These competing&#13;<br \/>\ndynamics are creating a widening gap between ambition and&#13;<br \/>\nreadiness, and that gap has serious consequences.<\/p>\n<p>This challenge has serious consequences for the world of work.&#13;<br \/>\nEmployees increasingly face decisions shaped by AI systems yet find&#13;<br \/>\nthemselves caught between accelerated deployment and delayed&#13;<br \/>\ngovernance, with limited visibility into how those decisions are&#13;<br \/>\nmade or challenged. The transition from innovation to&#13;<br \/>\naccountability is no longer approaching: it is already&#13;<br \/>\nunderway.<\/p>\n<p>The people and governance gap<\/p>\n<p>The Future @ Work 2026 report reveals a stark&#13;<br \/>\nimbalance: 74% of employers continue to invest heavily in AI&#13;<br \/>\ntechnology while underinvesting in workforce capability.&#13;<br \/>\nFurthermore, while many widely acknowledge the importance of&#13;<br \/>\nhuman-centred skills, such as critical thinking, ethical judgement,&#13;<br \/>\ncreativity, or cross-functional collaboration, far less attention&#13;<br \/>\nis paid to building the organisational capacity required to govern&#13;<br \/>\nAI in practice.<\/p>\n<p>This is not simply a skills issue, but a genuine governance&#13;<br \/>\nchallenge. Effective oversight depends on people who understand how&#13;<br \/>\nAI systems function, where their limitations lie, and how risk can&#13;<br \/>\nmanifest in real-world contexts. It consequently requires managers&#13;<br \/>\nwho can interrogate algorithmic recommendations rather than&#13;<br \/>\ndeferring to them, as well as HR teams that can explain how&#13;<br \/>\nAI-assisted decisions are made, and leaders who can identify when&#13;<br \/>\nthose processes fail.<\/p>\n<p>Without this capability, governance frameworks remain largely&#13;<br \/>\ntheoretical. Policies may exist on paper but struggle to shape&#13;<br \/>\nbehaviour in practice. Similarly, risks may be formally&#13;<br \/>\nacknowledged but poorly understood and inadequately addressed. Across regions, for instance, the&#13;<br \/>\nsame questions recur: how do we ensure transparency? How do we&#13;<br \/>\nexplain AI-assisted decisions? How do we identify and mitigate&#13;<br \/>\nbias? And how do we maintain meaningful human oversight.<\/p>\n<p>This consistency creates an opportunity. Rather than developing&#13;<br \/>\nfragmented responses for each jurisdiction, employers can build a&#13;<br \/>\ncommon governance baseline that meets high regulatory expectations,&#13;<br \/>\nwhile remaining adaptable to local requirements.<\/p>\n<p>In practice, this means focusing on four areas.<\/p>\n<p>First, clear AI policies and acceptable-use frameworks.&#13;<br \/>\nEmployees need practical guidance on which tools they can use, for&#13;<br \/>\nwhat purposes, and with what safeguards. This is especially&#13;<br \/>\nimportant as generative AI tools become embedded in everyday work,&#13;<br \/>\noften beyond the visibility of legal or IT teams.<\/p>\n<p>Second, sustained investment in capability building. Governance&#13;<br \/>\ndepends on people, not documents. AI literacy for HR professionals,&#13;<br \/>\nmanagers, procurement teams, and employees is foundational, not&#13;<br \/>\noptional.<\/p>\n<p>Third, robust vendor and procurement processes. Most workplace&#13;<br \/>\nAI systems are purchased rather than developed in-house. Employers&#13;<br \/>\nneed to understand how tools operate, what data they rely on, and&#13;<br \/>\nwhat contractual protections are required to support transparency&#13;<br \/>\nand accountability over time.<\/p>\n<p>Finally, and perhaps most importantly, meaningful human&#13;<br \/>\noversight mechanisms. Regulators and tribunals increasingly expect&#13;<br \/>\nevidence that humans remain genuinely in control of consequential&#13;<br \/>\ndecisions. This requires going beyond merely formal review steps to&#13;<br \/>\nbuild the capability and confidence to question, challenge, and&#13;<br \/>\noverride algorithmic outputs where appropriate.<\/p>\n<p>From readiness to accountability<\/p>\n<p>As the regulatory landscape keeps shifting, and the environment&#13;<br \/>\nin which organisations operate becomes increasingly less&#13;<br \/>\npredictable, the window for thoughtful preparation is narrowing.&#13;<br \/>\nOrganisations that treat AI governance as a compliance exercise, or&#13;<br \/>\ndefer action until regulation forces their hand, risk finding&#13;<br \/>\nthemselves exposed as AI use becomes more visible and more&#13;<br \/>\nconsequential.<\/p>\n<p>Those who invest now in people, capability, and governance&#13;<br \/>\nstructures will be better positioned to manage risk, unlock value,&#13;<br \/>\nand maintain trust.
