{"id":417822,"date":"2026-02-10T10:25:10","date_gmt":"2026-02-10T10:25:10","guid":{"rendered":"https:\/\/www.newsbeep.com\/uk\/417822\/"},"modified":"2026-02-10T10:25:10","modified_gmt":"2026-02-10T10:25:10","slug":"brutalist-southbank-centre-finally-listed-after-35-years-of-refusals","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/uk\/417822\/","title":{"rendered":"Brutalist Southbank Centre finally listed after 35 years of refusals"},"content":{"rendered":"<p>Yesterday, Historic England confirmed to the AJ that, on its advice, the Department for Culture, Media and Sport (DCMS) had Grade II listed the centre\u2019s Queen Elizabeth Hall, Purcell Room, <a href=\"https:\/\/www.ajbuildingslibrary.co.uk\/project\/hayward-gallery\/\" target=\"_blank\" rel=\"noopener nofollow\">Hayward Gallery<\/a> and terraced walkways and stairs.<\/p>\n<p>The Twentieth Century Society, which launched a bid early last year to secure the long-demanded heritage protection for the centre, hailed the decision as a \u2018victory over those who derided so-called \u201cconcrete monstrosities\u201d.\u2019<\/p>\n<p>The campaign group described the reinforced concrete complex as a\u00a0 \u2018post-war architectural masterpiece\u2019.<\/p>\n<p>The riverside arts centre was designed by the London County Council Special Works Group, which included Warren Chalk and Ron Herron of Archigram. When it opened in 1967, Daily Mail readers voted it \u2018Britain\u2019s ugliest building\u2019.<\/p>\n<p>It was the only post-war building on London\u2019s South Bank to remain unlisted, refused protection\u00a0on six separate occasions by successive culture secretaries, who since 1991 had repeatedly rejected Historic England\u2019s (formerly English Heritage) recommendations.<\/p>\n<p>Explaining its <a href=\"https:\/\/www.architectsjournal.co.uk\/news\/conservationists-appeal-absurd-southbank-centre-listing-decision\" rel=\"nofollow noopener\" target=\"_blank\">reasons for refusal in 2018<\/a>, the DCMS said: \u2018The building\u2019s architecture is not unique or groundbreaking and is poorly resolved in terms of its relationship to the site, its coherence, and its accessibility in comparison to the Royal Festival Hall and the National Theatre.\u2019<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" aria-describedby=\"caption-attachment-378145\" class=\"wp-image-378145 size-large\" src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2026\/02\/06_Southbank_Centre-Feilden_Clegg_Bradley_Studios-hufton-Crow-1-1024x1024.jpg\" alt=\"Southbank Centre by Feilden Clegg Bradley Studios with Archer Humphryes Architects\" width=\"1024\" height=\"1024\"  \/><\/p>\n<p id=\"caption-attachment-378145\" class=\"wp-caption-text\">Southbank Centre as refurbished by Feilden Clegg Bradley Studios working with Archer Humphryes Architects. Photo: Hufton + Crow<\/p>\n<p>Following that refusal, architectural historian Otto Saumarez-Smith tweeted then-culture secretary, Matt Hancock, to complain that his decision was \u2018absurd and disgraceful\u2019. The Victorian Society echoed the sentiment, accusing the government of threatening the integrity of the listing system with its \u2018absurd\u2019 decision.<\/p>\n<p>Hopes had not been high that the result would be different this time.<\/p>\n<p>But almost 12 months after the latest Southbank listing bid was submitted, heritage minister, <a href=\"https:\/\/www.gov.uk\/government\/people\/baroness-twycross\" rel=\"nofollow noopener\" target=\"_blank\">Fiona Twycross<\/a> accepted Historic England\u2019s reasons for listing designation (see full list of reasons below).<\/p>\n<p>The heritage body had argued that the centre merited protection due, in part, to its \u2018bold geometric formations, clustered to sculptural effect with a correspondingly dramatic silhouette\u2019. The government\u2019s heritage watchdog also praised the \u2018use of exposed concrete in which the building\u2019s monumental scale is countered by the fine texture and tactility of its surface finishes, executed with exemplary technical skill\u2019.