AI in the
\nfinancial services sector.<\/p>\n

The deadline for comments is 24 February
\n2026.<\/p>\n