<\/p>\n<p>The <a href=\"https:\/\/c20society.org.uk\/news\/southbank-centre-listed-at-last\" rel=\"nofollow noopener\" target=\"_blank\">Twentieth Century Society\u2019s<\/a> latest listing bid had been triggered by the expiration, last February, of a certificate of immunity from listing the centre, issued by the DCMS in February 2020.<\/p>\n<p>\u2018The lack of listing had become a complete anomaly\u2019<\/p>\n<p>Responding to the DCMS\u2019s decision, Twentieth Century Society director Catherine Croft said: \u2018The battle has been won, and Brutalism has finally come of age. This is a victory over those who derided so-called \u201cconcrete monstrosities\u201d and shows a mature recognition of a style where Britain led the way.<\/p>\n<p>\u2018We\u2019re absolutely thrilled that this internationally recognised concrete masterpiece of post-war architecture has finally been accepted as part of our national heritage, some 35 years after the Twentieth Century Society first campaigned for the Southbank Centre to be protected.\u2019<\/p>\n<p>She added: \u2018The lack of listing had become a complete anomaly. It is admired as one of the best Brutalist buildings in the world, so this decision is obviously very well deserved and long overdue.<\/p>\n<p>\u2018The arts complex is a highly sophisticated, sculptural masterpiece, with enormous richness of form and detail inside and out. The experience it gives concert goers and gallery visitors is unlike any other venue in the country, its virtuoso spaces still unrivalled.\u2019<\/p>\n<p>Croft concluded: \u2018Credit must go to the heritage minister, Baroness Twycross, who has done the right thing, where her predecessors over the past few decades have failed to act, and to Historic England who along with the Twentieth Century Society, have consistently made the case for its place on the national register.\u2019<\/p>\n<p>The Queen Elizabeth Hall, Purcell Room and Hayward Gallery all\u00a0<a href=\"https:\/\/www.architectsjournal.co.uk\/buildings\/fcbs-completes-revamp-of-timeless-southbank-centre-venues\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">reopened in 2018<\/a> following a two-year refurbishment led by Feilden Clegg Bradley Studios.<\/p>\n<p>Responding to the news a spokesperson from the Southbank Centre said: \u2018The Grade II-listing recognises the architectural and civic importance of the Queen Elizabeth Hall and Hayward Gallery. We look forward to working with the government to ensure these buildings are able to thrive long into the future.\u2019<\/p>\n<p>In October, AJ analysis of the overall listing process revealed that, over the past five years, ministers had <a href=\"https:\/\/www.architectsjournal.co.uk\/news\/exclusive-labour-ministers-repeatedly-overruling-official-listing-advice\" rel=\"nofollow noopener\" target=\"_blank\">rejected Historic England\u2019s listing advice<\/a> 10 times. Photo: Hufton + Crow\/Archer Humphryes<\/p>\n<p>Historic England\u2019s reasons for listing designation<br \/>\nArchitectural interest<\/p>\n<p>As a creative response to a challenging site; contrasting with the bulk of the Royal Festival Hall, the building\u2019s functions are articulated in bold geometric formations, clustered to sculptural effect with a correspondingly dramatic silhouette;<br \/>\nFor its use of exposed concrete in which the building\u2019s monumental scale is countered by the fine texture and tactility of its surface finishes, executed with exemplary technical skill;<br \/>\nFor the spatial interest, sophisticated juxtaposition of materials, and high quality finishes of the principal interior spaces, including the concert halls and foyer, and galleries, stairs and ramped circulation through the Hayward Gallery;<br \/>\nAs a major public building representing one of the most complete and memorable realisations of Brutalism in England.<\/p>\n<p>Historic interest<\/p>\n<p>As a nationally significant arts complex by the London County Council Architect\u2019s Department, an institution responsible for a large and distinguished body of public architecture in post-war England;<br \/>\nThe Hayward Gallery was the first major building project undertaken in conjunction with the Arts Council.
